STAFF REPORT – CITY COUNCIL MEETING
TO: Honorable Mayor and City Council Members
FROM: David Loya, Community Development Director
PREPARER: David Loya, Community Development Director
DATE: July 30, 2025
TITLE: Consider Awarding a Contract for the Economic Strategic Plan Update to Civic Possible; Action Not Subject to the California Environmental Quality Act (CEQA).
RECOMMENDATION:
Staff recommend that the Council:
1. Receive a staff report and any public comment; then
2. Award a contract in the amount of $122,525 to Civic Possible for the Economic Strategic Plan update;
3. Authorize the City Manager to increase the contract by up to fifteen percent ($18,379 for a total amount not to exceed $140,904) to allow for unforeseen contingencies; and
4. Authorize the City Manager to execute all applicable documents.
INTRODUCTION:
The City Council set a goal to update the Economic Strategic Plan and authorized funds in the 2025/26 Budget. The City’s Plan was last updated in 2010. Plan updates were historically funded by the Redevelopment Agency, which was dissolved by State law in 2012. This action will initiate an update to the Plan for the 2026-2031 period.
DISCUSSION:
The City issued a Request for Qualifications & Proposals (RFQ/P) for services to update the Economic Strategic Plan on February 20, 2025. The closing date was extended to April 11, 2025, and the City received 14 responses. There were several excellent proposals. Staff interviewed the four highest ranked firms. Civic Possible ranked high, demonstrated a deep understanding of the community and issues, and proposed a method of engagement and involvement that staff believe will work very well for Arcata. Specifically, Civic Possible uses in depth engagement to discover the strengths and areas for growth in local networks to deliver high-impact initiatives for the community.
The RFQ/P can be found at https://www.cityofarcata.org/bids.aspx?bidID=157. Civic Possible’s submittal is attached (Attachment A).
POLICY IMPLICATIONS:
The Economic Strategic Plan will provide a strategy for improving the economic environment in Arcata.
COMMITTEE/COMMISSION REVIEW:
None.
ENVIRONMENTAL REVIEW (CEQA):
This action is not a project as defined by CEQA, therefore, CEQA does not apply to this decision.
Any projects that may be implemented as a result of this planning work will be subject to individual CEQA reviews.
BUDGET/FISCAL IMPACT:
The proposed action includes authorizing the City Manager to increase the contract amount by up to 15% for unforeseen contingencies (rounded up). Civic Possible proposed a flat fee cost of $122,525 (Attachment B). While the contract is flat fee, budgeting for contingency provides the flexibility to adjust to minor scope amendments, as necessary. The Council budgeted $200,000 for this work.
RECOMMENDED COUNCIL ACTION:
Receive a staff report, and any public comment; then
Motion to:
1. Award a contract in the amount of $122,525 to Civic Possible for the Economic Strategic Plan update;
2. Authorize the City Manager to increase the contract by up to fifteen percent ($18,379 for a total amount not to exceed $140,904) to allow for unforeseen contingencies; and
3. Authorize the City Manager to execute all applicable documents.

3 LETTER OF
INTRODUCTION

www.civicpossible.com
Dear City of Arcata Evaluation Committee,
Civic* Possible is thrilled to submit our qualifications and proposal to partner with the City of Arcata on the development of its 2026–2031 Economic Development Strategic Plan. We are deeply aligned with your vision for a concise, project-focused, and implementable strategy that reflects Arcata’s values, builds on its unique economic identity, and equips the City to take meaningful action—despite limited staff capacity.
We recognize that Arcata is at a pivotal moment. With Cal Poly Humboldt’s growth, ongoing infill development, constrained industrial land, and evolving regional dynamics, the need for a forward-looking, equity-grounded economic strategy has never been more urgent. Further, ensuring your local economy has resiliency is increasingly important in these current times. Our team brings deep experience working with rural, university-adjacent, and environmentally minded communities like yours. Across dozens of past strategic planning projects—from the Southern Oregon region to Archuleta County Colorado—we’ve helped create regional strategies that surface the most promising opportunities, build in resilience, and turn them into actionable strategies.
Our proposed approach is highly collaborative and grounded in four principles:
We build on what’s already working. We will leverage Arcata’s existing assets—its artisan manufacturers, strong local brand, downtown vibrancy, and institutional anchors—rather than reinventing the wheel.
We focus on what’s achievable. Our strategy will be centered around a shortlist of high-impact, realistic projects that reflect local capacity and draw from current regional funding frameworks.
We center community voice. From students and small business owners to Tribal partners and residents of Valley West, we ensure that all voices are heard and translated into strategies the community can stand behind.
We help draw out the solutions. We’ve found that smaller, more rural communities have everything they need to problem solve and innovate; our job is to bring it to light.
The result will be a community-informed economic roadmap that strengthens existing sectors, embraces innovation and sustainability, and positions Arcata to thrive in a changing regional economy.
Thank you for the opportunity to be considered. We look forward to the possibility of collaborating with you on this important initiative—and helping Arcata define and drive its next chapter of equitable, resilient economic growth.

8 Approach
Boilerplates do not work.
Strategies must be authentic to the communities they serve. We approach all projects assuming that everything needed for success is already within the communities we work with; our role is to be the catalyst in helping it emerge and take shape. We believe in extensive and meaningful conversations with traditional and nontraditional stakeholders in a wide variety of settings. We believe including all voices, especially those less often heard, encourages innovative solutions and builds community around shared issues.
We encourage collaboration amongst identified partners and stakeholders throughout each phase to build the cooperation needed for successful buy-in and support for implementing the Economic Development Strategic Plan partners create. Our work will rely on 1:1 interviews and interactive workshops to explore the community’s existing conditions and, together, we will co-design a strategy and identify high-priority strategic projects that meet the needs of community members and local leadership.
Our approach is a simple yet dynamic framework borrowing from methodologies such as Human Centered Design, Liberating Structures, Agile, and Strategic Doing. Each phase will iteratively build on those before it, allowing flexibility and ensuring the project receives unique and dynamic results.
Task 1 | Economic Analysis and Identification of Key Economic Sectors Civic* Possible will conduct a robust, data-informed economic analysis grounded in Arcata’s local context and regional dynamics. We will begin by establishing a baseline understanding of Arcata’s economic landscape through a detailed review of employment and wage data, industry concentration, business trends, and labor market dynamics. This analysis will draw from publicly available and proprietary datasets, and integrate insights from regional plans such as the Humboldt County CEDS and Redwood Region RISE.
We will assess the implications of recent land use changes—particularly the loss of industrial-zoned land and the City’s emphasis on infill development—to determine how these shifts impact Arcata’s capacity to retain and attract businesses, especially in niche manufacturing and innovation-driven sectors. Using tools such as location quotient analysis and sector trend modeling, we will identify:
• Existing sectors with strong local roots and growth potential • Emerging sectors aligned with market trends and regional assets • Gaps in the business ecosystem that could be filled by local entrepreneurs To complement the quantitative analysis, we will map key economic assets such as anchor institutions, industrial zones, commercial corridors, and support infrastructure.
This visual mapping will help clarify locational advantages and barriers to business growth.
An equity lens will be applied throughout, with demographic and socioeconomic data analyzed to understand income disparities, access to opportunity, and how economic development can better serve underrepresented communities—including Tribal populations, students, and low-income residents.
The results of this work will be synthesized into a clear, visually engaging Economic Landscape Report that identifies Arcata’s key economic sectors and frames strategic opportunities for the City to explore when developing the EDSP. This report will be designed to be both analytically rigorous and accessible to a broad audience, laying the groundwork for stakeholder-informed strategy development in Tasks 2 and 3.
9 Task 2 | Stakeholder Engagement
Civic* Possible’s approach to stakeholder engagement is rooted in the belief that the most effective economic strategies emerge from insights of those most engaged with and impacted by local economic development. We will design and manage a comprehensive engagement process that complements the City’s existing outreach efforts, while reaching deeper into the community to include voices that are often underrepresented.
Our engagement strategy will build on the momentum and feedback gathered through recent efforts, including the General Plan: 2045 update and the Plaza Improvement Task Force. We will coordinate closely with City staff to ensure alignment, avoid duplication, and make efficient use of both time and resources. Engagement methods will be tailored to different audiences—ranging from business owners and students to Tribal leaders, nonprofit organizations, and residents of the Downtown and Valley West areas.
The engagement process will include:
• Interactive public workshops and targeted listening sessions focused on refining insights from Task 1 and shaping project ideas for Task 3. • One-on-one interviews with key stakeholders, including business leaders, community advocates, and institutional partners.
• Pop-up engagement opportunities at public events or high-traffic locations to gather input from residents who may not attend formal meetings.
Throughout, we will employ a mix of in-person and digital tools to expand participation and ensure accessibility. These may include online surveys, interactive mapping exercises, or visual storytelling methods that allow participants to connect personal experiences to the broader economic landscape.
This inclusive and adaptive engagement process will provide the City with a clear, welldocumented summary of community priorities, barriers to participation, and stakeholder-driven ideas—creating a strong foundation for identifying feasible, highimpact projects for the Economic Development Strategic Plan.
Task 3 | Identification & Analysis of High Priority Goals & Projects Building on the economic insights from Task 1 and the stakeholder input gathered in Task 2, Civic* Possible will lead a structured and collaborative process to identify a focused set of high-impact projects that can realistically be implemented within the five-year planning window. Our emphasis will be on achievability, alignment with Arcata’s values, and measurable economic benefit.
Subtask 3a | High Priority Goals and Projects
We will begin by synthesizing findings into a project prioritization framework that aligns with the City’s objectives—such as job creation, downtown revitalization, support for local businesses, resilience, and enhancement of the City’s unique brand. This framework will guide facilitated planning workshops with City staff, community stakeholders, and potential project partners. Through these sessions, we will collaboratively identify strategic initiatives with the greatest potential to strengthen key sectors and geographic areas, particularly the Downtown and Valley West districts.
Each proposed project will be evaluated against a set of criteria including:
• Alignment with local planning documents
• Community and stakeholder support
• Ability to leverage City-owned assets or underutilized infrastructure • Potential to build economic resilience and equity
• The result will be a concise, clearly articulated list of priority projects, each connected to specific goals and sector opportunities identified earlier in the process.
10 Subtask 3b | Priority Projects Financial Feasibility Analysis For each priority project, we will conduct a financial feasibility analysis to assess both implementation readiness and long-term sustainability. This will include:
• Preliminary cost estimates based on comparable project data and available local inputs
• Identification of potential funding sources, including local, state, federal, and philanthropic opportunities
• Assessment of public-private partnership potential and alignment with existing or emerging grant programs
Projects will be scored and ranked using a transparent matrix that considers impact, feasibility, and resource availability. This ensures the City can confidently invest in the most promising initiatives, while also having a vetted pipeline of future opportunities should additional resources become available.
Together, this task will equip the City of Arcata with a refined, implementable project list that reflects both community vision and fiscal reality—positioning the City for meaningful, measurable economic advancement over the 2026–2031 period.
A Phase Two survey will gather stakeholder feedback on the draft plan created Task 4 | Development of Project Pipeline and Accountability Dashboard Civic* Possible will develop a clear and actionable implementation framework to ensure that the Economic Development Strategic Plan doesn’t just sit on a shelf—but becomes a practical guide for the City’s work between 2026 and 2031. This final phase transforms priority project concepts into a structured project pipeline supported by an easy-tonavigate accountability dashboard, enabling staff to track progress, assign responsibility, and communicate success.
Our team will work closely with City staff to identify the implementation steps needed for each recommended project and to define what success looks like—balancing ambition with Arcata’s available resources and staffing capacity.
Key components will include:
• Detailed implementation steps for each priority project, with estimated timelines, phasing strategies, and decision points.
• Assigned roles and responsibilities that align project tasks with the appropriate City departments, community partners, or regional collaborators. • Potential funding strategies, including public grants, philanthropic sources, and private-sector or anchor institution partnerships.
• Performance metrics and progress indicators that are clear, measurable, and easy to monitor over time.
• A dashboard-style format—either embedded in the Plan document or provided as a separate, staff-friendly tool—that allows for at-a-glance tracking of project status, ownership, and next steps.
The pipeline will include a mix of:
• Short-term projects that can be launched in the near term • Medium-term initiatives that require additional alignment or funding • Aspirational ideas to be incubated and refined over time This format allows the City to pursue high-impact, achievable projects now while laying the groundwork for long-term transformation. It also positions Arcata to respond effectively to future funding or partnership opportunities by having a clear, vetted list of priority actions at the ready.
The dashboard and pipeline will be co-created with City staff to ensure usability and alignment with existing planning and reporting tools. The goal is not only to help staff implement the plan—but to track and celebrate progress, adapt to changing conditions, and sustain momentum over the full five-year planning horizon.
11 Work Plan
Civic* Possible’s approach follows a phased, collaborative framework that has been tested and refined through years of planning. Each phase builds on the last to ensure the final plan is not only data-driven and actionable, but also deeply rooted in community voice and local context.
Phase 1 | Discovery
Est. Timeline: June – September 2025
This phase focuses on developing a strong foundational understanding of Arcata’s economic landscape, existing strengths, and future opportunities. We use both quantitative and qualitative methods to establish a comprehensive baseline that informs all future work.
Activities include:
Kickoff Meeting with City Staff and Partners: We’ll begin with a collaborative session to clarify goals, align on expectations, and review relevant plans and data sources. This meeting sets the tone for the project, ensuring shared ownership from the start.
Quantitative Economic Landscape Analysis: We’ll conduct a detailed review of employment trends, industry composition, business demographics, and regional economic patterns. This will include sector concentration analysis, labor force dynamics, and regional comparisons across Del Norte, Humboldt, Lake, and Mendocino Counties.
Mapping of Economic Assets and Ecosystem Features: A visual mapping process will identify economic clusters, anchor institutions, support infrastructure, and opportunity zones. This helps contextualize data within Arcata’s physical, social, and economic geography.
Stakeholder and Community Engagement: We’ll engage a wide range of stakeholders—including business leaders, community organizations, students, residents, and City staff—through interviews, focus groups, workshops, and pop-up engagements.
These conversations will surface lived experiences, local knowledge, and aspirations for the future.
Equity and Demographic Insights: We will analyze how different population groups engage with the local economy, identifying barriers and opportunities through the lens of inclusion and access—particularly for students, Tribal communities, and lowerincome residents.
Delivery of Economic Landscape Report: This document will synthesize all findings in a clear, visual format. It will highlight key sectors, emerging opportunities, systemic gaps, and structural challenges to inform the next phase of stakeholder dialogue and strategy development.
12 Phase 2 | Planning
Est. Timeline: September 2025 – March 2026
With a strong understanding of local dynamics in hand, Phase 2 focuses on listening, collaboration, and prioritization. This is where we begin to turn analysis into action through deep community engagement and co-design.
Activities include:
Stakeholder and Community Engagement: We’ll engage a wide range of stakeholders— including business leaders, community organizations, students, residents, and City staff—through interviews, focus groups, workshops, and pop-up engagements. These conversations will surface lived experiences, local knowledge, and aspirations for the future.
Facilitated Planning Workshops: Using findings from Phase 1 and community insights, we will convene structured sessions with key stakeholders to identify strategic goals and potential project ideas. These sessions are designed to build consensus and energy around shared priorities.
Project Identification and Prioritization: We will collaboratively develop a short list of high-impact, feasible projects that align with community needs, City priorities, and available capacity. Projects will be vetted using criteria such as urgency, equity, strategic alignment, contribution to local resiliency, and potential for economic return.
Summary of Community-Validated Goals and Ideas: All input gathered will be documented and summarized, with clear connections to how it shaped the project priorities. This ensures transparency and gives participants a sense of ownership in the process.
Phase 3 | Delivery
Est. Timeline: April – June 2026
This phase is focused on finalizing the strategy and ensuring the City has the tools needed to implement it. We combine financial analysis, performance tracking, and visual storytelling to produce a concise and actionable plan.
Activities include:
Financial Feasibility Analysis of Priority Projects:
Each proposed project will be assessed for cost, resource requirements, potential funding sources, and implementation partnerships. This ensures that recommended actions are realistic and scalable within Arcata’s existing capacity.
Development of a Project Pipeline and Accountability Dashboard:
We will build an implementation framework that includes a project timeline, responsible parties, metrics for success, and next steps. This dashboard-style format will serve as a management and tracking tool for City staff over the five-year plan horizon.
Design and Delivery of the Final Economic Development Strategic Plan:
The final document will be clear, compelling, and accessible—intended for use by staff, Council, community members, and potential funders. It will be under 50 pages, professionally designed, and supported by graphics, maps, and data visualizations to enhance readability and engagement.
13 Optional - Phase 4 | Support
Est. Timeline: As needed after delivery
While the Economic Development Strategic Plan marks a major milestone, implementation is often where communities face the biggest challenges. Civic* Possible offers targeted post-plan support to help Arcata carry momentum forward.
Support Activities Include:
• Coaching or technical assistance for implementation leaders • Development of grant strategies or application materials • Continued stakeholder engagement or partner alignment • Performance evaluation and adaptation at the one-year mark

“Civic* Possible's work does an extremely effective job of seamlessly integrating DEI philosophies into their work at all levels. These concepts seem to be thoughtfully weaved through their needs assessment process, planning work, community engagement, and structuring of goals. There is a clear prioritization the integration of DEI priorities throughout their work rather than it being a sidecar.” ~Fay Horwitt, Executive Director, Forward Cites
15 Civic* Possible prefers to operate under a flat fee structure, though other models can be negotiated. A flat fee model frees all parties from the everpresent tension between budget constraints and achieving meaningful outcomes. Additionally, the quoted cost will cover all travel, materials, supplies, and other costs associated with delivering the work as described. See the following page for a breakdown of estimated costs. Any work required that is not related to the listed deliverables will be agreed upon by both parties as either an additional flat fee for deliverable or billed at $250 per hour.
In short, a flat fee structure simplifies our working relationship while allowing us more flexibility to serve communities and their projects in the best way possible.
