City Council - Study Session - July 30, 2025
1. CALL TO ORDER
Mayor Stillman called the meeting to order at 3:34 p.m.
2. ROLL CALL / ATTENDANCE AND DETERMINATION OF QUORUM
All City Councilmembers were present except for Councilmember Atkins-Salazar.
Members of the Board of Directors of the Arcata Fire District present:
Vice President Johnson, Director Loudenslager, and Director Mendosa.
Members of the Board of Directors of the Arcata Fire District absent:
President Akana and Director Maynor.
Additional District staff present
: Fire Chief Emmons, Assistant Chief Ross McDonald, and Board Secretary Anali Gonzalez.
AP Triton's District Manager, David Rocha, was also present.
3. PUBLIC COMMENT
Mayor Stillman invited public comment.
Public Comment
: Gregory Daggett spoke regarding Item 4-a., and an unidentified member of the audience spoke regarding items not listed on the agenda.
Due to the joint study session and a public protest occurring concurrently in the Council Chamber, the Council and the Board took a recess.
RECESS
: The Council and the Board recessed from 3:39 p.m. to 3:51 p.m.
MATTHEWS MOVED TO TAKE PUBLIC COMMENT FOR TWO MINUTES EACH.
Due to excessive noise in the Chamber, the Clerk could not determine if there was a second to the motion. No vote was taken.
At 3:54 p.m., Mayor Stillman announced that the Council would take public comment for any item, even if it was not listed on the agenda.
Public Comment
:
14 unidentified members of the audience addressed the Council and the Board regarding items not listed on the agenda.
Caroline Griffith, Rainer Shea, Nezzie Wade, and Joanne McGarry addressed the Council and the Board regarding items not listed on the agenda.
Fred Weis provided a written handout and addressed the Council and the Board regarding Item 4-a.
Mayor Stillman closed the public comment period at 4:29 p.m.
4. DISCUSSION
