STAFF REPORT – CITY COUNCIL MEETING
TO: Honorable Mayor and City Council Members
FROM: Emily Sinkhorn, Director of Environmental Services PREPARER: Morguine Sefcik, Environmental Programs Manager DATE: September 3, 2025
TITLE: Approve a Grant Application to the Ocean Protection Council Senate Bill 1 Sea Level Rise Adaptation Planning Grant Program to Develop an Adaptation Pathways Approach Focused on Arcata’s Local Coastal Element Zone 1.

RECOMMENDATION:

It is recommended that the Council approve a grant application to the Ocean Protection Council (OPC) Senate Bill (SB) 1 Sea Level Rise Adaptation Planning Grant Program to develop an Adaptation Pathways Approach Focused on Arcata’s Local Coastal Element Zone 1.

INTRODUCTION/BACKGROUND:

Senate Bill 1 was signed into state law in 2021 and directs the state to provide funding to local and regional governments to develop sea level rise (SLR) adaptation plans and implementation projects.

OPC is supporting the implementation of SB 1, and as of June 2025, $14.14 million is available to fund SB 1 projects. The goal of the SB 1 SLR Adaptation Planning Grant Program is to provide funding for coastal communities to develop consistent SLR adaptation plans and projects to build resilience to SLR along the entire coast of California. The SB 1 Grant Program Track 1, for planning and data collection projects, considers grant applications on a rolling, quarterly basis with the next proposal deadline of Friday, September 12.

DISCUSSION:

City staff were approached this summer by a technical assistance provider supporting OPC in encouraging grant applications from local communities. The City has recently completed an updated SLR vulnerability and risk assessment and concept strategy for adaptation of City capital infrastructure and is now well positioned to focus efforts on developing an in-depth neighborhood scale adaptation plan. Environmental Services and Community Development staff are collaborating in drafting a potential grant proposal to the OPC SB 1 Grant Program.

Local and global climate models have indicated that the shoreline and lower elevation neighborhoods of Arcata are susceptible to increased inundation and flooding from sea level rise and storm events. For the Humboldt Bay region, one of the most significant factors is vertical land motion, and the rate of vertical motion is not uniform around the bay and varies by location. Arcata is located on the northern shore of Humboldt Bay, which is currently experiencing one of the highest

Page 121 of 158 ends

rates of subsidence in California - upwards of 0.3 inches per year, exacerbating the rate of sea level rise along the Arcata shoreline (Patton, et al., 2023).

Staff propose to utilize a pathways approach to develop an Adaptation Plan in line with the City’s draft Local Coastal Element and informed by the recently completed Arcata Sea Level Rise Vulnerability and Risk Assessment. While this recent assessment also helped to create a high-level concept strategy for adaptation of City capital infrastructure, the City needs support to collect additional targeted data and advance clear, feasible implementation steps informed by community engagement and with identified triggers for potential adaptations at locations throughout the vulnerable Arcata shoreline. The Adaptation Plan would also help to advance concept adaptation designs for 1-2 priority locations. While the City of Arcata has greatly advanced coastal resiliency planning over the last decade, as a small, rural disadvantaged community Arcata has limited access to funding to implement adaptation projects at the needed scale. Developing an adaptation pathways approach for Zone 1, identified in the draft Local Coastal Element, would benefit multiple sectors of Arcata – low lying affordable neighborhoods, a growing business district, and City infrastructure – and advance opportunities to be competitive for implementation funding.

The grant would propose robust community engagement focused on determining community priorities for adaptation pathways. The proposal work plan includes targeted field investigations, development of adaptation pathways, identification of key trigger thresholds, a monitoring strategy to monitor for identified triggers, implementation steps to realize adaptation projects on the ground and a financing strategy for implementation.

POLICY IMPLICATIONS:

The City Council has Priority Project in FY 2025-26 focused on Climate Change and Climate Adaptation including to continue sea level rise adaptation planning and implementations strategies.

ENVIRONMENTAL REVIEW (CEQA):

This grant proposal is for a planning-level study only and exempt from CEQA, as it does not meet the definition of a project.

BUDGET/FISCAL IMPACT:

No budgetary impact from this action. A potential awarded grant would cover all project costs.

RECOMMENDED COUNCIL ACTION:

Motion to approve a grant application to the Ocean Protection Council (OPC) Senate Bill (SB) 1 Sea Level Rise Adaptation Planning Grant Program to develop an Adaptation Pathways Approach Focused on Arcata’s Local Coastal Element Zone 1.

Consent Calendar vote.

PREPARER: Mara Grow, Administrative Specialist
DATE: September 3, 2025
TITLE: Adopt Resolution No. 256-08 Amending Resolution No. 178-33 Designating Streets Subject to Stop Signs.

RECOMMENDATION:

It is recommended that the Council adopt Resolution No. 256-08 amending Resolution No. 178-33 designating streets subject to stop signs.

INTRODUCTION:

The Arcata Municipal Code designates the City Council as responsible for adopting resolutions to modify the placement of regulatory traffic control signs, including stop and yield signs. In 2020, the City Council also approved a Speed Control Policy developed in partnership with the Transportation Safety Committee.

DISCUSSION:

The attached resolution amendment is required to reflect the installation of two new stop control signs at the intersection of 7th and J Streets, regulating east–west travel directions. Earlier this year, two near-miss collisions were reported at this location, prompting a review of the intersection for additional stop control measures. Based on traffic data and field analysis, staff determined that the intersection warrants conversion to an all-way stop. This recommendation is consistent with the updated Stop Control Policy.

ENVIRONMENTAL REVIEW (CEQA):

The California Environment Quality Act (CEQA) determination for the project is a categorical exemption pursuant to CEQA Guidelines Section 15301(f), for addition of safety or health protection devices for use during construction of or in conjunction with existing structures, facilities, or mechanical equipment, or topographical features including navigational devices.

BUDGET/FISCAL IMPACT:

Work is complete so no additional budget is necessary.

STAFF REPORT – CITY COUNCIL MEETING
TO: Honorable Mayor and City Council Members

DATE: September 3, 2025
TITLE: Adopt Resolution No. 256-09 Amending Resolution No. 234-33 Designating OneWay Streets and Alleys.

RECOMMENDATION:

It is recommended that the Council adopt Resolution No. 256-09 amending Resolution No. 234-33 designating one-way streets and alleys.

INTRODUCTION:

The City of Arcata Municipal Code designates the City Council responsible for approval of resolutions to modify locations for one-way Streets and Alleys and placement of signage DISCUSSION:

The City of Arcata recently completed improvements at Carlson Park Improvements project, including new pickleball courts and river access. These amenities have received very positive feedback, and the park is seeing high use.

The parking area was designed and constructed based on the planned usage; however, due to the strong public response and increased recreation, there is now a shortage of parking, especially on weekends when demand is highest for pickle ball and river access.

To help address this, we are considering converting a portion of Carlson Park Drive (north of Mad River Parkway E, see attached Figure 1) into a one-way street, which would create four additional parking spaces.

We are also exploring other opportunities in the vicinity to add a few more spaces and will bring forward recommendations for approval in the coming months.

ENVIRONMENTAL REVIEW (CEQA):

The California Environment Quality Act (CEQA) determination for the project is a categorical exemption pursuant to CEQA Guidelines Section 15301(f), for addition of safety or health protection devices for use during construction of or in conjunction with existing structures, facilities, or mechanical equipment, or topographical features including navigational devices BUDGET/FISCAL IMPACT:

No direct financial impact. Signage will be purchased and placed using existing grants funds.

It is recommended that the Council review and determine if approval will be granted for the major special event permit application received from Playhouse Arts for the Sunny Brae Porchfest Special Event on October 5, 2025.

INTRODUCTION/BACKGROUND:

The City of Arcata provides an opportunity for community members and organizations to propose and permit special events on public property or in the public right-of-way. Playhouse Arts has submitted a special event permit for Porchfest, a day full of music on porches, driveways, and yards throughout Sunny Brae. The event is planned to be held from 12:00 p.m. to 6:00 p.m. on October 5, 2025, and includes a street closure on Beverly Drive between Chester Avenue and Buttermilk Lane.

DISCUSSION:

The inaugural Porchfest was held in October 2024 in the Sunny Brae neighborhood and did not include submittal of a special event permit application. While the intent was that the entire event would be held on private property and outside of public City right-of-way, the event was larger than anticipated and the footprint extended into the public right-of-way. After the event, the City received a mix of positive and negative feedback from community members. Based on the mixed feedback from 2024, City staff felt it appropriate to bring Porchfest 2025 before Council for consideration and for community input prior to approving the Special Event permit.

In Spring 2025, Playhouse Arts held a preliminary meeting with City staff to develop a potential pathway to hold Porchfest as a sanctioned City event. In July 2025, Playhouse Arts submitted a special event permit application to hold Porchfest, along with site map, event overview, and summary of neighborhood outreach.

Porchfest is anticipated to draw up to 2,000 attendees over the course of the event and will be monitored and supported by 20-25 Playhouse Arts staff or volunteers. It will include a mix of amplified and non-amplified musical performances spread across approximately 15 resident hosts

Page 141 of 158 ends

within the Sunny Brae neighborhood. The event does not include sale of food or alcohol. To minimize impact to the surrounding residences, Porchfest is scheduled to be held from 12:00 p.m. to 6:00 p.m., ensuring noise impacts are during daylight hours only. Most of the event will be held on porches or in yards, outside of the public right-of-way throughout the neighborhood. However, to ensure there is adequate infrastructure to support the event attendees, a road closure on Beverly Drive between Chester Avenue and Buttermilk Lane is proposed. While the road will be closed to public traffic, residents who live within the closure area will be able to enter and exit the area by vehicle as needed. Portable restrooms, an information kiosk, trash, recycling, and compost receptacles will be located in the public right-of-way within the road closure area.

Recognizing the mixed feedback that was received after Porchfest 2024, Playhouse Arts completed extensive outreach in the neighborhood to help address potential resident concerns. Door hangers including event information and Playhouse Arts’ contact information were distributed to 242 houses.

Of these houses, Playhouse Arts staff and volunteers spoke with approximately 100 residents. While most feedback was positive, four residents expressed concerns about the event. Concerns were predominantly focused on potential traffic and noise impacts to the neighborhood. A summary of outreach is included in the attached Special Event Permit Application.

To minimize noise impacts, Porchfest is planned to be held during daylight hours between 12:00 p.m. and 6:00 p.m. Playhouse Arts’ proposal also includes approximately 25 staff or volunteers who will help ensure event attendees do not block street or sidewalk access outside of the planned closure area. Additionally, Playhouse Arts plans to hold a “Post Festival Debrief” at the Arcata Playhouse for any members of the community who would like to provide feedback after the event. Playhouse Arts also plans to provide online feedback forms for community members who prefer not to meet in person.

RECOMMENDED COUNCIL ACTION:

1. Receive a staff report and review questions with staff.

2. Open public comment.

3. Close public comment.

4. If determination to approve the event is made:

Prior to Porchfest:

As of 8/15/25, we have distributed door hangers to 242 houses in Sunnybrae.

Of these houses, we spoke to residents in about 100 of these houses.

The vast majority of people spoken to were excited, however negative responses recorded were:
- The possible closure of Beverly and if she would be able to leave her house easily Being between stages and annoyed by hearing two different bands blend together 1305 Chester Ave gets migraines
Someone on Chester Court concerned about traffic and leaving the house Streets which received door hangers include
Beith Ct
- Tilley Ct
Buttermilk Ln (south side)
Beverly Drive
Charles Ave
Blake Ct
Panorama Dr
Chester
Margret
Panorama Ct
- Virginia Way
Before Porchfest, we plan to have a meeting with all the hosts and go over rules around folks making sure their performance area doesn't include people blocking streets or sidewalks and noise levels stay reasonable.

Info about the closure of Beverly Dr from Buttermilk Ln to Chester Ave:

With city approval, we hope to close off this chunk of Beverly Drive to through traffic.

In this closed off area, we will have at least one band perform (the steel pan band) and we will have two regular porta potties, and one ADA porta potty as well as trash cans, and recycling bins. Specific locations are noted in the map submitted with the event permit.

We will not be selling any alcoholic beverages at this event or food. So trash should be minimal.

Our resident representative that lives in this part of Beverly Dr has spoken to all 8 houses on this part of the road. We can get this approval officially in writing if requested.

During Porchfest:

During this event we will have at least 20 representatives working and maintaining traffic rules, alcohol and noise regulations. These representatives include Playhouse Arts volunteers and staff as well as residents of each home that is hosting.

We will all have cell phones on us to communicate and we are happy to provide contact information to the City staff and Police for easy contact in case of emergency.

After Porchfest:

We will provide a "post festival debrief' at the Arcata Playhouse for any members of the community to give feedback.

We will send out and share online feedback forms as well for those who don't want to meet in person
