City Council - Study Session - September 10, 2025
1. CALL TO ORDER
Director Maynor called the meeting to order at 3:00 p.m.
2. ROLL CALL / ATTENDANCE AND DETERMINATION OF QUORUM
All Councilmembers were present; Councilmember Schaefer arrived at 3:16 p.m.
Members of the Board of Directors of the Arcata Fire District present:
Director Loudenslager, Director Maynor, and Director Mendosa.
Members of the Board of Directors of the Arcata Fire District absent:
President Akana and Vice President Johnson.
Additional District staff present
: Fire Chief Emmons, Assistant Chief Ross McDonald, and Interim Board Secretary Paula Sheppard.
Cal Poly Humboldt Staff present
: Chief of Staff Bethany Gilden, Interim Vice President for Administration and Finance Mike Fischer, and Associate Vice President Campus Resilience & Response Cris Koczera.
AP Triton's District Manager, David Rocha, was also present.
3. PUBLIC COMMENT
Director Maynor invited public comment.

4. DISCUSSION

Receive the Arcata Fire District’s Standards of Coverage Report.

2. Attachment A - Arcata FPD CRA-SOC 20250717 (FINAL REPORT).pdf Fire Chief Emmons introduced AP Triton Consultant David Rocha who gave a presentation regarding the Standards of Coverage Report and its findings to the Board of Directors and the City Council.
Councilmember Schaefer arrived at 3:16 p.m.
Throughout the presentation, Consultant Rocha responded to inquiries and comments from the Council and the Directors.
Discussion ensued amongst the Council, Directors, and staff regarding potential next steps to take.
BY GENERAL CONSENSUS, THE COUNCIL AND THE DIRECTORS DIRECTED STAFF TO LOOK INTO WAYS OF DEVELOPING A TASK FORCE.
Councilmember Schaefer left the meeting at 5:08 p.m.
BY GENERAL CONSENSUS, THE COUNCIL AND THE DIRECTORS ALLOWED ADDITIONAL PUBLIC COMMENT LIMITED TO THREE MINUTES FOR EACH SPEAKER.
Mayor Stillman left the meeting at 5:09 p.m.
Director Maynor invited public comment:

Certain direction was given, but no action was taken. There was a presentation and discussion only for this item.
