Re.: Humboldt County Support for All Humboldt County Community Members To whom it may concern,
We, the undersigned, write to address the climate of concern within our community. Many residents have expressed deep apprehension about the hateful rhetoric and the growing divide currently evidenced across our nation–concerns that we fully share.

We seek to assure our community that we will continue to stand firmly in support of our family members, friends, co-workers, and neighbors, no matter where they are from, what language they speak, who they love, how they worship, or how they vote.

As local government and community leaders, we specifically and unequivocally reaffirm our commitment to supporting all residents in our community. A relationship of trust between individuals and local agencies, including law enforcement and first responders, schools, hospitals, and service organizations, is essential to carrying out the basic functions of our community and assuring that all residents feel safe and healthy, and have access to the resources necessary to help make our community a safer and healthier place for all. We will ensure transparency of all immigration enforcement action conducted within our community. We acknowledge that trust cannot be cultivated or maintained when our local agencies cooperate with ICE.

We commit to taking all necessary steps to ensure that this trust remains intact and that the undersigned agencies and elected officials within the county of Humboldt make every effort to safeguard justice and equity for everyone. We stand prepared to assert and defend these commitments, including through multiple layers of legal and policy protections already in place at the state and local levels:
• County of Humboldt’s Sanctuary Ordinance (Measure K Ordinance 2618): We reaffirm our support for Measure K, our Sanctuary Ordinance.

Page 180 of 198 ends

Humboldt County Support for All Humboldt County Community Members

Page 2 ends

TITLE: Approve an Annual Proclamation in Recognition of the National Program of AllInclusive Care for the Elderly (PACE) Month; and Add the Proclamation to the Council-Approved List.

RECOMMENDATION:

It is recommended that the Council:
1) Approve an annual proclamation in recognition of the National Program of All-Inclusive Care for the Elderly (PACE) month in the City of Arcata; and 2) Add the proclamation to the Council-Approved List.

INTRODUCTION:

On September 11, 2025, Jennifer Maksim, Outreach and Marketing Coordinator at Redwood Coast PACE, requested to have this proclamation added to the City’s annual proclamation list (the Council-Approved Proclamation List). On September 17, 2025, the City of Arcata proclaimed September 2025 as National PACE Month, encouraging all its citizens to recognize the importance of Redwood Coast PACE in ensuring dignity, independence, and quality care for our community’s seniors.

BACKGROUND/DISCUSSION:

PACE is a unique model of care that helps older adults remain living in their homes and communities with dignity, independence, and comprehensive support. Redwood Coast PACE, a program of the Humboldt Senior Resource Center, has been serving seniors of Humboldt County for over a decade. Nearly 700 local participants have benefited from our medical, rehabilitative, social, and support services-helping families and strengthening our community.

National PACE Month highlights the importance of programs that provide innovative, personcentered care to seniors who would otherwise face nursing home placement.

For this proclamation to be added to the annual list, it must be approved by the Council during a regular City Council meeting as an item on the Consent Calendar pursuant to the City Officials’ Protocol Manual.

POLICY IMPLICATIONS:

There are no policy implications.

STAFF REPORT – CITY COUNCIL MEETING
TO: Honorable Mayor and City Council Members
FROM: Netra Khatri, City Engineer
PREPARER: Mara Grow, Administrative Specialist
DATE: October 1, 2025
TITLE: Award a Contract in the Amount of $300,000 to Smith Group, Inc. for Professional Services for Planning, Community Outreach and Preliminary Concept Design for the Reconnect Arcata Project.

RECOMMENDATION:

It is recommended that the Council:
1) Award a contract in the amount of $300,000 to Smith Group, Inc., for professional services for planning, community outreach and preliminary concept design for the Reconnect Arcata Project; and
2) Authorize the City Manager to execute all applicable documents.

INTRODUCTION:

The City of Arcata was selected to receive funding for this project through the California Air Resources Board – California Climate Investments (CARB/CCI) via Caltrans, for the initial phase of the Reconnecting Communities: Highways to Boulevards State Pilot Program (RC:H2B). This program was established to plan for and fund the conversion of underutilized highways in California into multi-modal corridors that reconnect communities divided by transportation infrastructure. The program seeks to address the historical negative impacts of highway construction through community-based transportation planning, design, demolition, and/or reconstruction of city streets, parks, or other infrastructure. The project in Arcata intends to serve as a model for “reconnecting communities” impacted by highway bifurcation in the North Coast region and across California.

Project locations are depicted in Exhibit A.

BACKGROUND:

Due to the State’s ongoing budget shortfall, funding for this project has been delayed. It has now been more than 18 months since the City was selected and the project was announced to the public.

The community is eager to see progress and ready to move forward.

City staff continue to pursue state and federal grant opportunities in partnership with Caltrans, and we remain hopeful for future success. To maintain momentum and demonstrate the City’s commitment, staff recommend allocating $500,000 from the General Fund to initiate the Community Readiness and Planning phase of the project. This early investment will lay the foundation for longterm safety and connectivity improvements while positioning the City more competitively for future funding opportunities.

Page 185 of 198 ends

At this time, staff recommend awarding $300,000 of the $500,000 allocation to begin work immediately, with the intent to add the remaining $200,000 to the contract in approximately nine months. During that period, the City expects to learn whether any pending grant applications have been awarded. If successful, grant funds could cover the balance of the work, reducing the need for additional General Fund contributions.

To further optimize the project budget, we will encourage the consultant to coordinate certain tasks with the City’s existing on-call consultants (CivicPossible and FlashVote).

The Community Readiness and Planning phase activities will include identifying key partners, facilitating discussions with regional stakeholders, reviewing past efforts to improve transportation safety, and analysis of existing conditions. Deliverables will include preparation of a community engagement plan, a stakeholder map, a fiscal strategy, and a conceptual Project Master Plan and Report to serve as the framework for advancing the project into future phases. Ultimately, the project will result in a prioritized, tiered list of implementable projects that address the community’s most urgent safety and connectivity needs across all transportation modes.

DISCUSSION:

On May 23, 2025, the City issued a Request for Qualifications & Proposals (RFQP) seeking experienced transportation planning and engineering consultant teams with expertise in multimodal design, planning, and outreach to help prepare a community-driven plan. The RFQP was released under the assumption that the City would receive state funds for this program. However, upon learning of a delay in funding, the City issued an addendum notifying proposers of the revised project budget of $500,000.

The City received four qualified proposals, which were reviewed, evaluated, and ranked by a selection committee consisting of City staff and staff from Cal Poly Humboldt; a regional Caltrans representative also reviewed the proposals and participated in the selection committee’s discussions but did not participate in the evaluation or ranking process. The top-ranked consultant, Smith Group + GHD, was invited to participate in an interview process.

Smith Group’s cost proposal for the project is included in Attachment B, and their statement of qualifications and technical proposal can be viewed online HERE. The City’s project team plans to work with Smith Group to refine the scope of work prior to executing the contract to ensure it adequately addresses the anticipated needs of the project.

ENVIRONMENTAL REVIEW (CEQA):

Environmental review will occur later during the next phase of the project, Project Approval and Environmental Documentation (PA&ED).

BUDGET/FISCAL IMPACT:

The contract amount was initially included in the Fiscal Year (FY) 2025–26 budget based on the anticipated grant award. However, due to the State budget shortfall, the City has not yet received the grant funds. Staff therefore recommend allocating $300,000 from the General Fund to award the contract and initiate the project.

CLARIFICATIONS AND ASSUMPTIONS
The following assumptions are based on SmithGroup’s
current understanding of the RFPQ. We look forward to
tailoring our scope and fees to better align with the City of Arcata’s goals, objectives, and desired schedule for this effort. „ Our total lump sum fee of $500,000 (Five hundred
Thousand dollars) for the first step budget and
$2,500,000 (Two Million Five Hundred Thousand
dollars) for the completion of the work as outlined
in the proposal includes all labor and expenses.
„ We reserve the right to adjust hourly
rates on an annual basis.
„ All final planning materials will be provided in electronic format for use by the City of Arcata. Printed copies
can be provided at an additional cost if required.
„ The services, staffing, and fees outlined herein have been based on the schedule outlined in our proposal. If the project schedule is extended or paused for periods
of inactivity in excess of two (2) weeks, we would like to discuss with the City if additional fees may be requested. „ Documents provided will not be ADA-accessible
for use by individuals with disabilities or other
assistive technologies and can be provided as ADAaccessible for an additional fee if required. „ Community Engagement: Our team will cover
engagement based on our understanding that equal
weight should be given to all community groups as
we have done on many of our recent projects. Upon
further discussion with the City, we will be happy to
recommend local engagement consultants if needed.
„ Translation Services: We can have a Spanish speaking
team member available in the room where necessary to
assist Spanish speakers. Live simultaneous translation
through headsets can be provided through local vendor
services as an additional service if requested.

Clarifications and Assumptions for Scope
beyond the first step $500,000 budget:
„ Renderings (not in the first step $500,000 budget):

Up to four (4) renderings and one physical model are
included in the budget. Additional renderings can
be provided if desired as an additional service.
„ We anticipate renderings (not in the first step $500,000 budget) will be completed by a SmithGroup visualization specialist; however, SmithGroup reserves the right to
reallocate the budget and engage an external visualization consultant or vendor to undertake the work, if necessary. „ Preliminary planning level survey (not in first step
$500,000 budget) is to be undertaken for Community
Readiness and Planning based on existing materials.

The survey will be coordinated by GHD and based on
2019 LIDAR (elevations info) and 2022 aerial. SmithGroup reserves the right to reallocate the budget and engage
Points West as an advisor, if needed, pending the
assembly of the record information. If a detailed
survey becomes necessary, we will discuss with the
City of Arcata if additional services are required.
„ Historic and Cultural Conditions Assessment (not in first step $500,000 budget) A high-level assessment within
the three project areas will be conducted based upon the work the City has done previously to prepare the grant
application and including survey of public spaces and
cultural assessment. Our team will conduct a Records
Search of the study area to gather all previous cultural records and reports, and we will conduct localized
research of the City of Arcata Historical Register and
relevant background within the three project areas.

Based on the records search, we will undertake a
“high-level” analysis of historical and cultural context to identify areas of concern or constraint within the
project areas. If additional assessment or mitigation is required, this can be provided as an additional service. „ Web site updates: At the outset of the project
SmithGroup IT web specialists will meet with the City
of Arcata to discuss alternatives for a compatible
web page platform that is efficient and convenient
for all parties. If any specialized platforms are
needed, above SmithGroup’s standard web services,
we would like to request an additional fee.
„ Printing costs and materials for engagement are
included in the total fee. An assumption of up to
$2,500 has been assumed for community engagement
materials, prints, display boards, etc. throughout
the duration of the project. Based on past projects,
we feel this will be sufficient. If this amount is
exceeded, we may request an additional fee.
„ We assume spaces for community events will be on
City of Arcata owned properties with no space rental
fee requirements. We request the City of Arcata to
cover any rental costs if our assumption is incorrect.
„ It is our intent to use existing materials to document existing conditions unless the Scope of Services
specifically identifies the preparation of new
data. We will prepare a list of the information and
data needed. The City of Arcata staff will assume
responsibility for obtaining and providing copies
of existing pertinent reports, data, and related
materials, including Local Road Safety Plans,
General Plans, the Regional Transportation Plan,
Caltrans District 1 Active Transportation Plan,
Capital Improvement Plans, Bike Plans, GIS, and
other related public infrastructure plans, etc.
„ Material to be provided by the SmithGroup + GHD
Team to the City of Arcata in native formats such
as CAD, GIS, etc. will be provided at a master plan
level for conceptual master planning purposes.
„ Demonstration Projects: (not in the first step $500,000 budget) We assume the demonstration project will be for educational purposes and a location will be selected that is not in Caltrans ROW and will not require securing of permits. For example, we could work with the City to set up demonstration traffic calming features, streetscape
features, multimodal features, or other urban and
transportation planning concepts on a local street or
premise within City jurisdiction and rights of way.
„ If agreements are required to access any areas for site investigations, walking tours, or other reasons, we
assume the City of Arcata will facilitate agreements and permissions. City to pay for any permitting required.
