City of Arcata Transportation Safety Committee
Annual Report to Arcata City Council
October 15, 2025
Current Committee Members:
- Genevieve Serna, Chair
- Korina Johnson, Vice Chair
- Wendy Ring
- Mishka Straka
- Peggy Martinez
- Nia Tikoo
Staff Liaisons:
- Netra Khatri, City Engineer
- David Caisse, Assistant City Engineer

The Arcata City Council created the Transportation Safety Committee (TSC) following the adoption of Ordinance Number 1292, effective 6/18/99. The Committee’s primary function is to review all transportation matters and to make recommendations to Council, Commissions and City staff as appropriate.

Between August 2024 and September 2025, the TSC:

Held 7 scheduled meetings (August, September, November, February, March, July, and September). All meetings took place in person in the City Council Chamber. In total, the effort to prepare, review materials, and attend these meetings equates to approximately 200 hours of combined time from both the volunteer committee members and supporting City staff.

Summary of Work Completed
Public Written and Oral Communication
The Committee served as a forum for residents’ concerns, which included:
- Requests for traffic calming (notably on Union Street, 11th & Q, K Street corridor). - Speeding concerns near schools and along residential corridors. - Calls for improved pedestrian crossings, including high-visibility crosswalks. - Bicycle safety issues: need for high color contrast tactile delineators in buffered bike lanes, requests for a bike lane sweeper, and increased bike parking. - Public input supporting shuttle services (Plaza–Marsh–Redwood Park loop), improved detours in construction zones, and better signage.

Page 4 of 93 ends

The TSC forwarded several recommendations to City of Arcata Engineering Division and discussed strategies such as emphasizing “less car-centric” improvements, installing speed cushions, and daylighting intersections.

Collision Data & Street Story
- Transitioned to in-person Police-led quarterly collision data reporting instead of monthly review.
- Reviewed Arcata Police Department collision reports, noting trends:
* Downtown Plaza collisions (bollard strikes, low-speed fender benders) * Bicycle and pedestrian vs. vehicle collisions
- Incorporated Street Story data into safety reviews. A quarterly reporting structure was created, to be compiled annually for Capital Improvement Plan input. At the March 18, 2025 meeting, the Committee created a priority list of recommended areas and improvements that were based on the data analyzed from 2024. The areas were ranked/prioritized based on pedestrian and bicyclist safety with the top areas focusing more on pedestrian safety.

The top four were identified:
1) Miscellaneous High Visibility Crosswalks and Striping. Some areas to consider include Dr. Martin Luther King Jr. Pkwy & Union, Union & 17th, 11th & Q, Alliance & Foster, and Alliance & Spear.
2) Four-Way Stop Sign at 11th & Q St.
3) Janes Rd. & Heindon Rd.
4) Giuntoli Ln., from Valley West Blvd. to Boyd Rd.

The Committee reiterated that City Council wants improvements on K St. from Samoa to 11th, but they view it as a separate project.

Current & Planned City Projects
- Old Arcata Road sidewalk and multi-modal improvements discussed. - South Arcata Multi-Modal Safety Improvements Plan (SAMSIP) presented; RCAA hosted public outreach meeting in August.
- Local Road Safety Plan (LRSP) finalized and presented to Council August 2024. - Updates on 11th & K improvements, Plaza pedestrian safety measures, and curb painting projects.
- Discussion of the Citywide Paid Parking Plan, with subcommittee assistance.

Transit Reports
- Green & Gold bus routes continue to see high ridership, exceeding 80,000 annual trips by mid-2024.
- Increased use by the public, not only Cal Poly Jack Pass holders.

Page 5 of 93 ends

- Suggestions from public: add bus signage indicating route direction, consider shuttle loops, add southbound stops on South G St, and provide child-friendly incentives.

Policy Development & Updates
- Reviewed and discussed AB 43 (20 mph speed limit policy), recommending formation of a subcommittee.
- Considered updates to Pedestrian & Bicycle Master Plan (2010) – flagged for priority future work.
- Ongoing work on Traffic Calming Policy and Public Education on Bulb-outs.

Community Outreach & Safety Promotion
- Supported safety education campaigns: “Park Your Phone” PSA (revised language and imagery) and “Lighten Up” pedestrian visibility campaign. - Coordinated with CRTP (Coalition for Responsible Transportation Priorities) on Street Story engagement.
- Promoted Week Without Driving Challenge, raising awareness of issues faced by people who do not drive.

Goals for Next Year (2025–2026)

1. Recommend and prioritize traffic calming projects (focus on schools, Union Street, K Street corridor, and 11th Street).

2. Continue monitoring collision data and Street Story trends, using findings to support grant applications.

3. Review and update Arcata’s Pedestrian & Bicycle Master Plan.

4. Support completion of the SAMSIP project and other multi-modal improvements.

5. Expand community outreach with targeted PSAs and event participation.

6. Recommend initiatives to increase transit ridership, particularly non-student users.

7. Support implementation of AB 43 Speed Limit Policy through subcommittee and City Council action.

8. Support implementation of AB 413 Daylighting Intersections.

9. Examine K Street and 11th Street Improvements Plan.

10. Provide input on Sunset and US 101 Interchange Project.

Wastewater Rate
Structure
Recommendations
Single Family Residential
• Move to monthly fixed rates with no volumetric
component
• Current structure has a base of 4 units and cap from June through September based on winter water use (Feb-Apr)
that is on average 5 units
Commercial
• Minimum monthly fixed rates reflect strength differences Reasons for the recommendations
• Clear, defensible nexus between costs and rates
• Less administrative burden
• Easier to understand and explain
• Improve customer equity
• Better reflect current system

STAFF REPORT – CITY COUNCIL MEETING
TO: Honorable Mayor and City Council Members
FROM: Emily Sinkhorn, Director of Environmental Services PREPARER: Emily Benvie, Deputy Director of Environmental Services DATE: October 15, 2025
TITLE: Approve the D Street Linear Park Exercise Equipment Enhancement Project.

RECOMMENDATION:

It is recommended that the Council approve the D Street Linear Park Exercise Equipment Enhancement Project.

INTRODUCTION/BACKGROUND:

The City of Arcata Parks and Facilities Division maintains, prepares, and supports activities at the City’s buildings, parks, and sports fields. Their responsibilities include design, development, installation, landscaping, and maintenance of the City’s neighborhood and community parks, playgrounds, athletic fields, special use parks, linear parks, non-motorized trail systems, City landscaping, and the downtown Plaza and open space areas.

D Street Linear Park is adjacent to the D Street Neighborhood Center, and it currently includes one exercise equipment structure that is outdated. The proposed D Street Linear Park Exercise Equipment Enhancement Project will replace and expand the existing limited exercise equipment infrastructure, develop an American Disabilities Act (ADA)–accessible picnic area, and include more durable surfacing. The Project will be completed in-house by City staff utilizing acceptable design standards and best management practices in construction.

DISCUSSION:

City staff frequently inspect and maintain the City’s recreational playgrounds and equipment. They identify equipment replacement needs as well as opportunities for improvement. In Spring 2025, staff identified a need to replace the existing exercise equipment at the D Street Linear Park, along with the opportunity to expand and improve the linear park with a limited budget.

The project will include removing the existing pull-up bars and replacing them with two new exercise equipment pieces:

1. Compact workout station featuring an incline bench, push-up bar, decline press, horizontal ladder, and pull-up station.

2. Leg lift & pull-up bar.

Page 45 of 93 ends

Additionally, the project will include creating an approximately 20 feet x 30 feet decomposed granite surface for the exercise equipment, and an approximately 12 feet x 12 feet concrete picnic area that includes a picnic table, garbage and recycling receptacles, and doggie pot station.

Enhancing this linear park will help to provide expanded recreational opportunities for a variety of age ranges. Furthermore, given the proximity of the D Street Linear Park to Cal Poly Humboldt, staff saw this as an opportunity to enhance a recreational amenity that frequently serves college-aged students near campus.

The proposed improvements are minor in nature and will require minimal ground disturbance.

Construction will be completed by City staff with small equipment and will include appropriate best management practices to prevent potential impacts to stormwater during any rain events that may occur during the construction window.

POLICY IMPLICATIONS:

The proposed project is consistent with the following City Council Goals:
 Support healthy eating and active living programs.
 Provide recreation opportunities for all residents.

ENVIRONMENTAL REVIEW (CEQA):

A CEQA Notice of Exemption (NOE) will be filed for the D Street Linear Park Exercise Equipment Enhancement Project. The project involves a combination of minor improvements to an existing park and maintenance activities. Outdated fitness equipment will be removed and the following new features installed: updated fitness equipment, surfacing, a trash cans, picnic table and an ADAaccessible entrance. These improvements qualify for Class 4, Minor Alterations to Land (CEQA Guidelines Sec. 15304), which allows for the minor alterations in the condition of land that does not affect major vegetation or sensitive habitats. All elements of the project are within the existing footprint of the previously developed and mowed area of the D Street Linear Park.

BUDGET/FISCAL IMPACT:

The minimal funding needed to implement the D Street Exercise Equipment Project has been included in the 2025/2026 fiscal year budget under the Parks Fund.

RECOMMENDED COUNCIL ACTION:

Motion to approve D Street Linear Park Exercise Equipment Enhancement Project.

Consent Calendar vote.

Re: Approval of Modification to the Conditional Use Permit held by Ridgefield Events Dear Humboldt County Board of Supervisors,
The City of Arcata wholeheartedly supports the decision made on September 4th, 2025, by the Humboldt County Planning Commission to approve a modification to the CUP held by Ridgefield Events. This modification will allow Ridgefield Weddings & Events to offer weekend packages to its couples and will have a variety of positive effects on our city and the neighborhood around Ridgefield Weddings & Events . These changes include:
• A decrease in weekend traffic and noise impacts.
• An increase in the economic impact that Ridgefield has on the city of Arcata as guests will be staying in Arcata longer and therefore spending more locally. • Increased tourism opportunities for Humboldt County as guests attending weekend events often elect to explore our county and expand their spending across our region.

Additionally, APD Chief Silvers recently visited Ridgefield to assess their traffic management and alcohol safety protocols and confirmed that Ridgefield’s policies are “strong, well-enforced, and minimize community impact”.

For all these reasons, the Arcata City Council supports the decision made by the Humboldt County Planning Department and urges the Board of Supervisors to confirm their decision.

Sincerely,
Alexandra Stillman
Mayor
City of Arcata

STAFF REPORT – CITY COUNCIL MEETING
TO: Honorable Mayor and City Council Members
FROM: David Loya, Community Development Director
PREPARER: Delo Freitas, Senior Planner
DATE: October 15, 2025
TITLE: Award a Contract in the amount of $115,190 to HELIX Environmental Planning, Inc. for CEQA/NEPA Services for the Roger’s Garage Affordable Housing Project; Authorize a 10% Increase for Contingencies; and Approve Necessary and Associated Related Actions.

RECOMMENDATION:

It is recommended that the Council:
1) Award a contract in the amount of $115,190 to HELIX Environmental Planning, Inc. for CEQA/NEPA Services for the Roger’s Garage Affordable Housing Project; 2) Authorize the City Manager or designee to increase the contract price by up to 10% ($11,519 for a total not to exceed $126,709) to allow for contingencies; and 3) Authorize the City Manager to execute all applicable documents.

INTRODUCTION:

The City sought proposals from qualified consultants for preparation of an Initial Study and Environmental Impact Report (EIR), per the California Environmental Quality Act (CEQA), and preparation of an Environmental Assessment, per the National Environmental Policy Act (NEPA), required for the “Roger’s Garage” Affordable Housing Project. The Roger’s Garage project has been brought forward by an outside applicant, but the City’s Land Use Code requires that the City shall prepare environmental documents directly or by contract with a qualified consultant, as determined by City Council protocols.

City staff released a Request for Proposals (RFP) for providing CEQA/NEPA services in August and received four competitive responses before the RFP deadline. A selection committee reviewed and ranked all four proposals and determined that HELIX Environmental Planning, Inc. provided the best overall response, and their cost proposal was competitive. Staff recommend authorizing the award with an approximate 10% cost contingency. This action will award the contract to HELIX Environmental Planning, Inc. to conduct the work.

The City posted its RFP for Arcata Zoning Updates – Planning Services, on August 19, 2025, (https://www.cityofarcata.org/bids.aspx?bidID=166), with responses due on September 11, 2025. The City received four proposals and the selection committee chose to interview the two highest-ranked respondent teams. The panel’s rankings considered both the written and interview responses of both teams (Attachment A). The proposals were highly competitive, but the review panel ranked HELIX Environmental Planning, Inc. slightly higher, due largely to their demonstrated experience with similar projects across the state.

Page 59 of 93 ends

The recommendation of contract award to HELIX Environmental Planning, Inc. is based on staff’s interest in choosing a firm that can develop high-quality, comprehensive environmental review documents that meet all legal requirements and address the concerns of the public. HELIX Environmental Planning, Inc., has a proven track record of working with communities on environmental review associated with multifamily housing projects using State and Federal grant funding, and staff is confident that HELIX’s team will be a good fit for the project.

Staff anticipates bringing work product to the community and decision makers over the next nine-month period before bringing final documents for approval in late summer/early fall 2026.

POLICY IMPLICATIONS:

None.

COMMITTEE/COMMISSION REVIEW:

The work product will be reviewed by the Planning Commission and committees as appropriate before being adopted by the Council. Staff will continue to ensure the Council has access to the work as it develops.

ENVIRONMENTAL REVIEW (CEQA):

The contract award is not subject to environmental review. It is not a project as defined by CEQA.

The work completed in this award directly involves CEQA project review.

BUDGET/FISCAL IMPACT:

The City will contract with HELIX Environmental Planning, Inc. as required by the City’s Land Use Code to ensure preparation of an independent document. The environmental work will be funded either by the applicant or by the Community Development Block Grant Program Income (CDBG PI), if the use of CDBG PI is available. Environmental review is an eligible CDBG expenditure for affordable housing projects. If the project does not produce affordable housing, the cost of environmental review will be borne by the applicant. There will be no fiscal impact to the City’s budget.

RECOMMENDED COUNCIL ACTION:

Motion to:
1) Award a contract in the amount of $115,190 to HELIX Environmental Planning, Inc. for CEQA/NEPA Services for the Roger’s Garage Affordable Housing Project; 2) Authorize the City Manager or designee to increase the contract price by up to 10% ($11,519 for a total not to exceed $126,709) to allow for contingencies; and 3) Authorize the City Manager to execute all applicable documents.

Consent Calendar vote.

STAFF REPORT – CITY COUNCIL MEETING
TO: Honorable Mayor and City Council Members
FROM: David Loya, Community Development Director
PREPARER: David Loya, Community Development Director
DATE: October 15, 2025
TITLE: Initiate Adoption of the Comprehensive Update to the City’s Local Coastal Program - Statutorily Exempt from the California Environmental Quality Act (CEQA), Guidelines Section 15265.

RECOMMENDATION:

Staff recommend that the Council:

1. Open the public hearing, receive a staff report, receive public comment, deliberate; then

2. Continue the public hearing to Wednesday, March 4, 2026, at 6:00 p.m., in the Council Chamber.

INTRODUCTION:

The City of Arcata certified Local Coastal Program (Program) was last comprehensively updated in 1994. Much has changed regarding both planning and our understanding of the impact of global climate change. The June 10, 2025, version of the Program posted on the City’s website includes the Planning Commission’s latest recommendation (https://www.cityofarcata.org/549/Local-CoastalProgram-Update). Staff received input and a request to defer adoption from Coastal Commission Staff. The October 7, 2025, version on the website includes updates proposed by staff to address Coastal staff comments. These changes have not been vetted by the Planning Commission, and the Coastal staff are still reviewing them as well. This action will defer local adoption until March of next year, which will provide City and Coastal staff the opportunity to collaborate on final edits.

BACKGROUND:

The City has been working closely with Coastal Commission staff over the last eight years on the current version of the comprehensive update. During this time, the City engaged the community, State and Federal agencies, the Commission and the Council to define the City’s coastal policies consistent with the Coastal Act. Importantly, this update establishes the City’s policy stance and approach to sea level rise resiliency and adaptation.

DISCUSSION:

The Coastal Commission staff provided recommended changes to the June 10, 2025, version. These changes cannot be made through a conditional certification process. They must be addressed in the City’s original submittal. As such, staff is recommending deferring local adoption to provide time

Page 63 of 93 ends

for addressing the edits. Coastal staff have committed to working diligently with City staff to resolve all outstanding issues in a three-month period. The Council should vote to continue the hearing to March 4, 2026.

POLICY IMPLICATIONS:

The Local Coastal Program establishes the policy framework for development and land use in the coastal zone.

COMMITTEE/COMMISSION REVIEW:

The Planning Commission made a recommendation to the City Council on July 8, 2025. The Coastal staff subsequently requested additional updates.

The Wetlands and Creeks Committee recommended approval with modifications that were incorporated in the June 10, 2025, version. The changes do not affect the Committee action.

ENVIRONMENTAL REVIEW (CEQA):

Local adoption of Local Coastal Programs are statutorily exempt from the California Environmental Quality Act (CEQA). The California Coastal Commission operates as a “certified regulatory program”, which implements the core principals of CEQA while not being subject to the procedural requirements outlined in the Public Resources Code or the CEQA Guidelines. The City acknowledges the statutory exemption applies to its adoption in its adoption of Resolution No. 256- 02 and Ordinance No. 1581.

BUDGET/FISCAL IMPACT:

This action will have negligible fiscal impact. The grants have largely offset the cost of the update.

RECOMMENDED COUNCIL ACTION:

1. Open the public hearing;

2. Receive a staff report;

3. Receive public comment;

4. Deliberate; then

5. Motion to continue the public hearing to Wednesday, March 4, 2026, at 6:00 p.m., in the Council Chamber.

RE: Arcata Local Coastal Program (LCP) Update - Fire & Life Safety Capacity, Height/Intensity Limits, and Coastal Act Consistency
Dear City Council,
On behalf of the Arcata Fire Protection District (AFD), thank you for the opportunity to comment on the City's Draft Local Coastal Program (LCP) and Draft Coastal Zoning Ordinance (CZO).

AFD provides all-risk fire, emergency medical, hazardous materials, and rescue services to about 37,000 residents across Arcata, McKinleyville, Bayside, Manila, and Jacoby Creek. We respond to more than 3,300 incidents per year, with only seven firefighters on duty across three stations at any time.

In 2025, the City of Arcata and AFD partnered to complete a Community Risk Assessment and Standards of Cover (SOC). This joint study provides the best available evidence of service gaps and needs. The SOC confirms that AFD cannot currently meet NFPA 1710 staffing requirements for mid-rise occupancies. Each station operates with only a two-person engine company, falling short of the NFPA benchmark of four. While 14 firefighters are required for a single-family dwelling, 25 for a garden apartment, and up to 38 for a high-rise residential building, AFD can field only seven at any given time. Neighboring mutual aid partners, apart from Humboldt Bay Fire, are almost entirely volunteer-based with varying staffing, apparatus, and training, making them unable to reliably fill this gap.

The SOC also highlights that Arcata's projected growth and increased density will exacerbate these challenges. It identifies needs for additional firefighters, aerial apparatus, modernized fire stations, and a multi-story training facility. Measure F provided critical baseline staffing but sunsets in 2030, underscoring the urgency of sustainable funding. In short, the City and AFD now share a clear, evidence-based understanding of fire service limitations.

Despite this, the Draft CZO authorizes building heights of 60 feet in Gateway zones and up to 70-80 feet in Coastal General Commercial zones, with exceptions that could bring some buildings close to 96 feet. Neither the Draft CZO nor Draft LCE requires analysis of whether AFD has the staffing, apparatus, or facilities to meet NFPA benchmarks for these building types.

Hazard reports under Section 2.22 address fire in general terms but do not evaluate service adequacy, and Coastal Development Permit findings require "no detriment to public health and safety" without measurable, objective standards.

The LCP rightly requires development to minimize risk to life and property (Policy 7.2.1) and calls for site-specific hazard studies (Policy 7.2.4), but it does not yet incorporate the SOC findings into enforceable thresholds. Without such standards, the City risks adopting plans that may be unsafe and legally vulnerable. In Humboldt Alliance for Responsible Planning v.

California Coastal Commission (2024), the Court held that sprinklers and hydrants are not a 2149 CENTRA L AVE, McK1NLEYVILLE CA 95519 I (707) 825-2000 I www.ARCATAFIRE.ORG WE EXIST TO PROTECT THE LIVES, ENVIRONMENT AND PROPERTY OF T HE COMMUNITIES WE SERVE.

Page 65 of 93 ends

substitute for "qualified, equipped, and available" firefighters. That reasoning applies equally here.

To correct these deficiencies and align land use decisions with the City's own SOC findings, AFD respectfully requests the following:
• Fire & Life Safety Capacity Analysis (FLSCA): Require a Fire & Life Safety Capacity Analysis, as part of hazard reports under Section 2.22 (Coastal Hazards), for all projects above three stories or 39 feet.
• Interim Height Limit: Modify height tables in the CZO to impose a 39-foot maximum in the coastal zone until AFD has acquired the resources necessary to reach measurable objective standards for mid-rise suppression.
• Public Services Concurrency: Amend Coastal Development Permit findings to require explicit evidence of fire service adequacy based on AFD objective standards. • Fire Facilities Development Impact Fee: Collaborate with AFD to establish a Fire Facilities Development Impact Fee, ensuring that new development contributes proportionally toward the staffing, apparatus, and facilities necessary to meet NFPAbased measurable objective standards. Since impact fee adoption requires City approval, AFD urges the City to actively support and implement this program as part of the LCP and CZO framework.

In short, the Draft LCP and CZO authorize building forms that cannot be safely served with today's resources. Without amendments to incorporate measurable, objective NFPA-based standards, the City risks entitling development that may outpace the District's ability to protect life, property, and coastal resources.

AFD urges the City to revise the documents accordingly before adoption. We look forward to working collaboratively with the City to ensure that future development is both safe and resilient.

We respectfully request that this letter and its attachments be included in the public hearing packets for the October 14 Planning Commission and October 15 City Council hearings.

Sincerely,
President, Board of Directors
Arcata Fire District

STAFF REPORT – CITY COUNCIL MEETING
TO: Honorable Mayor and City Council Members
FROM: Tabatha Miller, Assistant City Manager/Finance Director PREPARER: Tabatha Miller, Assistant City Manager/Finance Director DATE: October 15, 2025
TITLE: Consider Approving a Memorandum of Understanding for the Fall 2025 to Spring 2027 Choose Humboldt Campaign; and Consider Approving a $5,000 Contribution to Financially Support the Campaign.

RECOMMENDATION:

It is recommended that the Council:

1. Receive a presentation from Humboldt Made on the Fall 2025 to Spring 2027 Choose Humboldt Campaign; and

2. Consider approving a Memorandum of Understanding (MOU) to support the Fall 2025 to Spring 2027 Choose Humboldt Campaign; and

3. Consider supporting the Campaign financially by contributing $5,000 or some other amount to the Campaign.

INTRODUCTION:

Choose Humboldt is a county-wide marketing campaign designed to inspire residents and visitors to shop, dine, and explore locally. Relaunching in Fall of 2025 by Humboldt Made, the campaign unites Chambers of Commerce, Main Street organizations, local governments, and small businesses under a shared message: when we choose local, we grow stronger together.

BACKGROUND:

Humboldt Made was initiated by the County of Humboldt in 2010 to spur the growth of a diverse array of makers and producers. The idea was to bring entrepreneurs together, identify their common strengths and weaknesses and through networking and collaboration overcome obstacles and achieve great things together. Creating brand awareness and increased sales beyond Humboldt’s borders was key, the end result being a sustainable, local economy.

Humboldt Made’s mission is to provide support to Humboldt County businesses through impactful marketing, advocacy, networking, and resources. Their goal is to promote local artisans, food makers and small businesses, helping them succeed within Humboldt County and beyond.

DISCUSSION:

Humboldt Made’s request for funding is to support Phase One of the Choose Humboldt Campaign - the Shop Humboldt Passport, which includes:

Page 67 of 93 ends

● Refreshed Branding developed with local designer Jenn McFerrin to modernize the campaign’s look and feel.
● Collaborative Rollout coordinated with the region’s Chambers of Commerce, the Humboldt Lodging Alliance, and local municipalities to ensure unified messaging. ● Shop Humboldt Digital Passport — an interactive app that rewards residents for supporting local businesses during the holiday season.

Participants will collect digital “stamps” by visiting and engaging with stores, restaurants, service providers and makers across Humboldt County. The passport not only drives holiday spending but also introduces shoppers to new businesses in the community.

Objectives and Outcomes
Phase One aims to:

1. Increase awareness of local businesses through shared marketing and storytelling.

2. Strengthen the downtown and neighborhood economy by encouraging local purchases.

3. Build the foundation for future campaigns such as Dine & Stay and Experience Humboldt.

Use of Funds
The $5,000 contribution from the City of Arcata will directly support:
● Digital Passport Setup & Management – technical onboarding, data dashboard, and business listings.
● Marketing & Promotion – social media ads, print materials, and cross-promotion among partner channels.
● Local Events & Launch Support – holiday rollout and community engagement activities highlighting Arcata businesses.
● Brand Development Assets – design, photography, and materials featuring participating businesses.

Timeline Month Milestone
Oct 2025 Finalize branding; onboard partners
Nov 2025 Launch Shop Humboldt Passport
Dec 2025 Holiday marketing push; community events
Jan 2026 Reporting of results; stakeholder review
BUDGET/FISCAL IMPACT:

If the City Council takes action to approve the $5,000 contribution to the Choose Humboldt Campaign, the funding would come from the City Council’s Community Projects account 101-10- 01-52108, which has a FY 2025-26 budget of $269,000. These funds were set aside, when the City Council directed staff to use ARPA funding to support staffing costs from July 1, 2024, to December

Page 68 of 93 ends

31, 2024. These funds have been considered set aside for economic development and as such funds have been allocated for the Friday Night Market ($13,500), and partial funding of the Economic Strategic Plan (approximately $40,000). After subtracting these allocations $215,500 remains available in the current budget.

RECOMMENDED COUNCIL ACTION:

It is recommended that the Council:

1. Receive a presentation from Humboldt Made on the Fall 2025-Spring 2027 Choose Humboldt Campaign; and

2. Consider approving a Memorandum of Understanding (MOU) to support the Fall 2025 to Spring 2027 Choose Humboldt Campaign; and

Choose Humboldt Campaign Proposal
Submitted by Humboldt Made
Requested Support: $5,000
Submitted to: City of Arcata
Date: October 2025
Introduction
Choose Humboldt is a county-wide marketing campaign designed to inspire residents and visitors to shop, dine, and explore locally. Relaunching in Fall of 2025 by Humboldt Made, the campaign unites Chambers of Commerce, Main Street organizations, local governments, and small businesses under a shared message: when we choose local, we grow stronger together.

Project Overview – Phase One: Shop Humboldt Passport
This proposal focuses on funding Phase One, the foundation of the new Choose Humboldt rollout.

Phase One will include:
● Refreshed Branding developed with local designer Jenn McFerrin to modernize the campaign’s look and feel.
● Collaborative Rollout coordinated with the region’s Chambers of Commerce, the Humboldt Lodging Alliance, and local municipalities to ensure unified messaging. ● Shop Humboldt Digital Passport — an interactive app that rewards residents for supporting local businesses during the holiday season.

Participants will collect digital “stamps” by visiting and engaging with stores, restaurants, service providers and makers across Humboldt County. The passport not only drives holiday spending but also introduces shoppers to new businesses in their community.
