City Council - Special Meeting - February 26, 2026
1. CALL TO ORDER
Mayor White called the meeting to order at 5:00 p.m.
2. LAND ACKNOWLEDGMENT
Mayor White read a statement acknowledging that Arcata sat on ancestral Wiyot land.
3. ROLL CALL
City Clerk Varley called roll.
4. PUBLIC COMMENT
Mayor White invited public comment and opened the public hearing.
Councilmember Schaefer arrived at 5:06 p.m.
Public comment:
Darlene Spoor, John George, Joanne McGarry, Maggie Kraft, an unidentified member of the audience, and an unidentified member of the audience.
Mayor White closed the public hearing.
5. OLD BUSINESS

Provide Direction on Potential Projects the City May Submit for Funding Under the State Community Development Block Grant (CDBG) 2025 Notice of Funds Availability (NOFA).

The Council deliberated regarding which of the two recommended application options they would choose.
ON MOTION BY MATTHEWS, SECONDED BY STILLMAN, AND WITH A FOUR-TO-ONE VOICE VOTE, THE COUNCIL DIRECTED STAFF TO PURSUE OPTION 02. AYES: WHITE, ATKINS-SALAZAR, MATTHEWS, STILLMAN. NOES: SCHAEFER. ABSENT: NONE. ABSTENTIONS: NONE.
