I am looking for ways to get invo-ved with the community and make a positive impact since my recent move to Arcata. I learned about the oper ing on the Energy Committee from the City website and I would love the opportunity to be a member of the Committee for this next term. Working on sustainable energy and emissions reductions for Arcata's future is of great interest to me and aligns with my skillset and interests.
I have spent 6 years working across clean energy and electric vehicle programs. I would bring technical expertise from direct experience managing the development of clean energy projects, deep knowledge of clean energy technologies, an understanding of regional electric grid fundamentals, and skills that apply well to a committee position within local government. Much of my daily work involves coordination directly with locally elected officials, appointed committees and boards, along with direct engagement and information sharing with the public to successfully develop clean energy projects, bringing benefits to communities across the US.
In my personal life, my care for the environment and love for wild spaces has been fostered through work at my hometown environmental education center, and a thru-hike of the 2000-mile long Appalachian Trail. I am dedicated to making a positive impact in climate. I consider this to be the defining challenge of our time. Adapting to an increasingly changed climate and doing what we can to preserve our planet for future generations is the principal force behind my dedication to this work. The chance to see those impacts manifest in a tangible way at the local level is what interests me most about this on the committee.
My professional expertise, passion for the outdoors, and a fast-growing love for the redwood forests, coastlines, marshes and wildlife that defines the City of Arcata, I believe I am a strong applicant for this role.
I have attached my CV along wit1 the completed application form. Thank you for your consideration. I hope to hear from you soon!
Sincerely,
Alex Fukuchi

My strong personal and professional interest is in developing • solutions to environmental issues that benefit ecosystems as well as the human community. I • want to contribute to finding these good solutions as part of a team.
I have extensive experience in restoration and management of freshwater and estuarine aquatic systems on California's North Coast and northern interior. I recently took an early retirement from the National Marine Fisheries Service (NOAA Fisheries), where I worked for 22 years as a fish biologist and ecologist and was the North Coast Recovery Coordinator. In this role, I collaborated with others to address impacts of land use on aquatic systems in ways that complement current management of the land, including forest management, agriculture, cattle production, roads, and water management. I also led development of recovery plans for the imperiled salmonids of this region, which included watershed management plans for the wetlands and creeks of the Arcata area and the entire North Coast and northern interior.
My interests also include native plants and native amphibians.

Julie was raised in Michigan, where she enjoyed exploring the yet-to-be developed forests down the street from her house and visiting sand dunes on the Great Lakes. After completing her education there, she began her career with the Maryland Department of Natural Resources in 1997. As a Fishery Biologist, she led studies to assess the population dynamics of American eels in Chesapeake Bay, and developed new methods to capture juvenile eels. She. also served as chair of the American Eel Technical Committee of the Atlantic States Marine Fisheries Commission, which regulates the state fisheries for this species.
In 2003, she joined NOAA Fisheries in Florida as a Fish Biologist. During her four years there, Julie led a team including legal council, state agency staff, and the interstate commission to manage aspects of fishery regulations for a mixed stock ocean fishery. In this role, she presented complex scientific information and concepts to broad audiences with a wide range of interests and perspectives including agency leadership, external partners, commercial and recreational fishermen, and the public. She also developed a successful funding proposal, frequently asked questions, fact sheets, issues advisories, news bulletins, talking points, and Federal Register notices. She became well-versed in the National Environmental Policy Act (NEPA), the Endangered Species Act (ESA), and other environmental laws and wrote Exempted Fishing permits.
In 2007, a 6-month temporary assignment brought her to the NOAA Fisheries office in Santa Rosa, CA, where she wrote the marine component of the recovery plan for the endangered local coho salmon. This experience sparked her ongoing passion for working toward recovery of imperiled species, because this work draws on skills in creative, 'big-picture' thinking and requires collaborative problem solving to be successful. Later that year, she accepted a position in the Northern California Office (NCO) of NOAA Fisheries and moved her family to the Arcata area.
During her 18 years in the Arcata office as an Ecologist and the NCO Recovery Coordinator, she led teams of up to 20 people representing diverse organizations (federal, tribal, state and local governments, NGOs, ranchers, farmers, timber companies, and the public) in multi-year, collaborative planning processes to develop comprehensive guidance documents [e.g., SONCC coho salmon recovery pl an (20 14)1 and to implement
strategies identified in these documents, including road work, fish passage, and habitat restoration. This collaboration led to agreement on the most impmiant issues affecting salmon and steelhead in Northern California, and focused the work of these diverse organizations on developing and implementing effective strategies to address these issues. In this role, she also advised on monitoring of salmonid populations and of habitat restoration projects, reviewed numerous grant proposals for such projects, and represented NOAA in California's revamp of their Fishery Restoration Grants Program (FRGP), a major source of funding for habitat restoration.
2
While with NMFS in Arcata, Julie's regulatory focus was on developing programmatic ESA Biological Opinions for large habitat restoration programs, each spanning multiple counties and thousands of acres. Each document took 2-3 years to complete, due to the complexity of the actions contemplated, the varied landscapes and species contemplated, and the need to develop permit conditions that would work across these gradients. These regulatory documents, each valid for at least five years, maximize the benefits to threatened species in Northern California by ensuring actions are carried out with minimal harm, and by reducing regulatory costs of restorative actions.
Julie served as acting Tribal Relations Coordinator for the West Coast Region of NOAA Fisheries for nine months in 2022 and 2023. Tn this role, she facilitated strong working relationships between Tribal Nations and program staff across four states. She encouraged early engagement with these Nations to understand their concerns and perspectives on upcoming agency actions, developed a communication strategy for each particular engagement, and helped staff and leadership apply new White House guidance on tribal consultation and Indigenous Knowledge. In collaboration with a Tribal consultant and colleagues, she secured funding and helped develop training for program staff to enhance understanding of California Tribal history, sovereignty, and cultural context and promote respectful engagement with Tribal governments.
Employee feedback after the training indicated increased knowledge and confidence when interacting with Tribal representatives.
Between 2015 and 2025, her recovery work focused on SHaRP (Salmon Habitat Restorati on Priori lie,), a collaborative process she developed with the California Department of Fish and Wildlife (CDFW). SHaRP brings together those with deep knowledge and lived experience of key rivers and creeks to collectively identify the biggest problems for salmon and for people in these places, as well as reach-scale restoration solutions to these problems. She helped bring the Wailaki Tribe into the first SHaRP on the South Fork Eel River (SFER), and the final SFER SHaRP plan was released in 2021. Due to the success of this first SHaRP, CDFW hired staff to implement SHaRP across Northern California. ln 2022, Julie began working with CDFW, Tribal Nations, and the Humboldt County Resource Conservation District (RCD) on SHaRP for the Lower Eel River and the mainstem SFER. This included assisting the RCD in developing five funding proposals.
Julie took an early retirement from NOAA Fisheries in Apri I 2025, and joined Friends of the Eel River in August of that year. As of spring 2026, her primary projects there are seeking grant funding for road work and other habitat restoration in the Eel River basin, and assisting with creation of the Eel River Native Plant Network. At Confluence NorCal LLC, a company she formed in 2025, she advises private landowners on habitat restoration. 3
In her free time, Julie is passionate about supporting the entire life cycles of native insects and birds by increasing the amount of native plants in her yard (www.homegr0\Vnnati ona1park. >i-g), and has volunteered with local non-profits to restore habitat and to help neighbors interested in native plants. Julie is a lifelong learner and completed the 56-hour Ca lifo rni a Coastal Naturalist Proi;:rarn in 2024 on her own time. She enjoys working in her yard, needlework crafts, hiking on the beach and in mountains, spending quiet time at home with her husband, and traveling to visit their daughter in the Bay area as well as other family and friends. 4
