PROCLAMATION
in Recognition of
Coastal Cleanup Month
September 2026
WHEREAS, the State of California has a varied coastline of sandy beaches, rocky shores, productive estuaries, marshes, tidal flats, urban areas and harbors; and WHEREAS, the marine environment is one of the most valuable resources for recreation, tourism, fishing, coastal activities, and maintaining coastal biome health. Coastal protection is a responsibility shared by residents, the business community and public institutions; and
WHEREAS, the Northcoast Environmental Center is the Humboldt County coordinator for 2026 Coastal Cleanup Month taking place every weekend in September, during which hundreds of people will clean beaches, rivers, streets, estuaries and watersheds throughout Humboldt County. Collecting trash upriver and in urban areas helps prevent plastics and other debris from accumulating in ocean and marine habitats; and WHEREAS, the Northcoast Environmental Center’s Adopt-A-Beach, began in Humboldt County over 45 years ago and is now celebrated throughout California and around the world. Last year, Humboldt County volunteers picked up over 1,500 pounds of trash from our shoreline and coastal region; and
WHEREAS, residents can be proud that year after year Humboldt County continues to be among the state’s leaders in coastal and environmental stewardship, helping to keep our ocean, rivers and coastline clean.

NOW, THEREFORE, BE IT PROCLAIMED that the City Council of the City of Arcata recognizes the month of September 2026, as COASTAL CLEANUP MONTH, and encourages individuals, businesses, service groups and public institutions to safely “hit the beach, streets, and watersheds” to jointly promote a healthy and productive coastal environment.

STAFF REPORT – CITY COUNCIL MEETING
TO: Honorable Mayor and City Council Members
FROM: Merritt Perry, City Manager
PREPARER: Rhea Varley, City Clerk
DATE: September 2, 2026
TITLE: Approve the City Manager's Filing of the 2026 Local Agency Biennial Notice, Conflict of Interest Code, with the City of Arcata; and Ratify the Determination that No Amendment is Required.

RECOMMENDATION:

It is recommended that the Council approve the City Manager’s filing of the 2026 Local Agency Biennial Notice, Conflict of Interest Code, with the City of Arcata; and ratify the determination that no amendment is required at this time.

INTRODUCTION:

State law requires all public agencies to review their conflict of interest codes every two years and revise the codes as needed. After review, it has been determined that no revisions to the City’s conflict of interest code are required at this time.

BACKGROUND/DISCUSSION:

As required by the Political Reform Act (Government Code sections 87300, et seq.), the City of Arcata maintains a conflict of interest code at Arcata Municipal Code Title II, Chapter 8. Section 87306.5 of the Political Reform Act requires the City to complete a review of its code every even numbered year. If amendments are required, the City must complete them no later than December 31 of the review year. If no amendments are required the chief executive officer is required to submit a written statement to that effect to the code reviewing body (City Council). During the last update, the City Council Adopted Ordinance No. 1567, An Ordinance of the City Council of the City of Arcata Amending the Arcata Municipal Code to Make Minor and Non-Substantiative Corrections, Updates, and Clarifications on February 21, 2024, wherein one designated employee title was updated to reflect organizational adjustments in Article 2––City Employees, of Chapter 8––Conflict of Interest Code, of Title II––Administration.

The City of Arcata’s conflict of interest code does not require any revisions currently. Attached is the 2026 Local Agency Biennial Notice (Attachment B) stating that no revisions are required at this time. However, the City is in the process of drafting changes to its organizational chart and will proceed with updates to the Conflict of Interest code if any of those changes impact the positions listed.

BUDGET/FISCAL IMPACT:

None.

STAFF REPORT – CITY COUNCIL MEETING
TO: Honorable Mayor and City Council Members
FROM: Netra Khatri, City Engineer
PREPARER: Mara Grow, Administrative Specialist
DATE: September 2, 2026
TITLE: Continue to find that Emergency Procurement to Repair Failed Culverts at 4700 West End Road is Necessary; and Authorize the City Manager to Execute All Applicable Documents.

RECOMMENDATION:

It is recommended that the Council:
1) Continue to find that emergency procurement to repair failed culverts at 4700 West End Road is necessary; and
2) Authorize the City Manager to execute all applicable documents.

BACKGROUND:

City staff recently identified the failure of existing 30-inch and 18-inch culverts located at 4700 West End Road, which is City-owned property that serves as the City’s ancillary corporation yard.

The failure has resulted int the formation of two sinkholes, posing a potential risk to public safety, nearby infrastructure, and aquatic resources within North Fork Janes Creek.

Due to the nature of the failure, immediate action is necessary to prevent further deterioration and to ensure safe conditions at the site.

DISCUSSION:

City staff conducted a site evaluation and confirmed that both culverts have structurally failed and are no longer functioning as intended. The resulting sinkhole indicates subsurface instability that may worsen if not addressed promptly.

These culverts convey a segment of North Fork Janes Creek under the City property and were likely installed many decades ago as part of prior lumber and plywood mill development.

City staff met with the applicable permitting agencies on April 22, 2026, to discuss the proposed emergency repairs. The agencies expressed support for expediting the work under emergency permits given the urgency and potential risks associated with delay.

Due to the emergency nature of the project, a streamlined procurement process is being utilized in accordance with City policies. This staff report serves as the recorded explanation required pursuant to the City’s emergency procurement policy. Staff requests the Council receive this report and make a determination that the proposed emergency repairs are necessary.

Page 44 of 95 ends

Project Update:

To date, crews have completed installation of the 48-inch culvert. Last week, work resumed to excavate the new alcove and open the new channel and allow Janes Creek to flow through the new culvert and daylighted section of stream. The City coordinated with consultants and permitting agencies to ensure that any fish and amphibians were relocated and/or prevented from entering the work area. The existing culverts were plugged and grouted while the pit was backfilled and compacted. The final phase of the project is complete.

ENVIRONMENTAL REVIEW (CEQA):

The proposed action qualifies for an exemption under the California Environmental Quality Act (CEQA) under 14 CCR § 15269(c) Emergency Repair: Specific actions to prevent or mitigate an emergency, including those necessary to prevent imminent loss of life or property.

BUDGET/FISCAL IMPACT:

There are currently no funds allocated in the adopted Fiscal Year 2025-26 budget for this repair.

Staff are requesting authorization to utilize reserve funds to cover the cost of the emergency repair.

The final cost will be determined upon receipt of bids; however, staff will make efforts to ensure cost-effective delivery of the project.

Use of reserve funds is justified due to the unforeseen nature of the infrastructure failure and the need for immediate corrective action.

RECOMMENDED COUNCIL ACTION:

Motion to:

1. Make a continued finding that emergency procurement to repair failed culverts at 4700 West End Road is necessary; and

2. Authorize the City Manager to execute all applicable documents.

STAFF REPORT – CITY COUNCIL MEETING
TO: Honorable Mayor and City Council Members
FROM: Tabatha Miller, Assistant City Manager
PREPARER: Tabatha Miller, Assistant City Manager
DATE: September 2, 2026
TITLE: Adopt Resolution No. 267-16 Revising the Fiscal Year (FY) 2026/2027 Budget for Measure G Renewal Flyer Printing and Mailing.

RECOMMENDATION:

It is recommended that the Council adopt Resolution No. 267-16 amending the FY 2026/2027 Budget by $5,200.00 to provide funding for printing and mailing an informational flyer to all residential addresses in the Arcata City Limits. Consent Calendar vote.

INTRODUCTION:

On June 17, 2026, the City Council unanimously adopted Resolution No. 256-63 placing renewal of the three-fourths of one cent Transactions and Use Tax (Sales Tax), on the ballot for the General Election to be held on November 3, 2026. To provide City of Arcata voters neutral information about the renewal of Measure G, staff is recommending the City Council approve funds of $5,200 to print and mail a flyer to all residential addresses in Arcata.

BACKGROUND:

Measure G was adopted by the City of Arcata voters on November 4, 2008, with 5,684 Yes votes (63.5%) and 3,264 No votes (36.5%). The three-fourths of a cent (3/4 ¢) Transactions and Use Tax (TUT) is a general tax, which means that it may be used for any lawful governmental purpose and requires approval by a simple majority of voters. Despite being a general sales tax, the City has continued to use the revenue for the uses proposed in the original ballot language – public safety staffing, and streets and transit maintenance, repairs and improvements.

Measure G will expire on March 31, 2029 – 20 years after initial tax collections by the state began.

The revenue is an essential source of General Fund revenue and critical to supporting current levels of sworn police officers; and streets and transit repair; and maintenance.

In 2008, prior to Measure G’s adoption the City hired four additional sworn officers to bring the total sworn officers to 27. This is the same number of authorized sworn officers approved as part of the current annual budget. Approximately $21.5 Million of Measure G revenue has been spent on repair, maintenance and improvements of streets, including sidewalks, bicycle paths and multi-purpose trails. These funds have been leveraged to provide opportunities for additional matching grants and funding of more than $35 million. Despite these investments, the City’s Pavement Condition Index (PCI), a measurement of the pavement condition from 0 to 100, continues to decline. The average 2018 PCI of the City’s entire street network was 66, with a remaining service life of approximately

Page 50 of 95 ends

18 years. The average 2025 PCI for the entire network is 59, with a remaining service life of 15 years.

This is the result of the City’s aging infrastructure, increased cost of maintenance, repair and replacement of streets infrastructure, and reduced funding from State Gas Tax and other Federal funding sources.

DISCUSSION:

To provide the City of Arcata voters with information about the Measure G Renewal, staff is recommending that the City sponsor an informational flyer mailed to all residential addresses in Arcata. In October of 2024, the City funded a flyer, containing factual information about Measure H, - a newly proposed ¾ a cent Transactions and Use Tax placed on the ballot by the City Council.

That flyer which was mailed to 8,256 residential city addresses at bulk postage rates, had a total cost of $4,674.

ENVIRONMENTAL REVIEW (CEQA):

The adoption of the Measure is not a “project” subject to the requirements of the California Environmental Quality Act (CEQA) (Public Resources Code Section §§ 21000 et seq.). CEQA Guideline § 15378(b)(4) provides that the creation of government funding mechanisms or other government fiscal activities that do not involve any commitment to a specific project that may result in a potentially significant physical impact on the environment are not projects subject to the requirements of CEQA. Thus, activities to inform voters regarding measures on the ballot would not be a “project”.

BUDGET/FISCAL IMPACT:

The estimated cost to print and mail a Measure G Renewal Fly is $5,200.00 The FY 2026/2027 budget amendment is as follows:

STAFF REPORT – CITY COUNCIL MEETING
TO: Honorable Mayor and City Council Members
FROM: Emily Sinkhorn, Director of Environmental Services PREPARER: Emily Sinkhorn, Director of Environmental Services DATE: September 2, 2026
TITLE: Approve an Amendment to the Construction Contract with Synagro-WWT, Inc. for the 2026 Digester Cleaning Project in the Amount of $193,375.59; and Approve Necessary and Associated Related Actions.

RECOMMENDATION:

It is recommended that the Council:
1) Approve an amendment to the construction contract with Synagro-WWT, Inc. for the 2026 Digester Cleaning Project in the amount of $193,375.59, for a total contract amount of $656,261.39; and
2) Authorize the City Manager to execute all applicable documents.

INTRODUCTION:

On June 3, 2026, the City Council awarded a contract to Synagro-WWT, Inc. for the Digester Cleaning Project at the Arcata Wastewater Treatment Facility. The project scope included a complete cleaning and removal of accumulated material from the existing 0.3-million-gallon Primary Digester. City staff underestimated the wet tons of accumulated sludge remaining in the digester, and additional funding is needed to support the transport and disposal of more sludge than anticipated.

BACKGROUND:

The City of Arcata owns and operates the Arcata Wastewater Treatment Facility, which provides wastewater treatment and biosolids management services for the community. The AWTF utilizes anaerobic digestion as part of its solids handling and biosolids management process. Over time, solids accumulation within the Primary Digester reduces operational capacity and treatment efficiency. Periodic cleaning of the digester is necessary to maintain reliable operations, preserve treatment performance, and support ongoing biosolids processing activities. The digester had last been cleaned in 2014.

Digester cleaning had been planned as part of the AWTF Improvement Project Phase II; however, as the Phase II project was put on hold for three years in order to complete the AWTF Feasibility Study required by regulatory agencies, the City needed to move forward sooner with digester cleaning as a maintenance project.

Page 68 of 95 ends

This large maintenance project for the Primary Digester was planned for in the 2025-26 fiscal year budget. On April 29, 2026, the City published a Notice Inviting Bids for the 2026 Digester Cleaning Project. The City received one bid for the project from Synagro-WWT, Inc. and determined it to be responsive. A contract was awarded June 3, 2026, and the project began in late June.

DISCUSSION:

The Digester Cleaning Project started in late June with Synagro mobilizing equipment to the AWTF.

City staff had prepared for the digester project but pouring sludge into the drying beds for upcoming composting by City staff through our biosolids composting program. Staff then estimated the remaining amount of sludge in the digester to inform the construction bids. Bid item #3 for this project entailed the transport and disposal of thickened sludge, if needed, at a rate by wet ton.

As Synagro began work on the digester, it became clear that the amount of sludge remaining in the digester was much more than originally anticipated. City staff considered its options, including handling the additional sludge through in-house composting operations or paying additional cost for transport and disposal off site, per the unit price listed in the construction bid. Due to limited space capacity to compost sludge in large volumes, City staff recommended working with Synagro for additional transport and disposal of sludge.

While the cost to complete the Digester Project was higher than anticipated, the cleaning has greatly supported continued reliable operation of the wastewater treatment facility by restoring digester storage capacity and improving biosolids handling operations. These costs would likely have been incurred during the planned Phase II Improvement Project and now have been completed.

ENVIRONMENTAL REVIEW (CEQA):

The project is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15301 (Existing Facilities), which applies to the maintenance, repair, and minor alteration of existing public facilities involving negligible or no expansion of existing use.

BUDGET/FISCAL IMPACT:

Funding for the 2026 Digester Cleaning Project was included in the Fiscal Year 2025/26 Wastewater Fund budget. The additional expense for sludge transport and disposal is available in the Fiscal Year 2026/27 Wastewater Fund budget as follows:

Fiscal Year Account Number Amount Account Name
2025-26 662-60-67-57600 $207,914.58 Wastewater Fund – Other Improvements 2025-26 662-60-67-57300 $185,702.25 Wastewater Fund – Buildings & Structures 2025-26 662-60-67-55400 $69,268.97 Wastewater Fund – Buildings & Ground Maintenance 2026-27 662-60-67-57600 $193,375.59 Wastewater Fund – Other Improvements

STAFF REPORT – CITY COUNCIL MEETING
TO: Honorable Mayor and City Council Members
FROM: Emily Sinkhorn, Director of Environmental Services PREPARER: Emily Sinkhorn, Director of Environmental Services DATE: September 2, 2026
TITLE: Approve an Application for Funding from the Great Redwood Trail Agency for the Arcata Gateway Trails Project.

RECOMMENDATION:

It is recommended that the Council approve an application for funding from the Great Redwood Trail Agency (GRTA) to collaborate with GRTA to plan, design, and construct the Arcata Gateway Trails Project.

INTRODUCTION/BACKGROUND:

The City of Arcata continues to prioritize the development of non-motorized transportation routes to improve safety and connectivity for walking and biking throughout the City. In fiscal year 2026-27 a new multi-use trail project, the Arcata Gateway Trails Project, was added to the Capital Improvement Program. The Arcata Gateway Trails Project is a strategic effort to expand the active transportation network through western Arcata and north Humboldt Bay by improving multimodal connectivity between existing trail systems, bike routes, and surrounding neighborhoods, while advancing improvements along the Samoa Branch line parallel to State Route 255 identified in the GRTA Master Plan.

GRTA has received a $50 million allocation from California’s Proposition 4 Climate Bond for trail design and construction along priority segments of the Great Redwood Trail. The proposed Arcata Gateway Trails Project represents a community-driven, strategically aligned investment in not only Arcata’s active transportation network, but also regional connectivity through advancements to The Great Redwood Trail.

DISCUSSION:

The Arcata Gateway Trails concept is the result of extensive community outreach and long-term planning efforts. Through the Local Road Safety Plan, South Arcata Multimodal Safety Improvements Plan, General Plan 2045, and Gateway Area Plan, the City of Arcata has engaged residents and stakeholders to identify priority gaps in the active transportation network. This outreach has consistently highlighted the need for stronger connections between neighborhoods, schools, and regional destinations. The proposed project directly reflects these community-driven priorities and builds upon a shared vision for a more connected and accessible Arcata.

Page 76 of 95 ends

In June 2026 the GRTA awarded the first funding from their Proposition 4 allocation for planning, design and construction of priority segments identified through the GRTA Master Plan. The funding through Prop 4 must be spent by the end of 2029.

The City of Arcata is well positioned to continue the momentum of expanding regional trails through Arcata to family-friendly destinations and maintains a strong and ongoing partnership with the Great Redwood Trail Agency. Additionally, Engineering Department staff have led the design and construction management for the Annie & Mary Trail Project and have a strong interest and capacity to lead the design of the Gateway Trails Project.

The Arcata Gateway Trails Project seeks to move forward an opportunity identified in the GRTA Master Plan for a direct Connector from the Samoa/Manila branch line to the mainline trail via GRTA right-of-way. The Project seeks to initiate this non-motorized connector through the Gateway Area and western Arcata towards Manila by planning and designing a trail in two segments: Phase A through the Arcata Gateway Area west to the Arcata city limits at V Street (the Windsong neighborhood) and Phase B from V Street to the Mad River Slough which separates the Samoa Peninsula from Arcata.

Phase A of the Gateway Trails Project would implement the majority of the walking and biking improvements outlined in the Circulation section of the Gateway Area Plan, utilizing the GRTA rail right-of-way for a multi-use trail and creating key connections to the existing Humboldt Bay Trail North and western Arcata neighborhoods. While City staff originally proposed solely Phase A as the Gateway Trails Project, GRTA staff suggested that the GRTA Board may be more apt to fund the project if Arcata could take a leadership role in collaborating with GRTA to extend the trail west towards the Samoa Peninsula. Phase B would extend the non-motorized trail network around Humboldt Bay another 2.3 miles to the Mad River Slough.

Should the Gateway Trails Project be funded, an MOU would be developed between the City and GRTA to outline roles and responsibilities for each project phase (e.g. planning, design, construction and ongoing operations and maintenance) for both the Phase A and Phase B segments, similar to Cooperative Agreements with Caltrans for projects within the state right-of-way.

If project funding is awarded, City staff would have the internal capacity to partner with GRTA to develop both Phase A and Phase B; however, the City would not have the capacity to take on operations and maintenance of the Phase B segment west of V Street, west of City limits. GRTA would be responsible to either operate and maintain the Phase B segment or find a suitable trail manager for that segment.

City staff propose City matching funds for the project to construct a sidewalk along V Street to connect the Windsong neighborhood to the GRTA trail corridor and also non-motorized improvements on 8th Street to connect the Gateway Trail corridor to the existing Humboldt Bay Trail North.

POLICY IMPLICATIONS:

The Arcata Gateway Trails Project was prioritized for inclusion in the City’s 2026-27 Capital Improvement Program. The Gateway Trail Project would implement many of the non-motorized transportation improvements proposed within the Gateway Area Plan. Additionally, connecting downtown Arcata to western Arcata neighborhoods and the Samoa Peninsula was outlined as a proposed project (Route 255 Connection) in the 2010 Arcata Parks and Recreation Master Plan.

Page 77 of 95 ends

ENVIRONMENTAL REVIEW (CEQA):

It is anticipated that the Gateway Trails Project will qualify for a statutory CEQA exception per Division 13 of the California Public Resources Code § 21080.57, applicable to trail projects funded through Proposition 4. If funding is awarded, the City will conduct environmental studies needed to support anticipated permitting through the following agencies: California Coastal Commission, the North Coast Regional Water Quality Control Board, the Army Corps of Engineers, and California Department of Fish and Wildlife.

BUDGET/FISCAL IMPACT:

If the City is awarded funding, a budget adjustment would be completed to add funds for project planning and preliminary design into the 2026/2027 budget and additional funds would be budgeted in subsequent fiscal year for additional project phases. City matching funds for non-motorized connectors to the Gateway Trail corridor could be identified in future fiscal year budgets and funded through Measure H or Measure G.

RECOMMENDED COUNCIL ACTION:

1. Receive a staff report.

2. Open public comment.

3. Close public comment.

4. Motion to approve an application for funding from the Great Redwood Trail Agency (GRTA) for the Arcata Gateway Trails Project.

STAFF REPORT – CITY COUNCIL MEETING
TO: Honorable Mayor and City Council Members
FROM: Merritt Perry, City Manager
PREPARER: Emily Benvie, Deputy Director of Environmental Services DATE: September 2, 2026
TITLE: Consider Approving Playhouse Arts’ Permit Application for the Sunny Brae Porchfest Special Event on October 4, 2026.

RECOMMENDATION:

It is recommended that the Council review and make a determination on the request of Playhouse Arts to approve Porchfest Special Event on October 4, 2026.

INTRODUCTION/BACKGROUND:

The City of Arcata provides an opportunity for community members and organizations to propose and permit special events on public property or in the public right-of-way. Playhouse Arts has submitted a special event permit for Porchfest, a day full of music on porches, driveways, and yards throughout Sunny Brae. The event is planned to be held from 12:00 p.m. to 6:00 p.m. on October 4, 2026, and includes a street closure on Beverly Drive between Chester Avenue and Buttermilk Lane; which will be the same closure as the 2025 event.

The inaugural Porchfest was held in October 2024 in the Sunny Brae neighborhood and did not include submittal of a special event permit application. While the intent was that the entire event would be held on private property and outside of public City right-of-way, the event was larger than anticipated and the footprint extended into the public right-of-way. After the event, the City received a mix of positive and negative feedback from community members. Based on the mixed feedback from 2024, City staff felt it appropriate to bring future Porchfest event proposals before Council for consideration and for community input prior to approving the Special Event permit.

In 2025, Playhouse Arts submitted a special event permit application to hold Porchfest, along with a site map, event overview, and summary of neighborhood outreach. The event attracted up to 2,000 attendees over the course of the day and was monitored and supported by Playhouse Arts staff and volunteers. It included a mix of amplified and non-amplified musical performances spread across approximately 15 resident hosts within the Sunny Brae neighborhood. The event did not include sales of food or alcohol. Overall, the 2025 event ran smoothly with minimal negative feedback.

Porchfest 2026 follows a similar structure as what was proposed in 2025, with the addition of three local Sunny Brae businesses serving as event hosts.

Page 80 of 95 ends

DISCUSSION:

The 2026 Porchfest is anticipated to be of a similar size and footprint as the 2025 event. Like 2025, it will be held during daytime hours, it will not include the sale of food or alcohol, and it will be monitored and supported by Playhouse Arts staff and volunteers. Most of the event will be held on porches or in yards, outside of the public right-of-way throughout the neighborhood. Additionally, three Sunny Brae businesses will be serving as hosts in 2026: the Carriage House, El Chipotle, and Coffee Break. To ensure there is adequate infrastructure to support the event attendees, a road closure on Beverly Drive between Chester Avenue and Buttermilk Lane is proposed, which would be the same road closure implemented during the 2025 event. While the road will be closed to public traffic, residents who live within the closure area will be able to enter and exit the area by vehicle as needed. Portable restrooms, an information kiosk, trash, recycling, and compost receptacles will be located in the public right-of-way within the road closure area.

In 2025, Playhouse staff used door hangers to conduct outreach to neighborhood residents. This approach proved to be time-intensive, and staff received feedback that some community members did not receive or notice the door hangers. For 2026, the outreach approach has been modified and will no longer include door hanger distribution. Instead, outreach efforts are intended to increase visibility in the community through the placement of yard signs in City rights-of-way to advertise the upcoming event. The signs will include event details and contact information for Playhouse Arts.

Additionally, Playhouse Arts has posted flyers at Murphy’s Market registers, along with social media and email outreach.

RECOMMENDED COUNCIL ACTION:

1. Receive a staff report and review questions with staff.

2. Open public comment.

3. Close public comment/the public hearing.

4. If determination to approve the event is made:

Motion to approve the major special event permit application from Playhouse Arts for the Sunny Brae Porchfest on October 4, 2026.

□ Authorization from City Manager
City of Arcata Major Event Waste Diversion & Stormwater Protection On September 9, 2004 the Governor signed State Law AB2176 requiring large event sponsors to provide written documentation to the City outlining the event's waste reduction, reuse & recycling strategies. The City is required to provide this information to the State annually. To help meet these requirements, we have enclosed the following waste diversion information. We hope your organization will find this useful in planning your next event. Recology is aware of these changes in the law & are ready to work with you to help reduce solid waste.

Waste Diversion Opportunities
• Request Vendors packaging & serving materials reduce waste.

Ex: limit packaging for customer transport; choose washable dishes & silverware when possible. • Encourage purchase of compostable, reusable, recycled-content & easy-to-recycle products whenever possible. Ex: Plastic cups with a #1 on the bottom are recyclable. • Use City containers for public recycling of glass, plastic & aluminum bottles & cans (Contact Environmental Services Department 822-8184).
• Utilize Cardboard & Container Recycling services from Recology (822-0304) to recycle glass, plastic, chipboard, tin cans & paper.
• Provide periodic pickup service to booths for cardboard, plastic, chipboard, tin cans, paper & recyclable beverage containers or have booth staff bring materials to designated collection areas. • Divert other materials whenever possible. Ex: wood, ashes from barbeque, oyster shells.

State law requires you to provide the City the type and weight of materials recycled, reused or diverted, as well as the weight of trash disposed from your major event. Please feel free to contact the Environmental Services Department (822-8184) if you have additional questions. The Major Event Recycling & Waste Diversion Plan & Tracking Forms are included to assist your reporting efforts.

Stormwater Protection Practices
The City is also required by the State to protect water quality in creeks, streams and Humboldt Bay.

All the storm drains in the City flow directly to creeks with no treatment. Therefore, we are requiring major events to provide water dumping containers that can be ordered from local Porta-Potty services. Please make sure all vendors know to use these containers and not to dump water or any other materials on the streets, sidewalks or other areas of the Arcata Plaza.

Wastewater. Waste Cooking Fats, Oils and Grease, and Other Liquids You must properly dispose of: wastewater; waste cooking fats, oil and grease; and other liquids at all times. Proper disposal of these liquid wastes includes one or more of the following:
1) Food Vendors off-haul their own liquid wastes for proper disposal; or 2) You (A) provide two adequately-sized, properly labeled, waste liquid containers for grey water/ "dirty wash water" and "waste cooking fats, oil and grease"; (B) conveniently stage both containers near the Food Vendor area prior to the event; and (C) remove containers by 10 Page 89 of 95
9:00 a.m. the next business day following the event.

Depending upon the size and scope of the event, liquid waste containers may be required.

Waste containers should be located near the dumpster area on your site map. The event area must remain clean. The discharge of pollutants, like grey water and waste cooking oil, to the storm drain is a violation of the Arcata Municipal Codes.

Porchfest 2026 information
Porchfest is a neighborhood wide music event. The festival features around 60 or so local bands of a huge range of genres who perform on driveways, porches and lawns.

Residents of sunnybrae sign up to host and we pair them up with performers. There are no vendors. The event is totally free. The focus is on the music.

Info about the closure of Beverly Dr from Buttermilk Ln to Chester Ave:

With city approval, we hope to close off this chunk of Beverly Drive to through traffic. This was successful last year.

In this closed off area, we will have at least one band perform (the steel pan band) and we will have two regular porta potties, and one ADA porta potty as well as trash cans, and recycling bins. Specific locations are noted in the map submitted with the event permit.

We will not be selling any alcoholic beverages at this event or food. We will not have any vendQrs aside from one playhouse arts booth. So trash should be minimal.

Last year, our resident representative that lives in this section of Beverly Dr spoke to all 8 houses on this part of the road and gave them the heads up plus written approval. We can get this approval again in writing if requested.

D~.iring Porchfest:

During this event we will have at least 25 representatives working and maintaining traffic rules, alcohol and noise regulations. These representatives include Playhouse Arts volunteers and staff as well as residents of each home that is hosting.

We will all have cell phones on us to communicate and we are happy to provide contact information to the City staff and Arcata Police for easy contact in case of emergency.

After Porchfest:

Our staff and volunteers with do a thorough clean up of the neighborhood We will provide a "post festival debrief' at the Arcata Playhouse for any members of the community to give feedback.

We will send out and share online feedback forms as well for those who don't want to meet in person
