Introduction and Oath of Office - Officer Jonathan Smiley This Item was heard after Item 6.b.
Chief Culver introduced Officer Jonathan Smiley and highlighted his educational and professional experience. City Clerk Matson administered the Oath of Office. A badge pinning followed. Officer Smiley addressed the Council.
No action was taken on this Item.

City Manager Communications
City Manager Downing provided updates regarding Summer Concerts in the Park continuing Sunday; General Plan Update draft EIR comment period; Zone 0 Defensible Space Regulations do not apply within the city; the City is holding two informational town hall meetings regarding measures on the November ballot with the first meeting this Thursday regarding Measure C-26 Cannabis Business Tax.
No action was taken on this item.
Receive correspondence/comments as presented by the City Manager and Provide direction, as necessary.

Community Development Director Rice introduced the Item. Associate Planner Holub presented the Item and responded to questions from Council.
Mayor Ray Russom opened the public hearing. Upon hearing no public comments, Mayor Ray Russom closed the public hearing.

1) Adopted a Resolution entitled:
"A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARROYO GRANDE APPROVING PLOT PLAN REVIEW CASE NO. 26-008 FOR A MODIFIED OPEN SPACE AGREEMENT LOCATED AT 420 CANYON WAY; APPLIED FOR BY ANDREW AND JEANNETT GIBSON"; and
2) Determined that this project is categorically exempt from review under the California Environmental Quality Act pursuant to Section 15305 of the CEQA Guidelines regarding minor alterations in land use limitations that do not result in any changes in land use or density.

Council Member Secrest shared information regarding ECOSLO's Creeks to Coast Cleanup on September 19th.
Council Member Loe also shared information regarding the Creeks to Coast Cleanup and shared an update regarding the recent RTA Board Meeting.
