City Manager Schindler provided background on item. Ken Hira, President of Kosmont Companies presented on item. Mayor Manalo, Mayor Pro Tem Lima, Councilmembers Taj, Trevino, and Ramoso asked questions and/or provided comments. Public comments were provided by Marcia Alfaro, Vartan Gharpetian, Carl Fonseca, and Ben Sandoval.
