CALL TO ORDER
Mayor Manalo called the meeting to order at 7:01 p.m.

Beautification & Maintenance Commissioner Rameshor Bhandari led the pledge of allegiance.

CEREMONIAL PRESENTATIONS
Proclamations for National Heart Month Proclamation and Black History Month Proclamation were presented. Community Development Director Dor introduced Matthew Saunders, Parking Enforcement Officer and Mayor Manalo and Council welcomed him to the City.

Motion: Approval of City Council minutes for the January 9, 2023 Regular Meeting, January 17, 2023 Special and Adjourned Regular Meetings.
8. APPROVAL OF PRODUCTION AGREEMENT WITH PYRO SPECTACULARS INCORPORATED FOR A CITY-SPONSORED 4TH OF JULY FIREWORKS SHOW Motion: Approve and authorize the City Manager to execute the agreement with Pyro Spectaculars, Inc. for City-sponsored 4* of July 2023 fireworks show.
10. APPROVAL TO ENTER INTO A JOINT POWERS AGREEMENT WITH THE GATEWAY
CITIES AFFORDABLE HOUSING TRUST
Motion: Adopt Resolution 23-2921, approving, authorizing and directing City execution of the joint exercise of powers agreement relating to membership in the Gateway Cities Affordable Housing Trust and authorize the Mayor to execute the agreement.
11. APPROVAL OF AGREEMENT BETWEEN THE CITY OF ARTESIA AND THE CITY OF
CERRITOS FOR A JOINT REHABILITATION PROJECT ON GRIDLEY ROAD BETWEEN 183RD STREET AND SOUTH STREET AND MAKING A DETERMINATION OF EXEMPTION FROM CEQA GUIDELINES SECTION 15301 AS A CLASS 1(C) PROJECT Motion: Approve agreement with the City of Cerritos for a proposed joint rehabilitation project and make determination of exemption from CEQA.

DWELLING UNITS AND JUNIOR ACCESSORY DWELLING UNITS AND MAKE CEQA EXEMPTION PURSUANT TO PUBLIC RESOURCES CODE SECTION 21080.17 Community Development Director Dor provided the staff report. Mayor Manalo opened the public hearing. No public comments were provided. Mayor Manalo closed the public hearing.
