Anyone wishing to speak to the City Council is asked to fill out a speaker card and submit it to the City Clerk prior to the commencement of the meeting. All public comments are limited to a threeminute time period. Any public comments that cannot be heard within the next 20 minutes will be heard at the end of the meeting. Under California law, public comments at special meetings are limited to subjects on the agenda only.
