A. A Resolution of the City Council of the City of Arvin Adopting the Annual Operating and Capital Budgets for Fiscal Year 2022-2023. (City Manager) Staff recommends to open the hearing, allow for public testimony, close the hearing and approve the Resolution Adopting the Annual Operating and Capital Budgets for Fiscal Year 2022-2023.

5. ACTION ITEM(S)
A. Consideration and Approval of Lease Agreements with the Boys & Girls Club of Kern County and Arturo's GoJu Karate for Use of A Portion of the Facility Located at the Arvin Community Center, 800 Walnut Drive, Arvin. (City Manager)
Staff recommends that the City Council:
1) Set the base monthly rent along with the period of time of the lease for each tenant in accordance with the City of Arvin's Policy Guidelines for Leasing City Property; and

2) Approve the Lease Agreement between the City and the Boys and Girls Club of Kern County for use of a portion of the facility located at the Arvin Community Center upon receipt of the first month's base rent, required documentation, insurance and security deposit from tenant; and Agreement No. 2022-15
3) Approve the Lease Agreement between the City and Arturo's GoJu Karate for use of a portion of the facility located at the Arvin Community Center upon receipt of the first month's base rent, required documentation, insurance and security deposit from tenant; and Agreement No. 2022-16
4) Authorize the City Manager to execute said lease agreements.
Motion to:
1) Set the base monthly rent at $1.00 per year for each tenant in accordance with the City of Arvin's Policy Guidelines for Leasing City Property; and 2) Approve the Lease Agreement between the City and the Boys and Girls Club of Kern County for use of a portion of the facility located at the Arvin Community Center upon receipt of the first month's base rent, required documentation, insurance and security deposit from tenant; and Agreement No. 2022-15
3) Approve the Lease Agreement between the City and Arturo's GoJu Karate for use of a portion of the facility located at the Arvin Community Center upon receipt of the first month's base rent, required documentation, insurance and security deposit from tenant; and
