Mr. Mitchell Weiss
Executive Director
1120 N Street, MS 52
Sacramento, CA 95814
Dear Mr. Weiss:

The City of Arvin supports the application of Kern Council of Governments (Kern COG) to the California Transportation Commission’s Trade Corridor Enhancement Program (TCEP 2022) competitive grant program for the project titled Southwest U.S.

Goods Movement Freeway Connector through Bakersfield on State Routes 58 and 99 (Project).

This Project adds a freeway-to-freeway ramp allowing truckers and travelers to transition from eastbound SR 58 to northbound SR 99. Trucks traveling through these two corridors make up 22% of total vehicles on the two corridors. Route 58 is considered the busiest east-west truck route in the valley and is the only all-season route over the Sierra Nevada Mountain range. Providing for the safe movement of trucks from SR 58 to travel north on SR 99, while allowing trucks to continue eastbound on SR 58 is critical to the safety and efficiency of the system.

Regionally, this interchange serves multi-modal transportation facilities (air and rail), and distribution centers. These serve the $7.7 billion Kern agricultural industry and the largest small-item sortation Amazon distribution center on the West Coast as examples of the significance of this interchange to trade movement through Kern County.

Additionally, WattEV is constructing a Truck As A Service zero emission trucking facility on SR 65, just north of this interchange on SR 99. The logistics industry is highly dependent on an integrated, efficient, and safe transportation network, while providing jobs, generating income, tax revenues and encouraging growth. These are vital to our communities.

Funding this project at this time capitalizes on work already underway at the interchange. The Project team has identified matching funds and is ready to deliver on construction. The Project will improve regional and interregional transportation. The Project will take trucks off surface streets in a disadvantaged community, improving air quality, safety, and traffic. For these reasons, I request that you fund this Project with TCEP 2022 funding. Thank you for your consideration.

Sincerely,
Olivia Trujillo, Mayor

Southwest U.S. Goods Movement
Freeway Connector through
Bakersfield on State Routes 58 & 99
PROJECT DESCRIPTION The project will construct a connector from eastbound State Route 58 to northbound State Route 99, currently a missing movement to the existing interchange. The connector will begin on the south side of State Route 58 and just west of State Route 99, at grade. It will traverse the existing State Route 99 freeway via a new bridge and form an at-grade loop in the southeast quadrant of the two freeways. The loop will terminate into a northbound ramp as a bridge and then merge at grade with existing state route 99 near Wible Road.

Project Readiness: The EIR/EIS is approved; The design phase is required, and the right-of-way (ROW) is not required because the project area is part of the Centennial Mainline project which is under construction. Matching funds have been identified as State Transportation Improvement Program (STIP) funding through Kern COG.

Project Description: Construct a new freeway to
freeway movement from Route 58 eastbound (on
a new segment of Route 58 currently under
construction) to northbound Route 99 by way of an
at grade connector to a bridge over the existing
Route 99 to the southeast quadrant of the
interchange in an at-grade loop and then merging
into Route 99 ramp. (See Figure 1)
Project Benefits:
• The project reduces the impact on
historically disadvantaged communities of
Central and Southeast Bakersfield by
improving a nationally significant
interchange under construction at Routes
50 and 99. Both of these routes are
designated on the National Highway
Freight Network as Primary Highway
Freight Systems routes.
• The interchange serves as a West Coast
hub for domestic goods movement,
connecting the busiest north-south truck route on the
West Coast (Route 99) with the busiest east-west truck route, and only year-round, all-weather route over the Sierra Nevada (Route 58). Because of its connection to the trans-continental I-40 corridor, SR 58 through this interchange and over the Sierras sees 20% more trucks than the next trans-continental corridor to the north (I-80). • The interchange will provide vital connectivity between 1) the Bay Area/San Joaquin Valley—which includes the nation’s three largest ag producing counties (Kern, Tulare, and Fresno)— and 2) the I-40 corridor via SR 58 and 3) the future Mojave Inland Port. The project serves over 50 distribution, processing and manufacturing facilities located in the southern San Joaquin Valley.
• The interchange provides important connectivity for the Mojave Air & Space Port and the Southwest U.S. military complex of bases, including Edwards Air Force Base and the Naval Weapons Station China Lake in Eastern Kern County.

CITY OF ARVIN
Staff Report
Meeting Date: October 11, 2022
TO: Arvin City Council
FROM: Alex Ghazalpour, Acting Police Chief
Jeff Jones, City Manager
SUBJECT: Consideration and Approval of a Resolution dispensing with the public bidding requirement pursuant to Section 3.08.070 (B) (6) of the Arvin Municipal Code and authorizing retroactive approval of an Agreement with Enterprise Fleet Management Inc. in the amount not to exceed $808,000 for the purchase of nine police vehicles.

BACKGROUND:

The Arvin Police Department utilizes marked black and white vehicles to perform patrol operations throughout the City of Arvin. After a thorough analysis of the fleet, staff recognized a need to replace nine (9) patrol vehicles to maintain reliability and safety of the fleet. These patrol vehicles will replace the nine (9) vehicles that are being removed from the fleet due to high miles, engine problems, and outdated vehicle safety features.

The Police Department assesses the fleet of patrol vehicles regularly to determine the need for adding additional vehicles and/or replacement of worn vehicles and associated equipment. As part of the preparation of the new fiscal year operating budget, staff conducted an evaluation of the fleet. This evaluation consisted of an examination of vehicle age, mileage, usage, maintenance costs, uniformity of equipment, and condition of interior/exterior. The vehicles were also analyzed for safety history and operating performance before a final determination was made to either maintain the vehicles and make necessary repairs and replace worn or nonuniform equipment or replace the vehicles. After a careful review, nine patrol vehicles were identified for replacement.

As a brief history, Ford Motor Company discontinued production of the Crown Victoria in 2011.

Given this change, police departments throughout state and the nation needed to make significant changes to their fleets. The PD began researching and evaluating different makes and models of vehicles. The models evaluated included the Dodge Charger Pursuit, the Chevrolet Caprice PPV, and the new Ford Police Interceptor offerings (Utility, Eco Sedan, and Hybrid).

Staff evaluated and compared vehicle performance, road handling, gas economy, safety, cost, and ergonomics. The police department also relied heavily on thorough road test reviews of each of these vehicles conducted by the California Highway Patrol (CHP). After careful consideration, staff selected the Ford Police Interceptor utility vehicle.

A 2023 Ford Hybrid Police Interceptor Model was loaned to the city from Ford for review and evaluation. Multiple police and city staff members drove the vehicle and provided feedback and

analysis. The feedback and analysis excelled in the expectations and drivability of the hybrid model.

These vehicles have proven to be dependable and have met and exceeded our expectations. It is staff’s goal to outfit the remainder of the patrol fleet with these vehicles with also adding two Ford Police Interceptor Pickup Vehicles. The two Ford Pick Up trucks will be assigned to the supervisors of the police department for patrol related functions.

The upfitting of the vehicles which includes paint, decals, radio, and lighting equipment will be done by LEHR. LEHR is a vendor that specializes in upfitting of vehicles for use within the public safety industries. Through LEHR we were able to sign an agreement through the County of Placer SCN104242, which gives us competitive and already negotiated low pricing on the equipment that is needed for the upfitting of the police vehicles.

A fuel savings analysis was completed, and it showed an average estimate of savings per vehicle of at least $2,500. With the purchase of nine (9) new vehicles this will equate to over $22,500 dollars of yearly savings per year with a Hybrid Fleet.

Total amount of money spent on maintenance and upkeep of the above listed vehicles for fiscal year 2021-2022 is more than $90,000.00.

Through consultation with the city attorney, staff was advised that due to shortage of supplies and the high demand for such vehicles coupled with nationwide chip shortages that we can forgo the traditional bidding process and allow the city manager to enter into an agreement for the purchase of the vehicles with Enterprise Fleet Management Services Inc.

STAFF RECOMMENDATION:

Staff recommends approval of the Resolution dispensing with the public bidding requirement pursuant to Section 3.08.070 (B) (6) of the Arvin Municipal Code and authorizing retroactive approval of an Agreement with Enterprise Fleet Management Inc. in the amount not to exceed $808,000 for the purchase of nine police vehicles.

FINANCIAL IMPACT:

The financial impact of this $808,000 vehicle purchase is as follows:

Current appropriations for vehicles - $54,000 per year x 5 years = $270,000 San Joaquin Air Quality Control Board Grant - $20,000 per unit = $180,000 Estimated revenue from sale of vehicles to be replaced = $100.000 Partial reallocation of ARPA Wastewater funds* = $258,000 *Current balance of ARPA Wastewater = $505,224.

CITY OF ARVIN
Staff Report
Meeting Date: October 11, 2022
TO: Arvin City Council
FROM: Christine Viterelli, Grants Manager
Jeff Jones, City Manager
SUBJECT: A Resolution of the City Council of Arvin Recognizing the Competitive Bidding Process of the California Multiple Award Schedule (CMAS) under the California Department of Government Service Contract; Dispensing with the Public Bidding Requirement; and Authorizing the City manager to Approve the Purchase of Playground Equipment For Kovacevich Park from Dave Bang Associates, Inc.; and Authorizing Related Actions.

BACKGROUND:

The City of Arvin was awarded a grant from the California Department of State Parks for Kovacevich Park. City staff proposes to pre-purchase the playground equipment for Kovacevich Park from Dave Bang Associates, Inc. through a Department of Government Services CMAS contract. This effectively accomplishes three objectives:
1) Reduces the cost of the playground equipment by getting the best possible price through a Department of Government Service Contract.
2) Given the current state of inflation, assures that if prices of playground equipment go up during the next several months while the City is preparing an engineering and construction bid for Kovacevich Park that the City’s cost of the equipment will be locked in.
3) Assures that the theme and design of the park maintains the baseball theme and design concept submitted with the grant application.

STAFF RECOMMENDATION:

Staff is recommending the City Council approve the Resolution recognizing the competitive bidding process of the Department of Government Services CMAS contract with the State of California, dispensing with the public bidding requirement, and authorizing the City Manager to approve the purchase of Kovacevich Park playground equipment.

FINANCIAL IMPACT:

No fiscal impact; the project is fully funded by a grant from the California Department of Parks.

WHEREAS, the California Department of Government Services California conducted a competitive bidding process under a Department of Government Services Contract (CMAS) contract similar to the competitive bidding process required by Arvin Municipal Code Section

CITY OF ARVIN
Staff Report
Meeting Date: October 11, 2022
TO: Arvin City Council
FROM: Cecilia Vela, City Clerk
Jeff Jones, City Manager
SUBJECT: A Public Hearing to Consider Adoption of An Ordinance of the City Council of the City of Arvin Amending the Arvin Municipal Code Sections 5.04.090 and

5.04.120; and Removing Section 5.04.100; and Sections 5.04.140 through

5.04.180 of Chapter 5.04 of Title 5 Business Taxes, Licenses and Regulations.

BACKGROUND:

City staff conducted an analysis of business license fees assessed by other Kern County cities including Tehachapi, McFarland, California City, Taft, Ridgecrest, Wasco, and Delano. The fee schedules from these cities are included as part of the agenda handouts. Some cities base their fees on annual gross receipts which in most cases result in significantly higher business license fees than those assessed by the City of Arvin, ranging between $50 to $500+ per year and some cities charge a quarterly or annual base fee or review fee ranging from $15 to $150, plus additional fees such as gross receipt fees ranging from $20 to $500+, plus an additional fee per working/hired employee, and/or an additional fee depending on the type of business.

For example, an administrative office may be charged a $15 base fee plus a $100 annual fee, plus a sales and services fee ranging from $65 to $2,000 depending on annual gross receipts. Another example, a barber/beauty shop is charged a $15 base fee, plus a $65 annual fee per barber/beautician, plus a sales and services fee ranging from $65 to $2,000 depending on annual gross receipts.

The City desires to continue its established policy of recovering the full costs reasonably borne, as established by Chapter 3.32 Fee and Services Charge Revenue/Cost Comparison System and desires to increase certain existing fees to more accurately reflect the current costs of providing such services. Several sections of Chapter 5.04 are outdated and no longer provide reasonable or feasible licensing fees and regulations. First reading and introduction of this Ordinance was considered and approved by the Arvin City Council on September 27, 2022.

Pursuant to Government Code Sections 66014, 66016, 66017, and 66018, the specific fees to be charged for certain regulations, services and products may be adopted by ordinance or by resolution, following notice and public hearing.

City staff proposes that business license fees, authorized under this title, are to be determined from time to time in the amount prescribed by resolution of the City Council. City staff will return with a Resolution for proposed fees for business licensing to be added to the Citywide Master Fee Schedule to be considered by the City Council at a future meeting.
