C. Approval of the Minutes of the Regular Meeting(s) of July 25, 2023.
D. Approval of A Resolution of the City Council of the City of Arvin to Approve Special Event Permit Application for the Arvin Chamber of Commerce Car Show to be held on August 19, 2023, Authorize Closure of Campus Drive and Waive City Permit Fees for Vendors.

4. ACTION ITEM(S)
A. Consideration and Discussion of the Arvin Power Company Presentation.
Staff recommends that the Council provide direction to City Manager and/or City Attorney concerning further work and/or negotiation on the proposed project.
Motion to authorize the City Manager and City Attorney to work with Arvin Power Company in drafting and creating documents for the Council to consider regarding the proposed project.

B. Consideration and Direction from Council Regarding Request for Waiver of Work Without City Permit Fee from Cana Rose Realty Holdings, LLC. (City Manager)
Staff recommends that the Council review the attached letter from Cana Rose Realty Holdings, LLC and provide direction to staff regarding the appropriate course of action.
Motion to authorize Staff to waive the work without city permit fee.
