Enovative is an implementing party to GK12, has executed a contract with WES, has agreed to competitive fixed pricing, and has been trained to comply with all program rules and requirements. GK12 and Enovative will provide all services necessary to install the heat pump water heaters properly.
Participation in the Municipality Heat Pump Water Heater Program will help the city meet its emission reduction and energy efficiency goals.
The City of Arvin is eligible for this PGE incentive. With the installation of a new electric heat pump hot water heater (HPWH), Arvin will switch from gas to an efficient electric heat pump solution, reducing its carbon and air emissions. This program only affects the city’s water heaters in its facilities. Arvin’s enrollment includes substantial incentives to cover the entire installation cost. The program helps Arvin reduce its gas bill, reduce greenhouse gas emissions, improve air quality, and support grid stability in California.
Organized by the city staff, GK12 completed water heater assessments for City Hall, the police department, the transportation building, the planning department, the Adobe complex, and the community center. Total incentives, including assessments, project management, purchase of the HPWH, and installations, are valued at $51,202. Table 1 on the following page presents scoping and costs.

4 The city manager must be authorized to sign the GK12 Program Participation Agreement (PPA) to participate. The PPA sets the terms and conditions for accessing the noted incentives and is used by GK12 to commit/accrue incentive dollars with PG&E. Signing the PPA is the trigger point for Willdan staff to begin obtaining a certificate of insurance, permitting, and coordination with City Staff for scheduling future installations.
The heat pump water heaters that will be installed are demand response enabled. This will allow the city to participate in demand response programs to maximize the value of the installation.
Additional value is delivered by reducing energy use during grid events such as Flex-Alerts.
Willdan coordinates with AutoGrid and PG&E to incorporate installed heat pump water heaters in PG&E’s Capacity Bid demand response program (CBP). The CBP participation agreement will authorize AutoGrid to enroll your water heaters into PG&E’s CBP program. This program will be beneficial to all future solar projects on City facilities.
The attached and populated agreement needs to be signed before installation.

Staff Report
Meeting Date: November 28, 2023
TO: Arvin City Council
FROM: Megan Miller, Human & Community Resources Manager Jeff Jones, City Manager
SUBJECT: Approval and Adoption of the “APOA” Arvin Police Officer’s Association Side Letter 11.23
BACKGROUND:
The City of Arvin/Arvin Police Department underwent an audit conducted by the CalPERS retirement system. At the conclusion of the audit, it was found that the reporting methodologies for holidays for the APOA and the corresponding MOU language were not compliant with the CalPERS requirements. The finance team has worked closely with the CalPERS representatives to derive the most transparent and compliant language which is detailed in the side letter agreement. CalPERS representatives have reviewed the language and provided their approval.
Additionally, the finance team has created a spreadsheet that details the items that need backed out and overage contributions returned to employees.
STAFF RECOMMENDATION:
The recommendation to approve and adopt the side letter between the City of Arvin and the “APOA” Arvin Police Officers Association.
FINANCIAL IMPACT:
Funds are based on overpayment of CalPERS contributions and will be returned to the employees. The retired employees have potential for a penalty, however this only applies to one to two employees and in turn has a very minimal impact on the city’s total budget, if any.

The City and APOA started negotiating regarding a mid-term negotiation in quarter two of 2023 under the necessity for retention. On or about, the 10th day of November 2023, the City of Arvin had an audit of CalPERS retirement and corresponding payroll reports and documentation. The findings of a CalPERS audit determined there were several items that needed to be modified in the existing MOU. Once this has been adopted by both parties, it will be submitted to CalPERS to reflect the necessary changes and corresponding compliance. All necessary changes for current and former employees impacted by the necessary modifications will be provided with a statement and payment. This side letter is to enter a mutually agreeable place and afford full compliance with the required modifications. The updated MOU terms is and will continue to be a priority for employee retention endeavors and will be submitted for council approval first available. The CalPERS modifications defined herein will be directly reflected in the updated MOU in negotiations presently. The catastrophic leave is an additional measure being implemented across all city staff on a voluntary basis. Negotiating teams for both the city and APOA met and conferred and entered a preliminary agreement. The parties share a mutual interest in not delaying the implementation of the below changes. Accordingly, the parties agree to the following:
CALPERS MODIFICATIONS – HOLIDAY
CURRENT MOU VERBIAGE

Additionally, those employees working in overtime status on a scheduled city holiday shall be compensated at either the normal regular pay rate or the overtime pay rate for the hours worked depending on whether the time is normal work hours or overtime work hours and then paid an additional 1.5 times the regular rate of pay as Holiday Pay, which shall be reported to CalPERS accordingly. In this instance, the amount of such overtime compensation over and above the rate of Holiday Pay (defined as regular rate of pay times 1.5) shall be reported to CalPERS as special compensation. CITY OF ARVIN
Staff Report
Meeting Date: November 28, 2023
TO: Arvin City Council
FROM: Alex Ghazalpour, Police Chief
Jeff Jones, City Manager
SUBJECT: Approval of A Resolution of the City Council of the City of Arvin Dispensing with the Public Bidding Requirements and Authorizing the City Manager to Execute the Quotes from ProForce Law Enforcement for the Upgrade and Buyback of Arvin Police Department’s Firearms Based on the Single Vendor Exception.
BACKGROUND:
The Arvin Police Department is requesting to upgrade the current firearms that the police officers are using. This staff report outlines the proposal to replace the current departmentissued Glock 22, .40 caliber handguns with the newer Glock Model 45, 9mm handguns equipped with RMR sights. Additionally, the report recommends selling the phased-out Glock 22 handguns to officers upon their request for a nominal fee.
The rationale for replacement falls upon a major cost savings factor coupled with additional benefits such as:
1. Ammunition Standardization:
a. The shift to the 9mm caliber aligns with the trend of many law enforcement agencies moving towards standardization, allowing for ease of ammunition procurement and training.
b. 9MM ammunition can also be procured at a lower price than the .40 caliber ammunition, hence allowing for a long-term saving on ammunition.
2. Improved Firearm Features:
a. The Glock Model 45 offers advancements in design, ergonomics, and functionality, enhancing officer safety and performance.
The addition of RMR sights provides improved accuracy and target acquisition.
As a part of this process, we would dispose of our current firearms through a transparent process giving each officer the option to purchase the firearm for a nominal fee in line with the current resale value of the firearm. We also have a second option of selling all of the firearms to ProForce which would be a credit towards the invoice amount for the firearms, and lastly, we will be selling our property and evidence firearms that have a court order for destruction to ProForce as well which will be an additional credit amount towards the total invoice for the new firearms.
3.F.1
Attachment: Staff Report - ProForce Firearms Upgrade and Buyback_112823 (Arvin PD Firearms Upgrade and Buyback - Dispense with Public Staff Report Police Department Firearms Upgrade and Buyback
FINANCIAL IMPACT:
The cost of this project in its entirety is $36,158.27.
ProForce is an organization and entity that works directly with Glock Firearms and is a law enforcement authorized distributor. No other distributor does firearm buyback and applies credit towards new firearms purchases, hence allowing us to bypass the bidding process.
This project is not included in the General Fund budget for FY 23/24. It may be paid for by either (1) a reduction of other police department budgeted items or (2) re-allocation of other budgeted but unspent American Rescue Plan Act (ARPA) funds.
RECOMMENDATION:
Staff recommends approval of the Resolution to dispense with the public bidding requirements and authorizing the City Manager to execute the quotes from ProForce Law Enforcement for the upgrade and buyback of Arvin Police Department’s firearms based on the single vendor exception.

Dear Jeffrey,
DiamondIT recommends the deployment of Microsoft Endpoint Manager, also known as InTune. Microsoft Endpoint Manager is a cloudbased device management service that allows organizationsto manage device compliance and configuration to ensure they meet security and health standards. Endpoint Manager can also be used to lock or wipe enrolled devices to remove organizational data in the event the devices are lost or stolen and has support for all modern Windows, MacOS, iOS, and Android platforms.
The City of Arvin currently has entitlement for (60) InTune licenses included with existing Microsoft 365 Business Premium licenses. The project is scoped with a focus on the initial deployment of Microsoft InTune for disk encryption on no more than (60) windows workstations. Additional policy configurations and support for personal devices, including mobile phones and tablet policies, are available but not included in this initial project. Audits and cleanups of devices in Active Directory are not included in the project and may be required to attain the estimated license quantities. These cleanup projects are not included in this quote.
To proceed with the proposed recommendationssimply sign the authorization page with detailed pricing. If you have any questions pertaining to the information we have prepared, please let me know.

Dear Jeffrey,
Please find enclosed our proposal to deploy Desktop Multi-factor Authentication to all devices connected to your Active Directory Domains including Arvin PD's MDC devices. Connecting the MDCs to the departments Active Directory will allow for centralized authentication and enforcement of security policies. It aids in the delivery of DOJ compliant NIST standards that are delivered by domain policies. It will also streamline the logon process and reduce the number of passwords an Officer needs to remember or change on a regular basis.
Multi-Factor Authentication (MFA) is an important security control that can proactively reduce the risk of a data breach. User names and passwords are easily stolen or compromised. There is a reason that mature and security focused organizationsrequire both clients and employees to use MFA to access their systems. DiamondIT is recommending Cisco's MFA solution DUO. DUO is designed to require users to enter their network password at log on and then a second factor of authentication in the form of an MFA code.
DUO is primarily intended for use with Smartphones push notifications and there are options for purchasing dedicated Hardware Tokensif needed. Once users get DUO registered and deployed to the first application its much easier to add new ones. This project will first deploy Multi-Factor Authentication to your Windows Desktop logins and then we will extend protections to Microsoft 365 Logins.
DUO will be provisioned and licensed for all enabled users accounts as discovered during start or project. Audits and cleanup of user accounts in Active Directory are not included in the project and may be required to attain the estimated license quantities.
This project requires both City and PD have dedicated Microsoft 365 tenants with Azure AD Connect deployed for user synchronization. We have included pricing for DUO hardware tokensfor the City side users. The hardware tokens option will eliminate the need for employees to use their personal cell phones. The hardware tokens provide a code that can be used as an alternative to SMS TextMessages or the DUO Mobile App push notifications on smartphones. PD users will be expected to use Smartphone applications. If the City of Arvin would like to purchase additional hardware tokens, please let your account manager know and we can provide a dedicated quote for the number of Quote #006926 v5 Page: 2 of 9

required hardware tokens.
We will work with your organization to deploy agents, enroll users, and enforce Multi-Factor Authentication for your desktop computers. The project is written for users to complete the self enrollment process using their smartphones by following end-user documentation and a scheduled/recorded group training session. All Onsite support, Individual User Enrollment and End-User assistance is available and will be billed in addition on time and materials basis.
Please sign the authorization page with detailed pricing to proceed with the proposed recommendations. Please let me know if you have any questions about our prepared information.

Dear Jeff,
I have prepared the following proposal to move the Arvin Police Department email hosting services to a dedicated Microsoft 365. The Police Department is currently sharing a Microsoft 365 tenant with the City. This creates multiple challenges, but most significant is security and compliance concerns with DOJ requirements. There are additional challenges when connecting two separate organizationsthat limit password synchronization and deployment of tools like Multi Factor Authentication, Microsoft InTune for device management, and disk encryption.
This will increase security and streamline user names and passwords for PD users. This also necessary to properly deploy Desktop MFA to PD users. All users accounts will have synchronization for passwords, spam filter user provisioning, and MFA user provisioning based on their local active directory user account. PD users will receive a new email address with a new email domain name (i.e. user@new-arvinpddomain.org). The domain purchase will be provided by the City using its existing GoDaddy account with DiamondIIT's assistance.. The City may need to update the expired credit cards stored in the GoDaddy portal.
The project will separate email for the PD from the City of Arvin into dedicated Microsoft 365 tenants. The project scope includes build out of a dedicated domain name for the Police Department and then migrate existing mailboxesto a separate and dedicated Microsoft 365 tenant.
The project includes migration of all existing mail, calendar, and contact data from the City's Microsoft Tenant. Microsoft365 G3 licensing brings together featuresfrom across Microsoft’s offeringsin a solution designed for government customers. This hosted platform provides more security and protections than any organization can reasonably deliver using on-premise server infrastructure.
Microsoft 365 GCC combines featuresincluded in Office 365 with the Windows 10, and Microsoft Enterprise Mobility + Security. Plan Features:
Business class email (50GB), calendar, and contacts
Fully installed and web versions of Office apps
1TB file storage and sharing
Microsoft Teams
Mobile Device Management
Increased Security features
Single console to manage user and device settings
Microsoft 365 GCC provides all the functionality of its enterprise counterpart but is hosted in a separate, secured environment and adds compliance featureslike accreditation, personnel screening, and data residency that enable the service to meet the unique needs of US Government customers. State and local government customers that require compliance-level data protection and security can also take advantage of Microsoft 365 G3 GCC
The following proposal includes the monthly cost of the recommended services along with the project scope of work detailing the services to be completed, and our assumptions listing items that are out of scope or information that you need to be made a ware. Please review the following proposal and contact me with any questions, changes or concerns you have.
Thank you,
