CALL TO ORDER @ 6:13 PM
ROLL CALL: All present.
1. APPROVAL OF AGENDA AS TO FORM.
Staff recommended that item 3 be removed from the agenda.
Council Member Horton moved that the agenda be approved with that change.
Mayor Pro Tem Reyes seconded the motion. Motion passed by a vote of 4 to Counci Member Tarver moved that the item be reconsidered and re-opened based on the fact that Public Comments were not held on this item. Mayor Pro Tem Reyes seconded the motion. Motion passed by a vote of 4 to 0.
1. APPROVAL OF AGENDA TO FORM (Reconsidered Item)
Sixteen members of the public commented that the agenda should not be approved as to form and that item 7-C (regarding certification of the election results of November 5, 2024, and subsequent swearing-in of the Mayor elect Calderon and Council member elect Perez) should be moved to the top of the agenda. Two members of the public commented that the agenda to form should not be changed.
Council Member Horton moved that the original agenda to form be approved, subject to removing item 3. Mayor Pro Tem Reyes seconded the motion.
Motion passed by a vote of 4 to 0.

A. Approval of Demand Registers) of October 15'h, October 22nd. October 24th, October 30t, November 6", November 13t, November 19t, and November 24th, 2024.
B. Approval of Payroll Register of October 8th to October 21st. October 22nd to November 4th, and November 5th to November 18, 2024.
C. Approval of Minutes for the Regular Arvin City Council meeting of October 22nd ,2024, Special Arvin City Council meeting of November 19th, 2024, and Special Arvin City Meeting of November 26th 1, 2024.
D. Approval of a Proclamation proclaiming Wednesday, Dec 13, 2024, as William Gregg "Cowboy" Day
E. Approval of a Resolution of the City Council of the City of Arvin Setting Forth the Meeting Dates and City Holidays for Calendar Year 2025.
Mayor Pro Tem Reyes moved to approve the consent agenda items. Council Member Horton seconded the motion. Motion passed by a vote of 4 to 0.

A Public Hearing to Consider Approval of A Resolution of the City Council of the City of Arvin Declaring the Necessity to Commence Eminent Domain Proceedings for the Acquisition of the Property Located at the Southeast Corner of Rancho Dr. and Millux Rd., Arvin, California 93203: APN 446-010-

4. ACTION ITEM(S) - OLD BUSINESS
A. Consideration, Discussion, and Possible Approval of Grants Manager Employment Agreement (Mayor Borreli and CM Horton) (HR Manager to provide staff report)
Direction was given to staff to present this item at the next meeting - January 14, 2025 for consideration and possible approval.
B. Consideration and Approval of a First Amendment to the Professional Consultant Services Agreement between the City of Arvin and DPSI Engineers, Inc. for On-Call Engineering Services in the Amount of $470,900.00 for the (1) Design of Street Construction of 4'h Street between Campus Drive and Walnut Drive, and (2) Design of Paving and Reconstructing of Meyer Street Between Bear Mountain Boulevard and Sycamore Drive. (City Manager)
Two members of the public provided comments on this item.
Council Member Horton moved to approve the amendment to the Professional Services Agreement with DPSI Engineers, Inc. Mayor Pro Tem Reyes seconded the motion. Motion passed by a vote of 3 to 1 with Council Member Tarver voting no.
C. Consideration and Approval of A Resolution of the City Council of the City of Arvin Accepting and Awarding Bid and Authorizing the City Manager to Execute the Quote from Flock Group, Inc. for a two-year Subscription Purchase of Elghteen (18) Flock Safety Falcon Cameras and Related Technology in the Amount of $109,550.00, and Authorizing the Purchase based on the Sole Source Exemption of City of Arvin Purchasing Policy. (City Manager)
The Chief of Police provided the staff report for this item.
A letter from ACLU of Southern California opposing the proposed purchase was received by the Council.
Five members of the public provided comments opposing the proposed purchase.
Council Member Horton moved to approve the purchase. The motion failed due to lack of a second.

Mayor Pro Tem Reyes moved to table the resolution to the January 14, 2024 Council meeting. Council Member Horton seconded the motion.
Motion to table passed by a vote of 4 to 0.
D. Consideration, Discussion, and Possible Approval of Transit Manager Employment Agreement and Job Description (Mayor Borreli and CM Horton) (HR Manager to provide staff report)
Direction was given to staff to present this item at the next meeting - January 14, 2025 for consideration and possible approval.
E. Approval of a Resolution of the City Council of the City of Arvin (1) Declaring Central Natural Gas (CNG) Station as Surplus and (2) Directing the City Manager to Authorize Sale of the Equipment. (City Manager) Council Member Horton moved to table the resolution to the January 14, 2024 Council meeting. Mayor Pro Tem Reyes seconded the motion.
Motion to table passed by a vote of 4 to 0.
SUCESSOR AGENCY ITEMS
A. Consideration and Acceptance of a Resolution Approving a Purchase Sale Agreement between the Dissolved Arvin Community Redevelopment Agency (Successor Agency) and State Foods LLC or Assignee and Arvin Walnut Properties LLC for the purchase of APNs 190-270-01, 190-270-03, 190-270- 05, and 190-270-06 which consists of a total of 5.14 acres and is located at Bear Mountain Blvd and North Walnut Street in the City of Arvin CA in the mount of $1,032,098. (City Manager)
Council Member Horton moved to accept the resolution and approve the purchase sale agreement. Mayor Pro Tem Reyes seconded the motion.
Motion passed by a vote of 3 to 1 with Council Member Tarver voting no.

Consideration and Approval of A Resolution of the Board of Directors of the Successor Agency to the Dissolved Arvin Community Redevelopment Agency, Approving and Adopting A Recognized Obligation Payment Schedule Covering the Period of July 1, 2024 through June 30, 2025 Pursuant to Health and Safety Code Section 34177(I) and (o). (City Manager/Executive Director) Council Member Tarver moved to approve the resolution. Council Member Horton seconded the motion. Motion passed by a vote of 4 to Resolution # 2024-62
ACTION ITEM(S) - NEW BUSINESS
A. Consideration and Approval of A Resolution of the City Council of the City of Arvin Accepting and Awarding Bids to Jim Burke Ford for the Purchase of one (1) 2024 Ford F-150 Super Cab 4x4 in the amount of $50,212.93 and with Galpin Ford for the Purchase of three (3) 2024 Ford F-150 Super Cab 4x2 in the amount of $47,631.08 per unit (total value $142,893.24) and Authorizing the City Manager to Enter into a Purchase Agreement with Both Vendors and Related Actions. (City Manager)
The staff report for this item was presented by the Chief of Police.
Council Member Tarver moved to approve the resolution. Mayor Pro Tem Reyes seconded the motion. Motion passed by a vote of 4 to 0.

Consideration and Approval of A Resolution of the City Council of the City of Arvin Accepting City Clerk's Certification, Declaring the Results of the General Municipal Election for the Election of One Mayor (Full-Term) and One Councilmember (Full-Term), Held in the City of Arvin on the 05'h Day of November, 2024. (City Clerk)
Council Member Tarver moved that the Council adopt the Resolution of the City Council of the City of Arvin Accepting City Clerk's Certification, Declaring the Results of the General Municipal Election for the Election of One Mayor (Full-Term) and One Councilmember (Full-Term), Held in the City of Arvin on the 05th Day of November, 2024. Mayor Pro Tem Reyes seconded the motion. Motion passed by a vote of 4 to 0.

The Deputy City Clerk administered the Oath of Office to incoming Council Member Perez and incoming Mayor Calderon.
