The City of Arvin provides road maintenance services to its citizens. The City plans to rehabilitate the streets and roads and construct a new street in Arvin using SB1 Funds, the Road Repair and Accountability Act. The Streets and Highway Code (SHC) Section 2032.5(a) articulates that the objective of the Local Streets and Roads Program is to address deferred maintenance on the local streets and roads through prioritization and delivery of basic road maintenance and rehabilitation projects as well as critical safety projects.

To receive its apportionment of road maintenance funds from the Controller, the City of Arvin must submit and adopt a list of projects to the California Transportation Commission (CTC) by July 1, 2025.

The SB1 program is an ongoing funding source for road projects for the fiscal year 2025/2026.

Staff recommends relisting our 2024-2025 project, the 4th Street build project, so that the City has the matching funds for the same project that Congressman David Valadao recently approved to move forward. Current estimates for the full design and construction of 4th Street are $2.5 million.

The estimated 2025-2026 SB1 apportionment is $516,705. This project will benefit Arvin residents and the city of Arvin by generating significant economic development and job creation.

Additionally, the City lists several new (planned grant application) projects to be submitted in July through the competitive CMAQ and RSTP programs to meet the required match funds for these projects. The latest projects include road rehabilitation, complete streets initiatives, gap closures, and repairs, as well as support for first-mile and last-mile active transportation improvements.

STAFF RECOMMENDATION:

Staff recommends that the City Council adopt the Resolution.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARVIN

APPROVING A PROJECT LIST FOR THE ROAD REPAIR AND
ACCOUNTABILITY ACT (SB 1) FOR FISCAL YEAR 2024/25
THE CITY COUNCIL OF THE CITY OF ARVIN RESOLVES AS FOLLOWS:

SECTION 1. Findings.

The City Council finds as follows:

A. Senate Bill 1 (“SB 1”), the Road Repair and Accountability Act of 2017 (Chapter 5, Statutes of 2017) was passed by the California Legislature and signed into law by the Governor in April 2017 in order to address the significant multi-modal transportation funding shortfalls statewide.

B. SB 1 includes accountability and transparency provisions that will ensure the residents of our City are aware of the projects proposed for funding in our community and which projects are in progress or have been completed each fiscal year.

C. The City must adopt a list of all projects proposed to receive funding from the Road Maintenance and Rehabilitation Account (RMRA), created by SB 1, in the City budget, which must include a description and the location of each proposed project, a proposed schedule for the project’s completion, and the estimated useful life of the improvement.

D. The City is expected to receive an estimated $516,705.00 in RMRA funding in Fiscal Year 25-26 from SB 1.

E. The funding from the Act will help the City maintain and rehabilitate its streets throughout the City this year and several similar projects in the future.

F. The 2023 California Statewide Local Streets and Roads Needs Assessment found that the City streets and roads are in a severely distressed condition and this revenue will help us increase the overall quality of our road system and over the next decade will bring our streets and roads into an acceptable condition.

G. The SB 1 project list and overall investment in our local streets and roads infrastructure with a focus on basic maintenance and safety, investing in complete streets infrastructure, and using cutting-edge technology, materials and practices, will have significant positive co-benefits statewide.

With the inclusion of these previously listed projects in this resolution, the City is reaffirming to the public and the State its intent to fund these projects with Road Maintenance and Rehabilitation Account revenues.

Authorizing Submission of Application I-Bank for Financing a Capital Improvement Projects.

CITY OF ARVIN
Staff Report
Meeting Date: June 24, 2025
TO: Arvin City Council
FROM: Jeff Jones, City Manager/Finance Director
SUBJECT: A Resolution of the City Council of the City of Arvin Authorizing the Submission of an Application to the California Infrastructure and Economic Development Bank (IBANK) for Financing a Capital Improvement Project, Authorizing the Procurement of an Obligation Payable to IBANK for the Financing of Capital Improvement Projects, Declaration of Official Intent to Reimburse Certain Expenditures From the Proceeds of an Obligation, and Approving Certain Other Matters in Connection Therewith.

BACKGROUND:

The City of Arvin is expected to receive upwards of eleven million dollars in reimbursable grants over the next two years. Reimbursable grants require that the City pays vendors and contractors for services related to the grant before the City is reimbursed by the grantor.

This reimbursement process cycle means that the City will be lacking cash advanced for those grant funded projects for anywhere between 30 to 180 days. As the City of Arvin has on average less than four million dollars in operating cash at a given time, the City will have to incur shortterm loans to obtain enough funding to pay for all the grant expenses.

IBANK has recently changed its internal policies and will now accept short-term loan applications which are supported by awarded grant agreements. IBANK has the lowest cost fixed interest rate available and the lowest cost of issuance making it the best option for the City Specifically, IBANK provides the City with the following benefits compared with private financing:
• 100% Financing
• No scoring of applications
• No waitlist of applications
• Applications accepted continuously
• Technical assistance during the application process
• Generally quick reimbursement process – 72 hours
• Better interest rates than private lenders
• No up-front application fees
Staff will return to the City Council for approval of the financing agreement once IBank has indicated approval of each short-term loan. Approval to seek financing with IBank now will

Authorizing Submission of Application I-Bank for Financing a Capital Improvement Projects. provide more flexibility in terms of locking in a low interest rate and to ensure that financing is available when construction of grant-funded projects commence.

STAFF RECOMMENDATION: Staff recommends approval of the Resolution authorizing the City Manager to submit an application to the California Infrastructure and Development Bank.

FINANCIAL IMPACT:

There will be a 1% loan implementation fee plus interest carrying charges for the short-term loans. Interest charges are not reimbursable as a grant expense – as a result all interest charges will be general fund expenses. Maximum expected costs of short-term financing via IBANK over the next two years will be less than $100,000.

Example costs for a $1,000,000 cash flow loan for 90 days at an interest rate of 4.75%.

Implementation fee: 1% of loan - $10,000.00
Interest - $11,875,00
The City Manager/Finance Director will direct the City’s project managers to streamline projects where possible, keeping cash outflow to minimal amounts of time.
