CITY OF ARVIN
Agenda Report
Meeting Date: July 8, 2025
TO: Arvin City Council
FROM: Samuel Lux, City Engineer
Jeff Jones, City Manager
SUBJECT: A Resolution of the City Council of the City of Arvin authorizing the submittal of applications to the Kern Council of Governments for the Regional Surface Transportation Program (RSTP) and committing the necessary local match and stating the assurance to complete the project.
BACKGROUND
The City of Arvin has identified the need for road reconstruction at key locations within the city to maintain and improve transportation infrastructure. The City plans to submit applications for funding through the Kern Council of Governments (Kern COG) under the Regional Surface Transportation Program (RSTP).
Projects funded through the RSTP must meet specific eligibility criteria, including but not limited to the following:
• The roadway must have a functional classification as a collector or arterial. • The roadway must not have received RSTP funding within the past 10 years.
As part of the RSTP application requirements, the City Council must adopt a resolution identifying the proposed projects and committing to the minimum local match required. This resolution is necessary to demonstrate the City's financial commitment and to secure grant eligibility.
The City has identified the following eligible road segments for proposed RSTP funding, as shown in Exhibit A:
• Stockton Avenue from Franklin Street to Fallbrook Avenue (0.25 miles) • North A Street from State Route 223 to 5th Avenue (0.39 miles) These segments were selected based on pavement condition, classification, and compliance with funding criteria.

RECOMMENDATION
Staff recommends that the City Council approve the submission of applications to Kern COG for RSTP funding for the road reconstruction projects listed in Exhibit A and authorize the City Manager or designee to execute all necessary documents to apply for and accept the grant funds.
FISCAL IMPACTS
The RSTP grant requires a local match of 11.47% (as shown in Exhibit A), which can be satisfied using general funds allocated for roadway improvements. The City intends to meet this local match requirement using SB1 (Road Maintenance and Rehabilitation Account) funds or local sales tax revenues dedicated to road maintenance.

CITY OF ARVIN
Agenda Report
Meeting Date: July 8, 2025
TO: Arvin City Council
FROM: Samuel Lux, City Engineer
Jeff Jones, City Manager
SUBJECT: A Resolution of the City Council of the City of Arvin authorizing the submittal of applications to the Kern Council of Governments for the Congestion Mitigation Air Quality (CMAQ) program; and committing the necessary local match and stating the assurance to complete the project.
BACKGROUND
The City of Arvin has identified the need for various road improvement and congestion mitigation projects to enhance traffic flow, improve air quality, and promote alternative transportation modes.
The City plans to submit applications for funding through the Kern Council of Governments (Kern COG) under the Congestion Mitigation and Air Quality Improvement Program (CMAQ).
Projects funded through the CMAQ program must meet specific eligibility requirements, including but not limited to:
• The project must contribute to the reduction of traffic congestion or mobile source emissions.
• The project must be cost-effective and help the region meet federal air quality standards.
CMAQ projects are awarded through a competitive scoring process. All submitted projects will be evaluated and ranked based on their ability to reduce congestion and emissions, among other factors. Funding is limited, and projects will be awarded based on their competitive scores. For this cycle, the total available CMAQ funding is $13,215,600.
As part of the application process, the City Council must adopt a resolution identifying the proposed projects and committing to the minimum local match required. This resolution is necessary to demonstrate the City's financial commitment and to secure grant eligibility.
The City has identified the following projects for proposed CMAQ funding, as shown in Exhibit A:
• 5th Avenue Complete Streets Project: C Street to Derby Street (0.04 miles)
