Staff Report re City Participation in CalFresh Food Distribution Initiative.
CITY OF ARVIN
Staff Report
Meeting Date: October 31, 2025
TO: Arvin City Council
FROM: Jeff Jones, City Manager / Finance Director
SUBJECT: Consideration and Approval for the City of Arvin to Participate in a CalFresh Food Distribution Initiative to be Held at Arvin High School on November 11, 2025 from 7:00am to 7:00pm to Provide Relief to the Most Impacted by the Ongoing Federal Shutdown and Authorization to Obtain Special Event Insurance.
RECOMMENDATION
Staff recommends that the City Council support and authorize the City of Arvin’s participation in an emergency food distribution event to provide relief to local residents affected by the ongoing federal government shutdown. The event is scheduled for Monday, November 11, 2025, from 7:00 a.m. to 7:00 p.m. at Arvin High School. The City will obtain special event insurance, if required.
BACKGROUND
Due to the continued federal government shutdown, CalFresh (SNAP) recipients will not receive their November benefits, marking the first lapse in the program’s history. This interruption means that thousands of Arvin families who rely on CalFresh to purchase groceries face food insecurity this month.
To address this urgent community need, the City of Arvin, in partnership with Community Action Partnership of Kern (CAPK) Food Bank, local community groups, and volunteers of all ages, proposes to host a large-scale Food Distribution Event. The goal is to provide emergency food assistance to families and individuals most impacted by the suspension of federal food aid. This collaborative effort reflects the City of Arvin’s continued commitment to supporting our most vulnerable residents in times of crisis. By joining this community-wide food distribution event, the City will help ensure that families facing financial hardship due to the federal shutdown receive the assistance they urgently need.
Staff respectfully recommends that the City Council support and authorize the City’s participation in the November 11th Food Distribution Event at Arvin High School.
The proposed event will:
• Be held at Arvin High School to ensure accessibility and sufficient capacity for the anticipated turnout.
• Operate from 7:00 a.m. to 7:00 p.m., allowing flexibility for working families to attend. • Be staffed by community volunteers of all ages and backgrounds. • Provide essential groceries and fresh produce to families affected by the shutdown.
The City’s role will include coordination support, traffic control, and public communication. No significant fiscal impact is anticipated beyond minimal staff time to coordinate and use of City communication resources to promote the event.
FISCAL IMPACT
Minimal. City participation will primarily involve coordination, traffic control and outreach support. All food and distribution logistics are being provided through partner organizations.
