ROLL CALL: All present. MPT Reyes left the meeting during Closed Session at 12:15pm and was not present during the remainder of the meeting through adjournment.
1. APPROVAL OF AGENDA AS TO FORM.

2. ACTION ITEM(S)
A. Consideration and Approval for the City of Arvin to Participate in a CalFresh Food Distribution Initiative to be Held at Arvin High School on November 11, 2025 from 7:00am to 7:00pm to Provide Relief to the Most Impacted by the Ongoing Federal Shutdown and Authorization to Obtain Special Event Insurance.
Staff recommends the Council approve the City of Arvin's Participation in the CalFresh Food Distribution Initiative and authorize City staff to obtain Special Event Insurance.

A. PUBLIC EMPLOYEE PERFORMANCE EVALUATION (Government Code §54957(b).)
Title: City Manager/Finance Director
CLOSED SESSION REPORT BY MAYOR CALDERON: The City Council unanimously decided to split the role of the City Manager and the Finance Director. These two positions will be held by two separate individuals. The City Special Arvin City Council Meeting Agenda - October 31, 2025.
Council has decided unanimously to appoint Jeff Jones as the City Manager. The position of Finance Director is now vacant, and the Council has directed staff to fill the vacancy as required by law.
