ROLL CALL: All Present; MPT Reyes arrived late during Closed Session Item 2B, and CM Tarver arrived late during Presentation Item 4B.
1. APPROVAL OF AGENDA AS TO FORM.
Motion to approve the agenda with the request from Staff that the City Council add the following to the closed session agenda pursuant to Government Code Section 54954.2(b)(2). This request is based on the determination that there is a need for immediate action and that the need for such action came to the attention of City staff after the agenda was posted. Two-thirds of the members present agree that these criteria are met so the item may be considered in closed session:

A. Consideration and Approval of A Resolution of the City Council of the City of Arvin Authorizing the City Manager to Execute a Deferred Improvement Agreement Between the City of Arvin and Arvin Community Services District for Solar Array Site Development Permit.
Staff recommends that the City Council:
1. Make a determination as to whether to require a surety mechanism; and
2. Approve a resolution authorizing the City Manager to execute the proposed agreement.

1. A Resolution of the City Council of the City of Arvin as the Successor Agency to the Arvin Community Redevelopment Agency Declaring Certain Real Property Identified as Kern County Assessor's Parcel No. 190-270-05-00-0 as Exempt Under Government Code Section 54221(f)(1)(D); and Resolution No. 2025-80
2. A Resolution of the City Council of the City of Arvin as the Successor Agency to the Arvin Community Redevelopment Agency Approving the Right of Way Contract and Grant Deed for the Conveyance of Certain Real Property Identified as Kern County Assessor's Parcel No. 190-270-05-00-0 (CalTrans Parcel No. 89455) to the California Department of Transportation and Authorizing the City Manager/Successor Agency Executive Director to Execute All Documents and Take All Actions Necessary to Complete the Transaction.
