Staff Report re: Sale of Police Canine
CITY OF ARVIN
Staff Report
Meeting Date: January 12, 2026
TO: Arvin City Council
FROM: Joseph Huggett, Acting Chief of Police
Jeff Jones, City Manager
SUBJECT: Resolution Declaring City Owned Property as Surplus and Authorize Disposition Pursuant to Arvin Municipal Code Section 3.08.110.
BACKGROUND
Government Code Section 37350 and Arvin Municipal Code Section 3.08.110 authorize and regulate the disposition of surplus equipment and materials, subject to City Council approval. Before any disposal occurs, the City Council must declare the items as surplus and provide staff with direction on how to proceed—whether by sale, auction, or transfer.
The Arvin Police Department currently maintains a four-year-old police canine (“Dago”), acquired approximately three years ago for $12,000. Dago was previously assigned to a trained Arvin Police Officer who has since joined the Shafter Police Department. The canine remains the property of the City of Arvin.
Following the handler’s departure, the Shafter Police Department expressed interest in purchasing Dago to allow it to continue working with its established handler in a familiar operational environment. The City of Shafter has formally offered $10,000 for Dago. Staff recommends that the City Council declare Dago surplus and authorize the City Manager to sell the canine to the City of Shafter for $10,000, subject to a purchase and sale agreement prepared by the City Attorney’s Office.
The following points outline the basis for staff’s recommendation to approve the sale of Dago:
Operational Continuity and Animal Welfare: Police canines perform best when paired with a consistent handler. The proposed sale allows the canine to remain with its trained handler, supporting continuity of care, training, and overall well-being.
Canine Handler Training: Should Arvin keep the canine, it would be required to send the new handler to a police canine handler school for 6-8 weeks, at a cost of $5,000- $6,000. It would then take additional time for the canine and the handler to bond before full field deployment.
Canine Service Lifespan: Police canines typically have a limited working lifespan. Based on age, service and medical history, this canine is estimated to have approximately four working years remaining.
Medical and Maintenance Costs: This canine has experienced prior health issues that resulted in significant and unanticipated medical expenses to the City. These costs are expected to increase as the canine ages.

Staff Report re: Sale of Police Canine
Evolving Policy and Public Expectations: The use of police canines—particularly for apprehension—has come under increased public scrutiny statewide and nationally. There has been recent legislative discussion in California regarding limitations on certain canine deployment practices.
Limited Utilization and Liability Exposure: The operational use and deployment of this canine over its service period has been limited. Given the inherent risks associated with canine deployment, staff determined the potential liability exposure outweighs the operational benefit to the department.
Fiscal Responsibility: The proposed sale price of $10,000 represents a reasonable recovery of the City’s initial investment while reducing ongoing operational, medical, and liability costs.

STAFF RECOMMENDATION
Staff recommends the City Council:
(1) Approve the attached Resolution Declaring City Owned Property (Police Canine Dago) as Surplus Property; and
(2) Authorize the City Manager to sell Canine Dago to the City of Shafter for $10,000, subject to a purchase sale agreement prepared by the City Attorney’s Office.
FINANCIAL IMPACT
Approval of the sale will result in $10,000 in revenue to the City and eliminate future expenses related to veterinary care, training, equipment, and liability associated with maintaining a police canine program.

C. The City Council affirms that the most prudent course of action is to declare Canine Dago surplus property and complete its sale to the City of Shafter.
