Staff Report
Meeting Date: March 24, 2026
TO: Arvin City Council
FROM: Isaiah Medina, Consultant Planner
Russell Graham, Civic Spark Fellow
Bonique Emerson, AICP, Consultant Planner

SUBJECT: Approval and Confirmation of Findings for the 2025 Annual Progress Report (APR) for the City of Arvin General Plan and 6th Cycle Housing Element Staff Recommendation:
Staff recommends the City Council:
1. Motion to Approve a Resolution to Approve and Confirm the Findings of the 2025 Annual Progress Report (APR) for the City of Arvin General Plan and 6th Cycle Housing Element (2023-2031), Authorize Its Submittal by Staff, and Find That the Project is Exempt from CEQA
Executive Summary:
Government Code Section 65400 and 65700 mandates that all cities and counties submit an annual report on the status of the General Plan and progress in its implementation to their local legislative bodies, Governor’s Office of Land Use and Climate Innovation (LCI), and the Department of Housing and Community Development (HCD) by April 1 of each year. The progress reports track implementation of the policies, programs, and goals outlined in the General Plan. The APR is simply a reporting document and does not create or modify any City goals, policies, or programs found in the General Plan. It must be presented to the City Council for review and acceptance before submittal to LCI and HCD.
Background
A General Plan is a comprehensive, long-term plan for the physical development of the city. The General Plan establishes a community’s vision for land use, housing, transportation, environmental conservation, economic development, and public safety and services. Required by State law, it provides policy direction to guide decision-making and ensure orderly, sustainable development.
General Plan Elements
California law requires specific elements in a General Plan, although cities can include additional ones based on local priorities. The Elements included in Arvin’s General Plan include:

1.Introduction
State law requires all cities and counties in California to adopt a General Plan, comprised of a minimum of seven (sometimes nine) mandated “Elements”, that address physical development within its jurisdiction.
The City of Arvin has adopted a General Plan that includes the nine mandated Elements (Land Use, Conservation and Open Space, Noise, Environmental Justice, Circulation, Safety, Air Quality, and Housing) as well as four “optional” elements (Community Health, Climate Action Plan, Economic Development, and Water). The law requires General Plans to be comprehensive, internally consistent, and provide a long-term perspective.
The purpose of this Annual Progress Report (APR) is to inform residents of the City of Arvin (City) about the status of implementation of the goals, policies, and programs described in the General Plan. The City’s General Plan APR (GP APR) was prepared in accordance with the guidelines established by the California Office of Land Use and Climate Innovation (LCI) and consistent with Government Code Section 65400.
The GP APR summarizes the status of General Plan objectives to help citizens and City officials gauge progress towards achieving the City’s stated goals. It is also an opportunity to review how well the Plan’s policies are being implemented.
2. Acceptance by Local Legislative Body
The GP APR was reviewed and accepted by the City Council on March 24, 2026.
3.General Plan Update
The General Plan was adopted by the City Council on August 21, 2012. The General Plan was last amended on January 28, 2025.
4.Measures Associated with Implementation
The GP APR summarizes the status and implementation of the General Plan Goals during the 2025 calendar year. The goals included in this report are specific to the following State-required General Plan elements:
Circulation, Land Use, Noise, Open Space and Conservation, and Safety. The City implemented the goals contained within these elements through approved development projects, ongoing City programs, and efforts to maintain consistency between the Municipal Code and the General Plan.
5.Housing Element APR
Government Code Section 65400 requires that each jurisdiction prepare an annual progress report on the status of the housing element and progress in its implementation, using forms and definitions adopted by HCD. The City has prepared the 2025 Housing Element APR and will submit it separately to HCD and LCI.

Attachment: Att A RESO 2025 Annual Progress Reports (BWS) (Approval and Confirmation of Findings for GP and HE 2025 APR) 2025 General Plan Annual Progress Report
6. Compliance with LCI’s General Plan Guidelines
LCI adopts and periodically updates the General Plan Guidelines, which outline the requirements fort General Plan elements. The City’s General Plan follows these requirements, ensuring that all state-required elements are included and that all mandated issues are addressed.
Pursuant to Government Code Section 65588, the Housing Element is the only element that must be periodically revised then submitted and certified by HCD. Other General Plan elements are updated at the direction of the City Council.
6.1 Housing Element
The City Council adopted the 2023-2031 Housing Element on January 28, 2025. HCD certified the City of Arvin’s Housing Element on The 2023-2031 Housing Element addresses the Regional Housing Needs Allocation (RHNA) and demonstrates a surplus of available and adequate sites to accommodate housing for all income levels throughout the planning period.
6.2 Climate Change
Pursuant to Government Code Section 65302(g), the Safety Element includes an assessment of climate change related risks and vulnerabilities, along with adaptation and resilience strategies designed to reduce those risks. The Safety Element also references the Kern County Multi-Jurisdictional Hazard Mitigation Plan as a framework to address both existing and future climate change-related hazards.
6.3 Environmental Justice
Pursuant to Government Code Section 65302(h) and Senate Bill (SB) 100, jurisdictions are required to either include an environmental justice element in their general plan or incorporate environmental justice goals, policies, and objectives throughout other general plan elements. The City of Arvin adopted an Environmental Justice element on February 28, 2023, to address this requirement. The Environmental Justice element addresses Land Use and Transportation, Environmental Pollution, population demographics, Air Quality, and Highways and Oil Fields. It also includes objectives and policies focused on Public Input and Capacity Building, Land Use and the Environment, Mobility and Active Living, and Healthy and Affordable Housing.
6.4 Tribal Consultation
In compliance with state law and City policies, the City conducts tribal consultation prior to adopting or amending the General Plan, Specific Plans, and environmental documents subject to the California Environmental Quality Act (CEQA). These consultation efforts are conducted in accordance with applicable statutory requirements and are intended to ensure that tribal cultural resources are appropriately considered in land use and environmental decision making. The City’s Environmental Justice element includes provisions intended to protect tribal cultural resources.
7.Priorities for Land Use Decision-Making
In 2025, the Planning Commission and City Council considered amendments to the Zoning Ordinance intended to implement portions of Program 13 identified in the 2023-2031 Housing Element. Amendments were also made to the City’s ADU Ordinance in compliance with new State law. Further amendments are planned for 2026 intended to implement the remainder of Program 13 as well as other Housing Element Programs in an effort to reduce barriers for housing within the City.

*For years prior to 2025, Acutely Low-Income units are reported within the Extremely Low-Income category *For jurisdictions that received RHNA determinations for the current cycle prior to the passage of AB 3093 (September 19, 2024):
- You were not allocated Acutely Low-Income and Extremely Low-Income RHNA targets, therefore the allocations in Field 1 are listed as "0" - If you wish to set your own targets in these income categories for informational purposes, contact HCD staff at [email protected]. - All Acutely Low-Income and Extremely Low-Income units reported during the cycle are counted towards Very-Low Income RHNA progress *For years prior to 2025, data on deed-restricted vs. non-deed restricted Extremely Low-Income units is approximated from whether the projects reported any deed-restricted Very Low-Income Units. Staff Report re Second Amendment to the City Manager Employment Agreement
CITY OF ARVIN
Staff Report
Meeting Date: March 24, 2026
TO: Honorable Mayor, Mayor Pro Tem and Members of City Council FROM: Jeff Jones, City Manager
SUBJECT: Adoption of Resolution Approving Department Head Salary Schedule BACKGROUND:
Department Heads of the City of Arvin are at-will, non-represented executive employees whose compensation is set by resolution of the City Council. The proposed resolution consolidates and clarifies the salary ranges for the following department head positions:
• Chief of Police
• Finance Director
• Community Development Director
The resolution also supersedes any prior resolutions or policies that conflict with the proposed salary schedule. All previously approved benefit standards, employment terms, and other forms of compensation adopted under Resolution No. 2017-29 remain in effect unless modified by future action of the City Council.
ANALYSIS:
Over time, the City Council has adopted multiple resolutions addressing compensation, benefits, and employment terms for department heads. The proposed resolution is intended to organize and standardize existing salary provisions for these executive classifications while preserving established benefits and terms of employment.
As part of the preparation of the proposed resolution, staff conducted a review of Resolution No. 2017-29 and the resolutions referenced therein. During this review, staff identified that Resolution No. 2017-29 references multiple prior resolutions and salary schedules that staff was unable to locate in the City’s official records. In addition, the referenced resolutions do not clearly identify or attach a definitive department head salary schedule. As a result, staff is unable to determine with certainty which prior salary resolutions remain operative or to properly rescind or amend those actions in a manner that ensures a clear and complete legislative record.
The proposed resolution is intended to address and resolve this issue by formally adopting and clearly identifying the applicable Department Head salary schedule. Adoption of this resolution will clarify the salary ranges applicable to the identified non-represented executive positions and establish a clean, unambiguous compensation framework going forward. The resolution expressly supersedes any prior resolutions or policies relating to department head salaries that

Staff Report re Second Amendment to the City Manager Employment Agreement are inconsistent with the adopted salary schedule, while maintaining all benefit standards, terms, and other forms of compensation previously approved under Resolution No. 2017-29 unless and until amended by future action of the City Council.
This action will promote transparency, consistency, and administrative clarity, and will ensure that the City’s records accurately reflect the City Council’s intent with respect to department head compensation.
STAFF RECOMMENDATION:
Adopt a Resolution of the City Council of the City of Arvin approving the Department Head Salary Schedule for non-represented executive positions and superseding prior salary resolutions inconsistent therewith, while maintaining benefit standards and other compensation as established under Resolution No. 2017-29.
FINANCIAL IMPACT:
The salary range for the Chief of Police position is being revised to increase the maximum annual salary to $179,000, up from the previous maximum of $141,561.

Looking back to June 30, 2025 – end of fiscal year
• Fiscal year projected to break even – both revenue
and expenses were above budget with net impact
being balanced for the year.
• Unrestricted General Fund Balance at June 30, 2025
is about $2.1 million
• Think of Unrestricted General Fund Balance as a
savings account against future negative conditions.
Review of FY 25/26 budget
The FY 25/26 budget was adopted using $470,000 of the
savings account (general fund reserves)
• Kern County Fire contract contribution required from
the General Fund increased from $694,350 in FY 25
to $1,186,000 in FY 26
• Police Salaries and Benefits increased from
$3,646,800 to $3,892,000.
• Property, Liability, and Worker’s Compensation
insurance costs continue to escalate.
Expense Results for 6 months of FY 26
Expenses for the six months ending December 31st are
about on budget.
• Salaries and Benefits overall are at 45.6% of budget
which is below target of 50.0% (net impact $278k)
• Fire contract expenses are $153k below budget.
• Those savings are offset by higher expenses in legal, professional services, utilities, and park maintenance
costs.
Revenue Results for 7 months of FY 26
Revenues for the seven months ending January 31st are
substantially below budget.
The ‘Triple Shock’ of Immigration Enforcement,
Tariffs, and now the Iran War have created large and
very significant budget ‘misses’ in respects to revenue received by the City
Arvin is not alone in this situation. Most of the
smaller cities in the Central Valley are expericing the same issues.
Revenue Results for 7 months of FY 26
• Current projection is that the total revenue for the City will be $1,000,000 below budget for FY 26.
• Building and planning revenues are $100,000 below budget and are expected to close the year $200,000 below budget. • Projected Interest revenue of $20,000 is below budgeted amount of $150,000. This is mainly due to cash flow issues regarding grant reimbursements.
• Measure L “Penny Tax” revenues are down by over 30% year over year. If this trend continues for the remainder of the Fiscal Year, this will represent over $700,000 in negative budget impact.
What this means -
• Fiscal Year 26 is now projected to close the year –
June 30, 2026 with a deficit of $1.4 million of the
year.
• Unrestricted general fund balance is estimated to be at $700,000 at June 30, 2026.
• Should the current economic conditions continue in
the period July 1, 2026 to June 30, 2027 the
unrestricted general fund balance will be negative at
June 30, 2027.
Action needed for the City (expense)
• A City’s total general fund balance should not become negative. In order to prevent this from happening the
City needs to either reduce expenses or raise
additional revenue.
• Should the City decide to reduce expenses, it is
estimated that at least a ten percent across the board
decrease is needed. This would mean either layoffs or
compensation concessions.
Action needed for the City (revenue)
• Should the City decide to increase revenue, this can be achieved by placing either an additional one-half cent or one-cent local sales tax measure on the November 2026
ballot.
• A one-half cent tax measure would bring in approximately $1.1 to $1.25 million per year and would solve the current structural budget deficit of the City.
• A one cent tax measure would bring in approximately
$2.2 to 2.5 million and in addition to solving the structural deficit this will provide an additional $1.1 to $1.25
million per year which could be used to improve city
parks, repair city streets, and/or provide needed
recreational opportunities for our youth.
Notes regarding sales tax measures
• Many cities in California have sales tax rates that
currently exceed Arvin’s 8.25%. Ridgecrest has a
9.25% rate and uses that additional tax to support its
pool and recreation complex in that city.
• Lancaster and Palmdale currently have a sales tax rate of 11.25%. Porterville and Reedley have taxes of
9.25% and 9.225%. Lindsay and Woodlake have a
rate of 8.75%.
Notes regarding sales tax measures
• Since 2011, Five Hundred and Thirty-Four sales tax
measures have been on the ballot amongst all of the
cities and counties in the state. Of those 534
measures, 441 have passed. Arvin’s Measure L
(2008) is one of the oldest local sales tax measures in the state.
• Should the Council decide to move forward with
placing a tax measure on the November ballot, it is
recommended that the city hire a consultant to help
with outreach and education at a cost of $30-35,000
