4. PUBLIC HEARING(S)
A. A Public Hearing to Consider Introduction and First Reading of An Ordinance of the City Council of the City of Arvin Approving Zoning Code Amendment 2026-01 Amending Various Chapters of Title 17 of the Arvin Municipal Code to Implement Housing Element Programs of the 6h Cycle Housing Element Update (2023- 2031) and Acceptance of the California Environmental Quality Act (CEQA) Notice of Exemption.
Staff recommends the City Council consider introducing the Ordinance to be read by title only, open the hearing, allow for public testimony, close the hearing, waive first reading of the Ordinance, and approve the introduction of the Ordinance.

Staff recommends adoption of a resolution authorizing the City Manager to execute the necessary agreements and purchase orders for the acquisition of Warrant Builder Software Dispatch Console upgrades and Patrol Computer upgrades.

A. Discussion Regarding Arvin Municipal Code Chapter 12.16 Parking and Keeping of Trucks within City Limits.
B. Discussion of Draft City Council Policies and Procedures Manual. 6A) Council provided direction to staff to post informational flyers on the City's website and social media pages and to continue enforcement in accordance to the Arvin Municipal Code Chapter 12.16. No changes recommended to the Arvin Municipal Code Chapter 12.16 as formerly amended in year 1994. 6B) Discussion Item 6B was tabled to the following Regular Council Meeting of April 28, 2026.
