PROCLAMATION
CAPK Food Bank and National Hunger Action Month
September 2026
WHEREAS, Community Action Partnership of Kern (CAPK) has served Kern County families for nearly 60 years, working to break the cycle of poverty through programs in food security, housing, early childhood education, and family support. CAPK's Food Bank is one of the organization's most visible and vital programs, serving as the county's central hub for food distribution to families in need; and WHEREAS, in Calendar Year 2025, the CAPK Food Bank distributed 22 million pounds of food across Kern County through a network of 150+ community partners, churches, nonprofits, senior centers, and grassroots organizations that serve as neighborhood distribution points. This partner-driven model allows CAPK to reach families in every corner of the county, from major cities to small rural communities, ensuring no one has to travel far to put food on the table; and
WHEREAS, in Arvin, that countywide mission comes to life at the local level. In CY2025, 458,975 pounds of nutritious food were distributed to Arvin residents through the dedicated work of local partner agencies, including at Arvin VCC, DiGiorgio Park, and Faro Church distribution sites. These partnerships are the backbone of the Food Bank's success, and Arvin's faith-based and community organizations have shown tremendous commitment to this cause; and
WHEREAS, September is National Hunger Action Month, a time to raise awareness of food insecurity and mobilize communities to take action. It's a fitting moment to recognize the volunteers, staff, and partner agencies who work year-round, not just in September, to keep food on the table for Arvin families; and
WHEREAS, CAPK is also proud to partner with the Blue Zones Project Food Policy Council, a collaborative effort working to address the root causes of food insecurity in Kern County. Together, this partnership focuses on improving access to healthy, affordable food and building a more resilient, equitable local food system, complementing the immediate relief the Food Bank provides with longer-term policy and systems change; and
WHEREAS, Community members who want to support this work can find volunteer opportunities, donation information, and their nearest food distribution site at www.capk.org NOW, THEREFORE, BE IT RESOLVED, that the City Council of Arvin does hereby proclaim September 2026 as CAPK Food Bank and Hunger Action Month, and calls upon all residents to join in the fight against hunger by supporting local hunger-relief efforts, advocating for stronger food systems, and taking meaningful action to ensure every neighbor has access to healthy, nutritious food.
IN WITNESS WHEREOF, I have hereunto set my hand and caused the Seal of the City of Arvin, California to be affixed this 08th day of September 2026.

Staff Report re Reso Approving Fee Waiver and License Agreement for Smothermon Park Soccer Fields – Arvin Soccer League.
CITY OF ARVIN
Staff Report
Meeting Date: September 08, 2026
TO: Arvin City Council
FROM: Jeff Jones, City Manager
SUBJECT: Approve Arvin Soccer League's Request to Provide Field Maintenance Services in Exchange for Waiver of 2026 Soccer Field Fees and Authorize the City Manager to Execute a License Agreement for Use of the Soccer Fields.
BACKGROUND:
Staff have received requests for fee waivers for 2026 from the Arvin Soccer League, for the use of the Smothermon Park soccer fields in support of their local activities. The Arvin Soccer League is active in the Arvin community and is a Nonprofit Public Benefit Corporation filed with the California Secretary of State. It is organized under the Nonprofit Public Benefit Corporation Law for: Public and Charitable purposes and operates exclusively for the purposes set forth within the meaning of Internal Revenue Code section 501(c)(3).
Fees for field rental with or without lighting for youth teams are set forth in the City’s Master Fee Schedule at $5.00 for every 2 hours of use. This facility fee waiver request would result in waiving a total amount of $1,665 for use of both soccer fields for the soccer season which runs from September 28, 2026 to November 30, 2026. This is an estimate since the league teams may not play on certain days due to rain.
In Jan 2026, the City Council formerly waived fees of $3,940 for the Arvin Force Baseball Team and $5,145 for the Arvin Little League for use of the Kovacevich Park baseball fields. Staff recommends the Council provide the same offer to waive fees for the Arvin Soccer League.
In addition to approving the fee waiver, Council action is requested to authorize the City Manager to execute the License Agreement governing the League's use of the soccer fields. The agreement establishes the terms and conditions of use, insurance requirements, indemnification provisions, and the responsibilities of the League and the City. Approval of the fee waiver shall be contingent upon the League providing a copy of its IRS Determination Letter confirming its tax-exempt status under Section 501(c)(3) of the Internal Revenue Code.
STAFF RECOMMENDATION:
Staff recommends the City Council find that the requested fee waiver provides a public benefit to the community and that the amount of the request is de minimis in nature and not subsidized by other facility fees; adopt the resolution approving the Arvin Soccer League's request to provide field maintenance services in exchange for a waiver of fees for use of the Smothermon Park soccer fields during calendar year 2026; authorize the City Manager to execute the License Agreement for Use of City Park Soccer and/or Baseball Fields on behalf of the City; and require the League to provide and maintain the requisite general liability insurance pursuant to the License Agreement. Approval of the fee waiver shall be contingent upon the League providing a

FINANCIAL IMPACT:
The estimated fees associated with the facility fee waiver request total $1,665. Reducing fees will result in a loss of revenue for the City’s General Fund. The reduced maintenance obligations will increase the amount of staff time that will be available to perform other parks maintenance tasks but will not result in a cost savings since permanent staff expenses are fixed.

RESOLUTION NO. ________
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARVIN
APPROVING A FEE WAIVER REQUEST FROM ARVIN SOCCER
LEAGUE FOR USE OF SMOTHERMON PARK SOCCER FIELDS FOR
2026.
WHEREAS, on February 15, 2011, the Arvin City Council adopted Resolution No. 2011-08 establishing a schedule of fees and charges for City services; and WHEREAS, on June 19, 2018, the Arvin City Council adopted Resolution No. 2018-45 amending and updating the existing citywide Master Fee Schedule, establishing various fees and charges for City services and regulatory activities relating to its Police Department, Animal Control Services, City Facility Rentals, Transit, Building Services, City Engineering Services and City Planning Services; and
WHEREAS, the Fee Schedule outlines the fees for field rental and lighting; and WHEREAS, Arvin Soccer League has offered to provide additional field maintenance services in 2026 in exchange for waiving of fees; and
WHEREAS, the City Council finds that this request provides a public benefit to the community, that the amount of the request is de minimis in nature and not subsidized from other facility fees.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Arvin as follows:
1. The Arvin Soccer League confers a direct and substantial public benefit on the City of Arvin and its residents by providing youth and community recreational soccer programming and by performing ongoing maintenance of the Smothermon Park soccer fields, which relieves the City of maintenance costs it would otherwise bear.
2. The value of the maintenance services provided by the Arvin Soccer League equals or exceeds the facility fees being waived, such that the City receives fair and adequate consideration in exchange for the waiver.
3. On the basis of these findings, and as fair exchange for the maintenance services described above, the City Council hereby authorizes the waiver of facility fees for the Arvin Soccer League's use of the Smothermon Park soccer fields in an amount not to exceed $1,665.
4. This authorization is expressly conditioned upon the Arvin Soccer League (1) executing a license agreement with the City of Arvin for use of the soccer fields and (2) providing the requisite general liability insurance. ///

Jeff Jones
City Manager
City of Arvin
200 Campus Drive
Arvin, CA 93203
Dear Mr. Jones,
On behalf of the Arvin Soccer League, we would like to express our sincere gratitude for the continued support the City of Arvin has provided in maintaining Smothermon Park and its soccer facilities. Having a dedicated space where our community members, and most importantly, our children, can come together to practice and enjoy the sport they love is something we do not take for granted. The City's commitment to providing this space speaks volumes about its dedication to the well-being and enrichment of the Arvin community.
We are writing today to respectfully request that the City of Arvin consider waiving the field use fee for the Arvin Soccer League for our soccer matches held at Smothermon Park. We understand that the use of public facilities carries associated costs, and we deeply appreciate everything the City does to maintain these spaces for the community.
In the spirit of partnership and shared investment in our community, the Arvin Soccer League would like to propose the following commitments in exchange for the fee waiver:
We will maintain the cleanliness of the park and soccer fields before, during, and after all scheduled matches and activities. We will replace the soccer nets to ensure the fields are properly equipped and ready for play. We will paint and restore the goalkeeper arches to improve the appearance and functionality of the facilities. We will provide Arvin's youth with all necessary equipment and resources to learn and practice the sport of soccer, ensuring that no child is turned away due to lack of access.
We believe this partnership represents a meaningful investment in the youth and families of Arvin. The Arvin Soccer League is committed to being a responsible and active steward of these public spaces, and we are confident that together we can create an environment where our community's children can thrive both on and off the field.
We would welcome the opportunity to discuss this proposal further at your convenience. Please feel free to contact us at .

Staff Report - PSA with Precision Civil Engineering, Inc.
CITY OF ARVIN
Staff Report
Meeting Date: September 08, 2026
TO: Arvin City Council
FROM: Jeff Jones, City Manager
SUBJECT: Consideration and Approval of the First Amendment to Professional Consultant Services Agreement between the City of Arvin and Precision Civil Engineering, Inc. (PCE) for On-Call Planning Services.
EXECUTIVE SUMMARY:
Since approval of the agreement on September 24, 2024, the level of planning support required by the City has substantially exceeded the workload anticipated when the original contract was prepared. PCE provides more than just occasional on-call planning services. PCE staff provides day-to-day City Planner functions, regular in-person coverage, applicant assistance, entitlement processing, California Environmental Quality Act (CEQA) review, development agreement and condition compliance, Housing Element implementation, grant-related planning support, project management for cannabis related uses, and presence at public meetings, and assistance to City management, other departments, and the City Council.
The requested amendment does not change the City's ability to direct or control the work. It raises the agreement's expenditure ceiling so that services already required by the City's active workload can continue without interruption. PCE will continue to bill only for services actually authorized and performed under the agreement. It should be noted that, in addition to some work being partially funded by grants, all private development projects are processed through the cost recovery process, meaning the applicant pays for these services and this is not paid out of the General Fund.
BACKGROUND:
The City of Arvin has a significant need for continued on-call planning services based on current project workload, grant funding already awarded, pending grants, and planned projects. The City entered into an agreement with PCE effective September 24, 2024. The scope was intentionally broad and allows PCE to represent the City in the planning capacities needed to maintain normal operations and process development activity. As the workload developed, the City's need became closer to a sustained contract planning function and not more limited on-call level staffing as originally anticipated.
A main driver has been regular on-site coverage. For much of the contract period, one PCE planner worked in Arvin two days each week. Including travel, preparation, follow-up, coordination, and evening meetings, this assignment generally represented approximately 18 to 20 hours per week and occasionally as much as 25 hours in weeks involving City Council or other evening meetings.
The City's overall planning workload, including work completed by additional PCE planners outside those on-site days, has generally required approximately 30 to 50 staff hours per week.

WORKLOAD AND SERVICES PROVIDED
The City's planning workload includes both general municipal services and numerous projectspecific assignments. Currently there are 30+ separate PCE project accounts or assignments in the City of Arvin, in addition to ongoing administrative and process-improvement work. Precision staff serve as the City Planner handling all day-to-day planning duties, including processing of development permits, addressing applications, subdivision applications, business license applications, building permit reviews, assisting the building division, and providing over-thecounter support to residents and contractors. PCE has also been working to modernize the Community Development Department’s processes and procedures to align with State planning laws, as well as creating easy to follow charts, diagrams and instructional materials to provide future planning staff a single guidebook to follow establishing standard operating procedures and ensuring ongoing operational efficiencies.
The workload has required multiple staff members with different levels of expertise so that routine requests, complex entitlements, CEQA matters, housing programs, and public meetings can proceed concurrently.
Representative project work has included:
• Processing conditional use permits, site development permits, parcel and final map matters, annexation and prezone work, and General Plan and zoning amendments; • Reviewing solar facilities, service stations, commercial centers, multifamily housing, selfstorage, truck parking, cannabis-related matters, and other private development proposals; • Preparing or reviewing CEQA documents, staff reports, resolutions, conditions of approval, agreements, correspondence, presentations, and public hearing materials; • Coordinating with applicants, property owners, consultants, the City Engineer, City Attorney, City departments, regional and state agencies, and elected and appointed officials; and
• Supporting Housing Element implementation, grant programs, development agreement monitoring, OpenGov improvements, standard conditions and checklists, building permit coordination, and other ongoing Community Development functions.
A sample of pending projects include:
• Kern County Multi-Jurisdictional Hazard Mitigation Plan Update • Future Commercial Shopping Center
• Final Buildout of Tract 5816, Phase 11
• CCF Affordable Housing Project Construction Coordination • Future Commercial Solar Generation Facility
• Housing Element Program Implementation
Existing grant funded projects to which PCE provides some support include:
AB 617 $ 6.0 million
FTA Microgrid Project $ 3.5 million
SB 1 projects $ 2.8 million
Potential CDBG Project $ 3.6 million
4 th Street Build-out $ 2.5 million

STAFF RECOMMENDATION:
Staff recommends approval of the First Amendment to the Professional Consultant Services Agreement between the City of Arvin and Precision Civil Engineering, Inc. for On-Call Planning Services.
FINANCIAL IMPACT:
The proposed amendment modifies the total not-to-exceed compensation amount. This contract shall not exceed $750,000 unless further amended by both parties. A portion of the funding will be via reimbursable grants. In addition, all private development projects are processed through the cost recovery process, meaning the applicant pays for these services and this is not paid out of the General Fund. The remaining financing for non-grant reimbursable services is included in the Fiscal Year 2026-2027 budget as the existing City Planning budget for City Planning activities.

PCE has experience managing various types of private and public sector projects. PCE’s experience in processing various types of planning entitlement applications from zone clearances to plan amendments and tract maps for large-scale development projects aids the understanding of how long-range plans are implemented by private and public developers. PCE has experience in processing smaller applications including zoning verifications, various ministerial permits, planning applications, and building permits. We have a strong understanding of the planning process including
understanding how to implement complex development codes and general plans at the project level. We will follow the protocols outlined by the governing agency to make sure projects are processed consistently and accurately. However, if there is no established procedure for a project type or process, we have the experience and expertise to be able to write up a procedure. Due to this experience, our firm is intimately aware of the challenges and requirements of governmental processes while also being aware of constraints that are often caused by regulations. We bring a unique perspective of understanding municipal and state requirements while providing the efficiency, timeliness, and cost-effectiveness of the private sector.

Attachment: 2024-30 PSA Precision Civil Engineering_092424_Redacted (Precision Civil Engineering Inc. - 1st Amend to PSA for On-Call This section describes the general tasks and deliverables that would be provided for on-call planning services. PCE will provide a strong emphasis on the management of multiple projects and competing priorities while maintaining quality, meeting schedules, and staying within budget.
PCE understands that the City of Arvin is seeking assistance from qualified Planning firms to provide oncall current planning services to support the City’s Community Development Department to provide timely responses to planning inquiries and application submittals. PCE also understands that the City desires a firm with a range of expertise and experience because experience level is dependent on project type and project types will vary. PCE also understands that on-call services will include answering phone calls and emails, providing zoning and land use information to developers, and processing various types of planning applications (both ministerial and discretionary). We understand that processing applications will include preparing all necessary documentation for such applications and being available to present at public hearings.
PCE has staff ranging from entry-level to Senior Planners. PCE’s Division Manager has experience managing a Current Planning Division in a city of over half a million and thus has the experience needed to delegate and respond to emails and inquiries as needed.
APPROACH TO PROCESSING PLANNING/DEVELOPMENT APPLICATIONS PCE staff has experience processing various types of planning entitlement applications from zone clearances to plan amendments and tract maps for large-scale development projects. PCE has a strong understanding of the planning process including understanding how to implement complex development codes and general plans at the project level. PCE will follow the protocols outlined by the agency to make sure projects are processed consistently and accurately. Our experience working directly on entitlements and supervising the process puts us a step ahead of most firms.
PCE’s approach to processing planning applications is grounded in our perspective that project management is ultimately about managing expectations through project mobilization, delivery, and closeout, always keeping the end user(s) in mind. With that in mind, every project will be approached as follows:
6 Task 1. Reconnaissance/Background Research: PCE will review the City’s planning application submittal requirements and development review processes in addition to the zoning code, land use plans, and other relevant regulations.
Task 2. Coordination Meeting: PCE will facilitate a coordination meeting with City staff to ensure that we have a clear understanding of the City's processes and procedures for reviewing and managing development applications and ensure we are utilizing all standard and current forms and documents when processing applications. The end goal is to make sure work products are consistent with those produced internally.
Task 3. Project Review: After having a clear understanding of the process, when PCE is assigned an individual development project, we will devise a simple implementation strategy that includes a project understanding, key dates, and deliverables.
APPROACH TO SERVICES PROVIDED
4.A.3
Attachment: 2024-30 PSA Precision Civil Engineering_092424_Redacted (Precision Civil Engineering Inc. - 1st Amend to PSA for On-Call PCE will complete the following tasks on each individual project. Our timelines will be dependent on the individual project but will range from 3-16 weeks :
Task a: Outline Project Requirements (i.e., deliverables, key deadlines, budget, etc.).
Task b: Assess the capability (e.g. skill levels, experience) and capacity (e.g. resources) of the PCE project team. PCE will assign project accordingly.
Task c: Confirm deliverables and key dates with City.
Task d: Route Project and Coordinate Project comments from other departments and agencies.
Task e: Review Project in accordance with City standards (design review, site plan review, zoning ordinance compliance, general plan compliance, etc.). Conduct site visit if needed.
Task f: Coordinate CEQA document and required technical studies with consultant or prepare the document in-house.
Task g: Revise documents as needed based on staff review and input.
Task h: Prepare staff reports, resolutions, presentations, and attend public hearings, as needed.
APPROACH TO GENERAL INQUIRIES
Our approach to responding to general inquiries is to have either our Division Manager or most Senior Planner review the inquiry and delegate or respond to the inquiry, depending on the level of expertise needed. PCE will swiftly respond to phone calls and emails.
Timeline: PCE will respond to simple inquiries within 24 hours (excluding weekends) of receiving call or email. For more complex inquiries, PCE will provide an initial response within 24 hours indicating that the inquiry has been received and that a response will be provided within 5 business days.
APPROACH TO ENVIRONMENTAL ASSESSMENT AND DOCUMENTATION (CEQA) Task 1. Review Project Information
Upon receiving receipt of Task Order for a CEQA and/or NEPA project, PCE will review the provided project information and prepare a Scope of Work, Schedule, and Budget estimate for the project. PCE will also prepare a Preliminary Environmental Review (PER) memo (as needed) to identify and recommend impact areas that would need technical studies from sub-consultants. PCE will identify the level of CEQA review. The following tasks are most relevant for an Initial Study/Negative Declaration/Mitigation Negative Declaration. If an exemption is more appropriate, a simplified approach will be taken.
Task 2. Kick-Off Meeting (1)
After agreeing with the City on a scope of work, PCE will coordinate a kick-off meeting with City staff to refine the scope of work, confirm timeline, and identify technical studies to be performed. For the kick-off meeting, PCE will prepare a detailed Work Program. During the meeting, PCE and City staff will review and discuss the approach, deliverables, and timelines. PCE will finalize the work program based on the discussions at the kick-off meeting. The work program will include a budget, tasks and subtasks, revised schedule, and deliverables. This meeting will ensure that the direction PCE takes is based on clear City input and consideration of PCE's research and recommendations. 7 4.A.3
Attachment: 2024-30 PSA Precision Civil Engineering_092424_Redacted (Precision Civil Engineering Inc. - 1st Amend to PSA for On-Call Task 3. Administrative Draft
PCE will prepare an Administrative Draft in conformance with CEQA or NEPA and any relevant case law.
PCE will utilize any established templates, specifications, background information, or setting language provided by the City. The NEPA Administrative Draft will be compliant to established templates and contents as required by the Lead Agency. This usually includes project description, purpose and need, alternatives, environmental impact analysis, determination, and mitigation measures as required. The CEQA Administrative Draft will include the following at a minimum:
Introduction - Regulatory Information and Document Format Project Description - Project Title, Lead Agency, Contacts, Location and Coordinates, Land Use and Zoning, Project Description, Setting, Required Approval from Other Agencies, Tribal Consultation Environmental Determination (ND/ MND)
Impact Analysis (per CEQA Guidelines Appendix G: Aesthetics, Agriculture, etc.) Mitigation Monitoring and Reporting Program - Mitigation Measure(s), Responsible Party for Implementation, Responsible Party for Monitoring, Timeframe for Implementation, Confirmation of Implementation
Technical Appendices – technical studies, including air quality/greenhouse gas emission study, biological assessment, traffic study, cultural resources study, noise study, and infrastructure study as necessary;
Cover Page, Table of Contents, List of Tables and Figures As part of drafting the environmental document, PCE will do the following:
Utilize the applicant’s project description and project drawings to prepare a more detailed project description/operational statement for the IS.
Establish thresholds of significance and analyze the project in relation to these thresholds for all impact sections identified in the 2024 (or any updated) CEQA Guidelines, Appendix G and/or as identified by the Lead Agency.
Analyze and determine the significance of project impacts for each area of potential impact. (Adverse) Impacts that are found to be less than significant will be described, and impacts found to be potentially significant (if any) will be described and mitigation measures that will bring impacts below the significance thresholds, will be identified.
Identify and evaluate further permitting needs, which will be listed in the Project Description.
Task 4. Public Review Draft
Following City review, PCE will revise the Administrative Draft for public review. PCE will provide the City with a Screencheck Draft before finalizing the document. After City reviews and accepts, PCE will finalize the Public Review Draft for public circulation, review, and comment. PCE will complete all required materials for submittal to the State Clearinghouse (e.g., Notice of Completion and Summary Form) as well as Public Noticing (e.g., Notice of Intent, Legal Blurb). In the case that the Public Review Draft shall be submitted to the OPR, PCE will prepare and electronically submit the required materials including the Notice of Completion (NOC) and Summary Form. PCE will track comments received during the public review period and prepare a response to comments for inclusion/incorporation in the final environmental document. 8 4.A.3

For CEQA projects, PCE will prepare a Notice of Determination (NOD) to be filed with the City Clerk and State Clearinghouse within five (5) days of approval. For NEPA projects, PCE will prepare a FONSI and send to the commenting/affected units of federal, state, and local government and to the State Clearinghouse in compliance with Executive Order 12372. PCE will be responsible for filing of the determination documents.
Task 1.6. Attend Public Hearings
PCE will prepare presentation slides as needed. PCE staff will be available to attend public hearings for adoption, present, and answer questions, as necessary. PCE expects to attend public hearings inperson.
Timeline:
"Tier 1" CEQA/NEPA Documents (Categorical Exemptions/Exclusions): administrative drafts can typically be completed within 4 weeks from receiving application materials including site plan and operational statement. PCE prepares more robust exemption documents that range from 8-12 pages.
PCE also consults with responsible agencies/divisions as required or appropriate (e.g., air district, water purveyor, school district). Lastly, as available, PCE will incorporate project comments and draft conditions of approval.
"Tier 2" CEQA/NEPA Documents (Mitigated Negative Declarations/Negative Declarations/Environmental Assessments): administrative drafts can typically be completed within 6 weeks from receiving application materials including site plan and operational statement, project comments and draft conditions of approval, and all technical studies and analysis completed for the project. For NEPA documents, the timeline may be shortened or lengthened based on required consultation processes.
"Tier 3" CEQA/NEPA Documents (EIRs/EISs): for CEQA, administrative drafts can typically be completed within 6 months from the notice to proceed with the entire EIR process taking approximately 12 months (or more for more complex projects). For NEPA, the entire process would occur within 24 months.
