MANAGEMENT REPORTS

1. Wastewater Capacity Charge Deferral Program

Public Comments
1. 101326 - G1 WW Capacity Charge Deferral Staff Report.pdf
2. 101326 - G1a WW Capacity Charge Deferral Program.pdf Fiscal Impact
:
The Program would delay receipt of up to 75% of eligible wastewater capacity charges up to $300,000 by the Wastewater Enterprise Fund. The City would, however, receive 100% of the applicable capacity charge plus interest over the three-year repayment period. The Promissory Note and Deed of Trust would secure the deferred obligation. The principal fiscal impact will therefore be a timing impact to Wastewater Enterprise Fund cash flow.
Recommendation
: Council adopt proposed Wastewater Capacity Charge Deferral Program - Guidelines and Application Procedures to provide a financing tool for eligible commercial development projects in targeted commercial areas of Atascadero. The program will have a first-year cap of $300,000 that will borrow from and be paid back into the existing Wastewater Enterprise Fund. [Economic Development]
2. Wastewater Treatment Plant Project Updates and Phase 2 Preliminary Design Authorization Attachments
|
Public Comments
1. 101326 - G2 WRF Update and Design Engineering Phase 2 Authorization.pdf Fiscal Impact
: Adopting staff recommendations will result in the expenditure of approximately $1,082,006 from budgeted Wastewater Funds. Total budgeted funds for this project are $6,000,000 through June 30, 2027. These funds are sufficient to cover authorized expenses, including all program management, engineering design of both interim improvements and through Phase 2 of the WRF. Cost estimates of future phases of the project will be adjusted based upon the findings and recommendations of the Preliminary Design Report.
Recommendation
: Council:
1. Review Phase 1 (Process Selection) Alternatives Analysis and direct staff to proceed with Moving Bed Biofilm Reactor (MBBR) as the selected secondary treatment process for the Atascadero Water Reclamation Facility Replacement Project (City Proj. No. C2020W03).
2. Authorize Black & Veatch to proceed with Phase 2, Preliminary Design Report and Construction Cost Estimate, in the amount not to exceed $759,696 for the Atascadero Water Reclamation Facility Replacement Project .
3. Authorize the City Manager to execute a contract amendment with Water Systems Consulting (WSC) in the amount of $322,310 to design and prepare plans, specifications, and cost estimates for Interim Improvements for the Wastewater Reclamation Facility. [Public Works]
