Town of Atherton City Council Special Meeting Minutes – November 17, 2022
Mayor DeGolia called the meeting to order at 5:30 p.m.

STUDY SESSION
1. HCD COMMENTS ON THE DRAFT HOUSING ELEMENT UPDATE
City Manager Rodericks introduced the item and the purpose and goal of the meeting.
Rodericks reviewed the brief staff report and the HCD matrix of comments as attachment 1, the complete HCD letter as attachment 2, and the statutory authority matrix as attachment 3.
He provided context and background for each document.
Town Housing Consultant Diana Elrod, Barbara Kautz, and Lisa Costa Sanders reviewed the HCD letter and matrix of comments with the Council and audience. The consulting team walked through the comments addressing questions direction from Council.
Council had a detailed discussion of all 69 comments received by HCD in the letter and provided direction to the Housing Consulting Team for responses. The discussion included a review of local nonprofit housing agencies that may be partners, the prospect of including a multi-family overlay zone, PFS zone changes relating the multi-family housing at school sites, infrastructure challenges for multi-family housing development and the ADU program.
Council invested a considerable amount of time on reviewing the comments focusing primarily on 21 of the comments in attachment 1 that are highlighted in yellow in the column labeled Council Decision-Making Required.
