CALL TO ORDER: Mayor Widmer called the meeting to order at 4:00 PM.

STUDY SESSION
1. STUDY SESSION TO DISCUSS CHANGES AND UPDATES TO THE ACCESSORY DWELLING ORDINANCE AND ASSOCIATED MUNICIPAL CODE SECTIONS.
City Manager Rodericks introduced the item and provided a review of the process for review for Council consideration.
Town Planner Kwon then led the presentation providing a brief history related to recent changes in the state law that imposed new limits on local authority to regulate Accessory Dwelling Units (ADUs) and Junior Accessory Dwelling Units (JADUs). Kwon shared comments from the Planning Commission. Kwon led the Council through a discussion of potential revisions to the Town’s ADU Ordinance and definitions for key areas contained within that Ordinance.
Council held a comprehensive discussion on policy related changes to the ADU Ordinance that included but was not limited to tree protection zones, setback rules, definitions, privacy screening, and deed restrictions.

This item will be returned at a Regular Council meeting for a formal 1st reading and introduction for amendments to the Town’s ADU Ordinance.
