Item No. 6
Town of Atherton
CITY COUNCIL STAFF REPORT – CONSENT AGENDA
TO: GEORGE RODERICKS, CITY MANAGER

HONORABLE MAYOR AND CITY COUNCIL
FROM: ROBERT OVADIA, PUBLIC WORKS DIRECTOR
DATE: DECEMBER 20, 2023
SUBJECT: APPROVE A PROFESSIONAL SERVICES AGREEMENT WITH

CAPITAL PROJECT MANAGEMENT FOR PROJECT

MANAGEMENT SERVICES ASSOCIATED WITH THE UPPER

ATHERTON CHANNEL RELINING PROJECT

RECOMMENDATION
It is recommended that the Council approve a professional services agreement with Capital Program Management, Inc., in the amount of $66,000 for project management services for the Upper Atherton Channel Relining Project; Authorize the City Attorney to prepare the agreement; and authorize the City Manager to sign the agreement.

BACKGROUND
The Town’s Townwide Drainage Study Update in 2015 identified a variety of drainage improvements required throughout the Town. The relining of the side slopes and bottom of the deteriorated portions of the channel west of Alameda de las Pulgas were identified as Tier I priority projects. The project outlined in the Drainage Study Update were as follows:

II1 – Reline Channel Slopes, Atherton Channel, Phase I
• Restore the sides of the channel. Assume total channel length of 1000 lineal feel is in need of repair.
• Channel to be repaired excludes sections where other channel improvement projects are identified.
• Expand the life expectancy of the channel.
• This project would be phase 1 of two projects. Phase 1 would restore channel areas most needing improvement upstream of Alameda de las Pulgas.
• To identify specific locations most needing improvements, a condition assessment of the existing channel is recommended prior to design of channel improvements.

The FY 2022-23 CIP included initial funding the Atherton Channel Assessment and Relining Upstream of Alameda de las Pulgas. These funds were carried forward and augmented in the FY 2023-24 CIP.

ANALYSIS
Staff solicited a proposal from Capital Program Management for project management services for the Atherton Channel Relining Project, west of Alameda de las Pulgas. Capital Program Management (CPM) has been assisting the Las Lomitas School District with project management for a variety of their capital projects and is currently assisting Las Lomitas Elementary School with review of their on-site drainage system and acting as project manager for their on-site drainage improvements. CPM’s close connectivity to the immediate drainage area and the Las Lomitas School District provides an ideal opportunity for a collaborative effort. CPM would act as the project manager for the Town and assist in developing a Request for Proposals, for assessment and design services associated with the project, manage the design team, and assist in selecting and managing environmental support services for the project.

FISCAL IMPACT
The cost proposals from Capital Program Management was $66,000. Funding for these services are approved and available in the associated Capital Improvement Program project budget.

This Report and its contents are in alignment with the following Council Policy Goals:

POLICY FOCUS
