Scope of Services
Roundabout Feasibility Study
in the City of Atherton, CA
This Cost Proposal is submitted to the City of Atherton for a feasibility study to convert two existing intersections to roundabouts as an option to improve traffic flow and safety. The two study intersections are listed as follows:
• Alameda de las Pulgas & Atherton Avenue
• Alameda de las Pulgas & Stockbridge Avenue
Intersection A: Alameda de las Pulgas / Atherton Avenue Intersection B: Alameda de las Pulgas / Stockbridge Avenue Detailed tasks for both intersections are noted below:

Task 1 – Project Management and Site Visit
• Conduct kick off conference call with City staff.
• Prepare monthly invoices and progress reports.
• Attend virtual meetings as needed.
• Conduct site visit to the study intersections.
• Coordinate with County for the shared Stockbridge intersection.

Task 2 – Data Collection
• Obtain turning movement counts and crash data for the study intersections.

Task 3 – Traffic Operations and Crash Data Review
• Conduct traffic operations analysis and identify appropriate lane configurations for roundabout traffic control at the study intersections.

Consideration of multi-modes (Bike, Walk, Truck) will be incorporated. • Conduct sensitivity analysis to evaluate roundabout traffic operations performance at both study intersections as traffic demand increases in the future.
• Review crash data to identify crash patterns or trends. • Document findings and review with city staff.

Task 4 – Conceptual Exhibits Preparation (2 Options each) • Prepare a concept sketch for each study intersection depicting a mini-roundabout and neighborhood traffic circle type configuration. The conceptual design will include accommodation of bicycle and pedestrian traffic at each intersection based off the City’s Pedestrian and Bicycle Masterplan
• Show travel paths and key channelization.
• Review findings and concept with city staff.

Task 5 – Right-of-Way (ROW) Needs Assessment
• Obtain right of way maps to establish approximate right of way constraints. • Prepare exhibits showing right-of-way needs for the various options.

Task 6 – Utility Relocation Assessment
• Obtain Utility maps from the Agency to determine the possibility of any utility relocation due to the proposed geometrics of the Roundabout at each intersection.

Task 7 – Full Project Cost Estimation
• Using latest market data, create bill of quantities and corresponding cost estimates for each intersection option.
• Include estimated full project costs (Design, PM, CM, Testing etc.).
