Subject: 2023 Surveillance System Audit
Background:
The purpose of the Public Safety Video Surveillance System (PSVSS) is to aid APD in identifying, deterring, detecting, and capturing video for investigating crime at Holbrook Palmer Park and the Town Center.
Objectives and Scope:
The objectives of the audit are to evaluate APD compliance with policies and procedures related to the PSVSS and determine whether policies and procedures are consistent with best practices. The audit scope included a review of the implementation of policies and procedure from January 2023 through December 2023.
In accordance with Atherton Police Policy 374.7 (Video Surveillance Audit) an audit was conducted of the PSVSS to include the following:
1. Number of surveillance cameras and approximate age.
2. Number of cameras currently functioning.
3. Cost, benefit, and effectiveness of the system.
4. Maintenance cost of the camera system in 2023.
What was Discovered:
The audit found that APD's operation of the PSVSS is in compliance with its policies and procedures, including footage retention and training requirements.
The surveillance cameras at Holbrook Palmer Park are outdated and in need of replacement. APD's Communications Center lost the ability to view the Holbrook Palmer Park PSVSS. Currently, there is an ongoing project to update the PSVSS at Holbrook Palmer Park
PSVSS policies and procedures are generally aligned with best practices.
Audit Results:
In November of 2021, the Town moved to the newly constructed Town Center with a new PSVSS. The system is operated by Genetec software and controlled by APD. The Town has a maintenance/warranty contract for the PSVSS with Commercial Controls. There is a surveillance camera monitor located inside APD's Communications Center and monitored 24 hours a day, seven days a week.
All the surveillance cameras were purchased/installed during construction of the Town Center. There are 35 surveillance cameras at the Town Center. 16 surveillance cameras are PTZ style cameras and 19 cameras are stationary. All Surveillance cameras are functioning properly. The surveillance cameras are located at the following locations:

There are 10 surveillance cameras at Holbrook Palmer Park that were installed prior to 2016. The Holbrook Palmer Park PSVSS is operated by Milestone Systems XProject Smart Client, 2016 RS Version. When APD moved to the new Town Center, it lost the ability to view the surveillance cameras at Holbrook Palmer Park. The IT Department maintains these surveillance cameras and can review surveillance video at APD's request. The surveillance cameras are located at the following locations:

There is an ongoing project to upgrade the PSVSS system at Holbrook Palmer Park.
Recommendations:
Continue with replacing the PSVSS at Holbrook Palmer Park.
