1. REVIEW OF THE FY 2024/25 TOWN BUDGET – ALL FUNDS CHANGES ONLY Report: ROBERT BARRON III, FINANCE DIRECTOR
Recommendation: Review and Discuss Operating Budget for FY 2024/25.
Description: This item is a Study Session on the Town’s 2024/25 Budget. The discussion will include a report on the General Fund and various Town Special Funds, Internal Service Funds, and the planned Capital Improvement Program(CIP) for FY 2024/25 and the 5Year plan for other projects. Discussion to also include out years financial planning and operations.

Recommendation: It is recommended that the Council review and discuss changes to the City Council Policy Handbook and Agenda language related to Public Comment time.
Description: This will be a Council discussion to review changes to the City Council Policy Handbook and agenda language related to public comments time limits.
3. DISCUSSION OF CHARTER CITY STATUS
Report: GEORGE RODERICKS, CITY MANAGER
Recommendation: It is recommended that the Council review and discuss the pursuit of Charter City status and provide direction to staff.
Description: The Council will discuss the process of becoming a Charter City.
