Upper Atherton Creek Stabilization and Flood Mitigation Project

WORK PLAN APPROACH
and SCHEDULE

2. TOWN OF ATHERTON - 4 - TETRA TECH

2. WORK PLAN APPROACH and SCHEDULE
Tetra Tech’s proposal has been assembled to offer an approach that will exceed the Town of Atheron’s goals and objectives while demonstrating our team’s familiarity of the Upper Atherton Creek Stabilization and Flood Mitigation Project and relevant experience with creek restoration and flood management projects of similar scale and scope.

Project Understanding
The Town of Atherton is proposing stabilization
and flood mitigation improvements for Upper
Atherton Creek. The goal is to restore and stabilize
the creek channel to mitigate erosion and prevent
future flooding by performing a full channel
assessment including hydraulic analysis, alternatives
development, conceptual design, and final design
for the Upper Atherton Creek Stabilization and Flood
Mitigation Project. The Town previously planned CIP
improvements in this reach of the channel for a shorter 1,000-LF segment, but due to recent flooding in early
2023, additional channel damage occurred and the
Town, through FEMA, is looking to expand the repairs
and improvements for creek segments II1/JJ1.

Tetra Tech will utilize our direct project experience with FEMA emergency repairs and grant-funded projects
with the Soboba Band of Luiseno Indians Emergency
Repairs and Washoe Tribe Hydrologic & Hydraulic
Assessment to support the Town with this project and
achieve the Town’s goal of improving the damaged
and deteriorated creek segments. Additionally, Tetra
Tech will use our experience with Valley Water’s
Stevens Creek Inspection, Design, and Asset
Management Plan as a guide to assess Upper Atherton
Creek and to develop a holistic conceptual design to
provide creek stabilization and flood mitigation.

Leading the creek modeling and design portion of
the project is Tetra Tech’s Stormwater Manager, Aric
Torreyson. Aric has more than 25 years of experience
with high-profile projects involving water resources
and specifically flood control improvement projects
within developed watersheds. He recently completed
major flood control projects for Valley Water (Upper
Berryessa Creek, Lower Penitencia Creek, and
Stevenson Creek) along with a drainage analysis in
support of the FEMA grant for the Washoe and Soboba
tribes.

Aric will lead the technical management of the project.

He will be responsible for internal team coordination,
management, preparing and reviewing design
deliverables, and directing design support service
disciplines and specialty subcontractors. Aric will
assist in presenting the technical work at meetings and documenting action items and decisions. As his first
item of work, he will prepare a detailed project plan
for the Upper Atherton Creek Stabilization and Flood
Mitigation Project. The Project Plan will consist of the following items:

PROACTIVE AND OPEN COMMUNICATION

ENHANCES COLLABORATION AND EXPEDITES
PROGRESS: Designing to budget will be a major
emphasis for our project manager and team. This
includes both design budget/costs and construction
costs. Our Project Management Team will develop
level-of-effort and cost estimates by task, determine
the labor mix to perform the task, and track costs to
meet design budgets. The main role in monitoring
budgets is a Learned Value Analysis, which compares
the amount of work planned with the actual amount of
work accomplished. We use this tool on all our major
design projects with the analysis done monthly, which
is included in the monthly report.

Controlling scope creep, which can affect both budget
and schedule, will also be a major emphasis of our
project team. Controlling scope creep is almost always
tied to making–and not changing–design decisions
made during the project planning phase, unless there
are overriding reasons. After the preferred project
layout is approved, Aric will implement a formal
procedure to assess suggested design changes that
evaluate all aspects of the change, including the
number of facilities impacted, design and construction
costs, schedule, benefits, options to avoid the change, and the change justification.

TOWN OF ATHERTON - 5 - TETRA TECH
SCHEDULE: Using our understanding of similar
projects and processes this project will go through,
we have provided a major milestone schedule within
our proposal (See Section 5). The order of the tasks
needs to be completed based on predecessor
items to streamline the overall schedule as much as
possible. Our team has experience working together,
so we have established data exchange programs.

The milestone schedule will be turned into a detailed
Microsoft Project schedule containing major tasks and
subtasks and will be presented and discussed with
the Town at the project kick-off meeting. Input will
be incorporated and the final project schedule will
be distributed. This schedule will be used to manage
the project and will be set as the project baseline
schedule. Any deviations from the schedule will be
discussed with the Town and documented. If delays
occur, our project manager will work with the project
team and the Town to identify possible methods of
maintaining the critical path of the project schedule.

QA/QC AND VALUE ENGINEERING: Controlling
construction costs is critical. The ability to control costs starts with controlling the quality of the design. This includes everyone on the team. Quality is achieved
through the efforts of skilled professionals who will
effectively apply their judgment and experience
and follow a deliberate QA/QC program. Tetra
Tech has well-established procedures for quality
management that will be utilized as the project
standard. This includes independent quality reviews
of all deliverables, a technical advisory team of senior professionals, and a QA/QC Manager to make sure
that procedures are followed.

Our QA/QC and Value Engineering Team is a
combination of senior-level professionals with
experience in design, construction, and permitting for
the Town. The team will include Ike Pace, Jung Suh,
and Yen Hsu Chen.

Designing to a budget will be critical for our project
manager and team. This includes both design
budgets/costs and construction costs. The project
team will provide an estimate for the preferred project layout. Our cost estimate will be verified by Tetra
Tech’s cost estimator rather than estimates prepared by design engineers. As a result, your construction cost
estimate will be accurate.

To ensure that the most cost-effective project is
considered, a Value Engineering review is critical
at key stages of the project. The design team will
evaluate the value engineering recommendations,
conduct additional analyses as required, review the
results of the engineering analyses, and incorporate
additional recommendations into the project design.

Upon completion of the Project Plan, kick-off meeting,
and initial coordination with stakeholders, Tetra
Tech will begin data collection, site reconnaissance,
and creek assessment. A data gap analysis will be
performed to identify any additional base information
needed for the project and promptly notify the Town
of any issues. A constraints map with base mapping
will be prepared for the project site and an updated
topographic survey of the creek will be performed
to assist with the hydraulic analysis and preparation
of the concept project design. A detailed hydrologic
and hydraulic study will be performed to verify the
drainage boundaries and baseline creek conditions.

A constraints map will be prepared with utility
mapping and conflicts, topographic mapping,
easement and parcel data, and construction and
maintenance requirements.

Using the concept evaluation and initial stakeholder/
community input, Tetra Tech will prepare a Channel
Assessment Report for review by the Town. The
recommended design will provide a project that
incorporates stakeholder and community feedback,
provides the maximum cost-effective stormwater
treatment, and meets the requirements of the grant
funding. Tetra Tech will utilize our experience with
similar projects such as Stevens Creek.

Tetra Tech helped Valley Water with strategies to comprehensively manage and rehabilitate 23-mile Stevens Creek that extends from the Santa Cruz Mountains to San Francisco Bay. This work included updates on the Asset Management Plan (AMP) to address systemic deficiencies through a holistic approach, integrating geomorphic and hydraulic assessments. Key components included:
ƒ Condition Assessment and Geomorphic Study: Targeted assessments to understand erosion patterns and hydraulic capacity, identifying areas requiring urgent stabilization and enhancement.
ƒ Feasible Concept Designs: Development of practical and effective design solutions tailored to the unique conditions of Stevens Creek, including rock riffle structures to mitigate bed erosion and strategically placed levees or floodwalls to enhance flood protection.
ƒ Updated AMP with Holistic Management Strategies: The AMP revision incorporated geomorphic insights to formulate sustainable recommendations for capital improvement projects and management strategies, prioritizing ecological compatibility, and flood resilience.

Key Challenges: (1) Stevens Creek’s varied geomorphic characteristics required sophisticated assessment techniques to understand and address erosion and sediment transport; (2) densely populated urban areas complicated construction activities and required careful coordination to minimize disruption to local communities; and (3) addressing creek’s hydraulic inadequacies to handle 100-year flood events without extensive modification to infrastructure. Several discussions were held with Valley Water groups to ensure solutions were thoughtful, fair, and realistic, which allowed for important and inclusive discussion about how the creek should be repaired, improved, and maintained.

STEVENS CREEK INSPECTION, DESIGN, AND ASSET MANAGEMENT PLAN Santa Clara County, CA
Tetra Tech supported the preparation of the PI deficiencies correction spreadsheet and supporting analysis and documentation to successfully reinstate SCR-1 back into the USACE PL 84-99 program. We developed a draft Interim Risk Reduction Measures (IRRMs) Plan to include interim actions to reduce flood risks from the SCR1 Levee System while long-term solutions are developed and implemented. IRRMs are being developed based on guidance in the Engineering and Construction Bulletin No. 2012-1 and will become a critical part of flood risk management and prevention of loss of life.

Key Challenges: High potential scour depths which threaten to undermine the levee. Evaluated the use of soil cement to provide slope armor.

CONTACT: Judy Nam, (408) 728-0451, [email protected] Tetra Tech designed one-mile of flood control improvements, including two pump station modifications, roller and “flip-up” gate closure structures, levee and sheet pile design, hydraulic engineering, utility relocations, and environmental coordination. The project added channel capacity using levee improvements of sheet pile floodwalls, closure structures, and earthen embankment fills.

Key Challenges: Channel was hydraulically constricted and required floodwall improvements to provide required FEMA freeboard on top of earthen levee.

Determined two channel bridge crossing improvements to reduce large hydraulic losses imposed by the bridges.

Tetra Tech was contracted by the Washoe Tribe of Nevada and California to undertake a detailed hydrologic and hydraulic assessment of their properties along the East Fork of the Carson River and an adjoining tributary. The primary goal was to assess flood risk hazards, identify gaps in existing FEMA and local data, and propose viable flood design solutions. The project involved:
ƒ Comprehensive reviews of FEMA and local hydrologic and hydraulic data; ƒ On-site assessments to directly observe and evaluate flood risks and drainage issues; and
ƒ Development of a memo outlining findings and recommending actions including updating flood inundation mapping and designing solutions for tributary flooding.

The project culminated in a memo outlining findings and recommending actions such as updating flood inundation mapping and designing solutions for tributary flooding, with potential solutions including channel widening, bridge expansion, and possibly constructing levees.

Key Challenges: (1) Synthesizing historical data with new field observations to create an accurate risk profile; (2) managing flood risks in a geographically challenging area with significant historical and cultural implications; and (3) ensuring solutions respected the tribal community’s needs and heritage.

CONTACT: James Gatzke, (775) 265-8680 x11010, [email protected] Tetra Tech worked with the Town of Atherton to evaluate and prepare 30% construction documents for a Caltrans funded Water Capture Project to reduce localized flooding and improve water quality. Tetra Tech provided a Project Engineering Design Report that included all necessary field survey, boundary survey, site investigation, hydrology and hydraulic analysis, water quality data and analyses required to design a cost-effective regional stormwater capture treatment system. The analysis balanced the inflow rate, storage volume, and outflow methodologies and relates the associated volume and pollutant reduction to inform the design sizing decision. ENGEO conducted a geotechnical investigation for the improvement project.

The intent of the project was to store and recharge stormwater from the Atherton Canal into soil materials at depth underneath the existing park and reduce surface flows from the upper portions of the watershed.

TOWN OF ATHERTON TETRA TECH
Jason Fussel’s civil engineering experience totals more than two decades with a focus on water quality projects. His experience includes work on both public and private sector jobs of varying size and construction material types including the design of water distribution systems, street and storm drain improvements and grading activities varying from mass grading to final precise grading plans, and sewer transmission systems. Mr.

Fussel’s professional strengths and key areas of expertise include project management, QA/QC, peer review, cost estimating, stormwater analysis and studies, design, preparation of specifications, bid documents and cost estimates, and construction support services.

Experience
Cartan Field Water Capture Project, Town of Atherton, CA. PrincipalIn-Charge. Mr. Fussel was responsible for overseeing survey services and the preparation of conceptual design, plans, specifications, and estimates (PS&E) through construction management for a stormwater capture facility that diverts water from a major flood control storm drain (Atherton Channel). Survey services for the project involved production of a Record of Survey under direction of the Licensed Land Surveyor at the request of the Town of Atherton. Additional scope included conceptual design and 30% construction documents including plans, specifications, and estimate (PS&E) for the stormwater capture facility. The project goal was to convey stormwater to an underground infiltration/detention system, and evaluate the potential end points of reuse, irrigation, infiltration, and/ or filtration. The project involves initial engineering and geotechnical assessments, detailed design, environmental compliance, permitting, construction of a diversion structure and piping, construction of a pretreatment facility, excavation and construction of a high void underground storage/infiltration chamber, disposal of excavated soil, and reconstruction of disturbed portions of the site. The project is part of the Town’s goal to implement green infrastructure planning, stormwater resource planning, mercury/PCBs load reduction, and trash load reductions.

Aliso Creek – Limekiln Creek Restoration Project, City of Los Angeles Bureau of Engineering, Los Angeles, CA. Program Manager. Mr. Fussel was responsible for overseeing pre-design and design services. The project is located at the confluence of the concrete lined Aliso and Limekiln Creek flood channels, which merge together in the southern portion of the project site. The project improvements involved constructing several stormwater Best Management Practices (BMPs) intended to treat on-site and off-site runoff and reduce contamination in Aliso Creek, Limekiln Creek, and the Los Angeles River. The BMPs included low flow channel diversions, stormwater pump stations, stormwater pre-screening devices, bioswales, vegetated detention/retention basin, the restoration of upland, riparian habitat, and BMP educational signage. The goal of the project is to significantly reduce the pollutant loads, as well as transform a specifically

built flood control facility into a multi-function green infrastructure facility. The project will also be designed to achieve a Platinum Envision Rating. This important
water quality project is part of the City’s overall efforts through the Proposition O Bond Program to improve
water quality and reduce pollutant loads that are
currently being conveyed to the rivers, lakes, and
oceans within the greater Los Angeles area.

Peck Park Canyon Stormwater Quality
Enhancement Project, City of Los Angeles, Bureau
of Engineering, San Pedro, CA. Project Engineer
and Engineer of Record. Mr. Fussel was responsible
for overseeing project design components and
incorporating the latest Low Impact Development (LID)
design strategies in water quality improvement, BMPs,
landscape architecture, Leadership in Energy and
Environmental Design (LEED), and public outreach for
this important water quality project which improved
the quality of stormwater entering and leaving Peck
Park Canyon. In addition to reducing erosion and
sedimentation, the project provided water quality
benefits by reducing the bacteria in the Canyon’s
stream and ultimately in the Los Angeles Harbor and
San Pedro Bay. Project improvements included the
implementation of bioswales and infiltration strips at
the top of the canyon, using stepped and armored
channels, dissipaters and stilling basins to reduce
runoff velocities and erosion throughout the remainder
of the park. Also included were reconstruction of
trails, passive recreational amenities and interpretive signage. In addition, to overseeing the project
design components, Mr. Fussel led the Construction
Support Services and played a key role in all submittal documents, requests for information and attended
weekly construction meetings.

Red Morton Park Stormwater Retrofit, City of
Redwood City, CA. Principal-In-Charge. Mr. Fussel
is overseeing surveying and engineering design
services for a multi-beneficial regional stormwater
capture project at Red Morton Community
Park in Redwood City. Tetra Tech conducted a
topographic survey, comprised of ground survey
and aerial photogrammetry, and performed detailed
investigations of the site in order to allow the design team to understand above ground and potential
subsurface constraints that may limit the project
footprint. Tetra Tech is responsible for providing
the PS&E for the construction of the 9-15 acre feet
stormwater capture and treatment facility, as well as
the site development necessary to rebuild affected
work zone of Red Morton Park. Components to the
stormwater treatment system include a pre-treatment,
detention, and media filtration before returning the
diverted water back to the San Francisco Bay via the
reinforced concrete box channel that runs through
Red Morton Park. Surface restoration options will
include artificial turf, pervious pavers, and vegetative recirculation swales, and secondary treatment for
irrigation.

Caruthers Park Stormwater and Urban Runoff
Capture Project, City of Bellflower, CA. Project
Manager responsible for overseeing the predesign and design services for this Caltrans funded stormwater capture project. Tetra Tech prepared a

regarding the visual appeal of the proposed structure.

The undercrossing on East First Street, in the City of
Santa Ana, has slopes that are un-stabilized. Significant foot-traffic has caused the slopes to slowly deteriorate and become a NPDES issue. When it rains, sediment
erodes from the slopes, flows into adjacent storm
drains, and eventually into the City’s stormwater
lift station on the north side of First Street. This has increased maintenance requirements and the City
recently undertook a capital project to upgrade
the lift station. The project scope includes installing hardscape along the slopes to mitigate NPDES

water quality objectives for the region. A portion of
the project is aerial and ground based topographical
survey. Analytical aerotriangulation and stereo
compilation was used to create both planimetric and
terrain data. The terrain data was then used to generate 1-foot contours. A ground survey supplemented
the aerial acquired topography, in order to collect
additional data of features not readily visible from the air. The Digital Terrain Model of the ground and aerial surveys were combined to eliminate redundancy,
and an AutoCAD Civil 3D file containing all data
was produced. The goal of this project is to prepare
preliminary design reports which will include 30%
design level documents, and that could be utilized to
support grant funding application and/or supporting
information for a design-build solicitation package.

Caruthers Park Stormwater and Urban Runoff
Capture Project, City of Bellflower, CA. Survey
Party Chief. Tetra Tech provided pre-design and
design services for this Caltrans funded stormwater
capture project, including the necessary analyses to
provide a recommendation for regional stormwater
capture treatment and implementation. The analysis
identifies the existing site hydrology, water quality,
and hydraulics to determine an optimal combination
of the inflow rate, storage volume, and outflow. A
portion of the project is aerial and ground based
topographical survey. Analytical aerotriangulation
and stereo compilation was used to create both
planimetric and terrain data. The terrain data was then used to generate 1-foot contours. A ground survey
supplemented the aerial acquired topography, in
order to collect additional data of features not readily visible from the air. The Digital Terrain Model of the
ground and aerial surveys were combined to eliminate
redundancy, and an AutoCAD Civil 3D file containing
all data was produced. The Caruthers Park Project
consists of a gravity diversion from two separate Los
Angeles County Flood Control District storm drain
lines; a 72” RCP line that drains 261 acres of the
Los Cerritos Channel, and a 38’ wide rectangular
concrete channel that drains 2,995 acres of the Lower
San Gabriel River. The diverted flows pass through
a pretreatment system to remove trash, debris, and
sediment. The runoff is then passed into a large buried multi-chambered storage/infiltration facility that will be treated and used to irrigate the park. Flows in
excess of the required irrigation demands will pass
into the infiltration gallery to be exfiltrated through the soil to eventually combine with the ground water. It is anticipated that the system will use active controls to monitor the weather conditions and empty the facility
through a secured cloud-based system. This project
will help the City comply with their bacteria and metals TMDL, while providing additional benefits of potable
water offset and park revitalization.

Urban Orchard Multi-Benefit Park and Green
Infrastructure Project, Trust for Public Land, South
Gate, CA. Survey Party Chief. Tetra Tech provided a
feasibility study to transform a 30-acre post-industrial site into a multi-benefit, green infrastructure park with recreational features along the Los Angeles River.

A portion of the project is aerial and ground based
topographical survey.
Additionally, the project will
explore the naturalization of the currently concrete
Bandini Channel that runs through the project area,
as well as opportunities to clean, infiltrate, and reuse stormwater onsite for possible irrigation of the urban
orchard.
