Mayor Lewis called the meeting to order at 4:00 p.m.

City Council: Hawkins-Manuelian (Absent), Widmer, DeGolia, Vice Mayor Holland, Mayor Lewis – Present
Planning Commission: Toneli, Levison, Bryant, Polito, Lane – Present

SPECIAL MEETING ITEMS
1. STUDY SESSION ON PROPOSED INCLUSIONARY HOUSING ORDINANCE AND
IMPLEMENTATION
Town Planner Bendix, Planning Consultant Kohn, and BAE Planning Consultant Stephanie Hager presented recommendations to Council for the Towns Inclusionary Housing program.
Bendix provide an overview of what Inclusionary Housing is, and how it applies to the Town’s Housing Element update.
Council and Planning Commission held a detailed discussion related to the feasibility analysis and prototypes presented. They discussed density bonus, income levels, and the in-lief fee analysis and structure.

Staff received direction to prepare an ordinance that will be presented to Council at a future meeting.
