ATHERTON POLICE DEPARTMENT
Inter-Department Correspondence
To: Commander Larsen
From: Sergeant Fong
Date: February 22d, 2024
Subject: 2024 Body Worn Camera Audit
Audit Purpose: The purpose of the audit was to measure sergeant/officer compliance with Lexipol Policy 450.5.1 - Portable Audio/Video Recorders, enforcement related contacts.

Audit Scope: The audit included random incidents recorded from body worn cameras (BWC) of sergeants, officers, and reserve officers from January 1$, 2024 to December 31$t, 2024.

Audit Methodology: The methodology for this audit was as follows: to review approximately 5% of the number of incidents for each sergeant/officer who worked patrol where their BWC should have been activated and determine whether they activated their BWC. I filtered incidents to only include incidents when a BWC should have been activated, which resulted in 6,731 incidents during this reporting period. When you divide 6,731 incidents by the 20 sergeants/officers, you get 337 incidents per officer. 5% of 337 is approximately 17. Thus, over this reporting period, an average of 17 incidents for each sergeant/officer for a total of 340 incidents will be reviewed to gauge our department's compliance with policy section 450.5.1.

Audit Results:

Overall Department: 96.47% compliant
Sergeants (5): 96% compliant
Officers (13): 97.53% compliant
Reserves (2): 86.36% compliant
Audit Action Items: No individual sergeants/officers were below 80% compliance.

I recommend all sergeants/officers review policy section 450.5.1, which requires sergeants/officers to activate their BWCs during traffic stops, calls for service, and any other appropriate police activities.
