Subject: 2024 Firearms Audit
Audit Purpose: The purpose of this audit was to ensure compliance with Lexipol Policy Section 310 with special attention to subsections 310.4 Firearms Qualifications and 310.8 Rangemaster Duties (The Rangemaster has the responsibility of making periodic inspection, at least once a year, of all duty firearms carried by members of this department to verify proper operations.") Audit Scope: This audit included checking qualification records and firearm inspection records for 2024.
Audit Methodology: The methodology for this audit is as follows: to review range qualification records for each sworn member and determine the department's compliance with Policy 310.4.
In 2024, APD started with 23 sworn members whereas, 1 member separated in March, and another separated in June. APD conducted 3 qualifications however, not quarterly for a total of 68 possible qualifications.
7 Sworn members missed the January pistol and rifle qualification.
All sworn members received new pistols with red-dot optics and attended a transition course followed by a qualification in February.
5 Sworn members missed the March pistol and rifle qualification, 1 missed the rifle qualification and 1 member was at a Firearms Instructor Course during this qualification.
3 Sworn members missed the May pistol and rifle qualification, and 1 missed the rifle qualification.
The September qualification was replaced by perishable skills training to satisfy POST mandates.
To review records for each firearm and determine the department's compliance with Policy 310.8. All department rifles were inspected by Armorer Romero, and I. One personally owned rifle is in possession of the member who is on FMLA. The pistols were inspected at the time of their issuance in February.
Audit Results:
Policy 310.4 Firearms Qualifications: Pistol 88.2% compliant Rifle 75.3% compliant
Policy 310.8 Firearms Inspections: Pistol 100% compliant Rifle 96.6% compliant
