STUDY SESSION
1. STUDY SESSION ON PROPOSED INCLUSIONARY HOUSING ORDINANCE AND
IMPLEMENTATION
Town Planner Bendix presented the staff report providing an overview of what an inclusionary housing program is, what is actually required by the State to adopt one, and how the program will work with the Town’s Housing Element. Bendix articulated that the goal is to develop a program with fees at realistic amounts that would alleviate the dependence on ADU production in the event a Townwide application was considered.
Council and Commission discussed what steps are needed to adopt and implement an inclusionary housing program, challenges the Town may face if we opt not to move forward with one, details on programs on RM-20/40 sites, and a timeline for formal adoption.
There was consensus among both the Council and the Commission to move forward with some form of inclusionary ordinance on the RM 20/40 sites at least. There was no consensus to include single-family residences in an ordinance.
This item will return to Council at a future meeting for discussion and action.
