SPECIAL MEETING
Mayor Lewis called the meeting to order at 4:00 p.m.
ROLL CALL – Widmer, DeGolia, Vice Mayor Holland, Mayor Lewis – Present Council Member Rick DeGolia participated in the meeting remotely pursuant to Government Code Section 54953.

STUDY SESSION ITEMS
1. CITY COUNCIL VACANCY APPOINTMENT PROCESS OR ELECTION PROCESS
FOR THE CURRENT CITY COUNCIL VACANCY INCLUDING THE POSSIBILITY
OF IMMEDIATE APPOINTMENT
City Manager Rodericks introduced the report and provided the options available for Council consideration as a result of former Council Member Hawkins-Manuelian’s resignation, effective September 1, 2025.
The Council held a discussion regarding the options and opted to conduct a formal process to solicit candidates for the vacant seat to serve until a November 2026 election is called and conducted. Council instructed staff to distribute notices to the community and prepare for interviews of candidates at the October 1 Study Session with appointments either at that meeting or the October 15 Regular Meeting.
2. DISCUSSION OF CAMPUS HOUSING DEVELOPMENT
Town Planner Bendix reviewed the report and sought Council input regarding on-campus housing development at Atherton school sites. Bendix noted that Menlo College expressed interest in developing student and faculty housing.
Council discussed fundraising options, grant applications and financial assistance, publicprivate partnership opportunities, and the interest level of the various school sites.
This will return to Council for further discussion.
