STUDY SESSION ITEMS
1. PRESENTATION OF GRAND BOULEVARD INITIATIVE PROGRESS UPDATE –
ORAL REPORT ONLY
Public Works Director Ovadia introduced the item and presenters from the Grand Boulevard Initiative team. The Council received a presentation related to the action plan framework that included a discussion of other jurisdictions, examples of corridor needs and the vision for the working group.

Council discussed the corridor wide plan, timeline for implementation across multiple jurisdictions, approval and input process, and the goals of individual jurisdictions.
This was a presentation only and will return to Council for future action.

ACTION ITEMS
2. INTERVIEW CITY COUNCIL VACANCY APPLICANTS; AND, IF APPROPRIATE
APPOINT A CANDIDATE TO FILL THE VACANT SEAT FOR A TERM EXPIRING NOVEMBER 2026
City Clerk Suber introduced the item noting the criteria for selection for the Council’s consideration and the candidates still in contention for appointment.
Council Member DeGolia articulated a brief history of council vacancies and appointments.
Council invited the candidates with an opportunity to present to speak to their interest and qualifications to serve on Council.
Christine David and Eric Lane made a presentation to the City Council.
Council held a brief deliberation based on the candidates available and voted to appoint Eric Lane to serve on the City Council until
Mayor Lewis administered an Oath of Office, which will be completed by the City Clerk at the time financial disclosure documents are completed
MOTION BY: Widmer, Second by DeGolia to adopt Resolution No. 25 – 16 appointing Eric Lane to serve on the City Council until a special election is held on November 3, 2026, and a candidate is appointed to serve the remainder of the term that expires November 2028.
