CITY COUNCIL STAFF REPORT – CONSENT AGENDA
TO: HONORABLE MAYOR, CITY COUNCIL, AND GEORGE

RODERICKS, CITY MANAGER
FROM: CHRISTABEL SORIA MENDOZA, MANAGEMENT ANALYST I
DATE: OCTOBER 15, 2025
SUBJECT: AWARD OF CONTRACT FOR EV CHARGER INSTALLATION

PROJECT AT HOLBROOK-PALMER PARK AND THE POLICE

DEPARTMENT LOT

RECOMMENDATION
Staff recommends that the City Council award a construction contract to Verdek LLC for the design, supply, installation, and service of Level 2 electric vehicle (EV) charging infrastructure at Holbrook-Palmer Park and the Police Department parking lot in the amount of $142,827, leveraging the State of California Department of General Services (DGS) contract. Staff further recommends authorizing change orders up to $45,000 to address potential unforeseen costs or adjustments, directing the City Attorney to prepare the contract, and authorizing the City Manager to execute the contract on behalf of the Town.

BACKGROUND
Peninsula Clean Energy (PCE) authorized a one-time allocation of $11.5 million in surplus funds for member agencies to implement local energy projects. This grant program is available to jurisdictions within the Peninsula Clean Energy Authority Joint Powers Authority and may be used for one or more projects as approved by PCE. Funding allocations are based on each jurisdiction’s year-end 2023 load share and customer count and are subject to a spending verification process.

The program’s primary goal is to support decarbonization and the transition to clean electricity across the service territory.

Staff applied for the PCE Member Agency Grant and were awarded $181,946 to advance the Town’s sustainability initiatives. The Town is using these funds to install Level 2 electric vehicle (EV) charging infrastructure at two key locations—Holbrook-Palmer Park and the Police Department. The project includes six Level 2 EV ports: four at Holbrook-Palmer Park and two at the Police Department, where the Town plans to gradually transition portions of its fleet to electric vehicles.

The project will also include EV Ready infrastructure to accommodate future expansion—up to four additional ports at Holbrook-Palmer Park and two additional ports at the Police Department.

Designing the system to be EV Ready ensures scalability, reduces future retrofit costs, and positions the Town to meet growing demand for EV charging.

Separately, the Town has used a portion of the grant funds to order an electric lift to replace frequently rented diesel-powered equipment. The lift, currently in production and expected to be delivered by March 2026, will enhance municipal operations while reducing emissions, noise, and maintenance costs.

The PCE Member Agency Grant supports projects that decarbonize municipal operations and promote the adoption of clean electricity, aligning with the Town’s sustainability and climate action priorities. By leveraging this funding, the Town is advancing critical clean energy infrastructure while demonstrating local leadership in electrification and environmental stewardship.

ANALYSIS
The PCE Member Agency Grant supports projects that decarbonize municipal operations and promote the adoption of clean electricity, aligning with the Town’s sustainability and climate action priorities. By leveraging this funding, the Town continues to advance essential clean energy infrastructure while demonstrating local leadership in electrification and environmental stewardship.

PCE is providing per-charger incentives, and the Town qualified for additional funding in the amount of $38,000 to further support project implementation. The total project cost includes $142,826.90 for EV charging infrastructure and installation, and $98,370.41 for the electric lift, with total PCE incentives of $38,000 applied toward the overall cost. With the PCE Member Agency Grant allocation of $181,946, the Town can fully leverage available grant funding to cover the majority of project expenses, minimizing local contributions. The remaining balance to be covered by the Town is $21,251.31.

Table 1 below provides a summary of the overall project budget.

Table 1: PCE Member Agency Grant Project Budget

PCE Grant Allocation $181,946.00
Remaining Balance to be
Covered by the Town ($21,251.31)
Staff recommends awarding the contract to Verdek LLC, a leading provider of electric vehicle (EV) charging solutions with more than a decade of experience delivering reliable, scalable, and user-friendly EV infrastructure. Verdek has an established track record working with municipalities and large-scale clients nationwide, including the design and installation of highcapacity public charging networks in urban environments. Verdek was selected based on their extensive experience in municipal and large-scale EV charging projects, including a statewide contract with the State of California.

Verdek recently secured a statewide contract with the State of California to deploy a comprehensive EV charging network, underscoring its technical expertise and proven capacity to manage complex infrastructure projects. The installation of EV charging infrastructure will:
 Support the Town’s transition to electric vehicles and reduce municipal greenhouse gas emissions.
 Provide public EV charging access at Holbrook-Palmer Park, encouraging broader community adoption of electric vehicles.
 Include EV Ready infrastructure to accommodate future expansion without requiring major retrofits.
 Leverage Verdek’s technical expertise to ensure professional installation and long-term system reliability.

Awarding the contract to Verdek allows the Town to fully leverage available grant funding, ensure high-quality implementation, and demonstrate continued leadership in sustainability and clean transportation initiatives.

FISCAL IMPACT
This project was not budgeted as a standalone item within the Sustainability budget; however, sufficient funds are available within previously approved Sustainability and Facilities budgets to support the remaining costs. The total project cost is estimated at $241,197.31, including $142,826.90 for the EV charging project and $98,370.41 for the electric lift.

The Town received a $181,946 grant from Peninsula Clean Energy (PCE) under the Member Agency Grant Program, along with $38,000 in additional per-charger incentives. After applying all grant funding, the remaining Town contribution of approximately $21,251.31 will be covered using available Capital Budget balances—$12,000 from the Holbrook-Palmer Park CIP Budget and $10,000 from the Town Center CIP Budget. Staff are confident that this allocation can be accommodated within existing Capital Budget balances, and no additional appropriations are required at this time.

Award of this contract leverages nearly all external funding to deliver high-impact sustainability infrastructure with minimal fiscal impact to the Town.

GOAL ALIGNMENT
This report and its contents are in alignment with the following Council Policy Goals:
 Goal 4 – Be Forward-Thinking
 Goal 5 – Maintain & Improve Public Infrastructure
 Goal 6 – Build Community & Promote Civic Participation

POLICY FOCUS
The proposed EV charging project supports the Town’s long-term sustainability, mobility, and energy goals by equipping key municipal and public facilities with future-ready infrastructure that can expand as electric vehicle (EV) demand increases. This proactive approach minimizes the need for costly retrofits, advances the Town’s clean transportation and decarbonization objectives, and aligns with regional and state initiatives promoting electrification and reduced greenhouse gas emissions.
