Subject: Proposal for Parking and Traffic Operations Evaluations Dear Robert,
TJKM Transportation Consultants (TJKM) is pleased to submit this revised proposal to conduct the following studies for the Town of Atherton:

A. Parking Study for Town Center Complex and Vicinity; and Holbrook Palmer Park Lot B. Traffic Study for Middlefield Road intersections at Watkins Avenue and Fair Oaks Lane C. Traffic Assessment for One-way operations of Dinkelspiel Station Lane between Watkins and Maple
Further details on each evaluation are provided below.

A. Parking Study
The Town Center and Library Complex experiences recurring parking challenges due to much increased parking demand by the Town staff and visitors. Due to the parking demand that far exceeds the Main Parking Lot capacity, the additional demand spills over to the residential streets around the Complex. To fully assess the parking conditions and to develop effective solutions, we propose the following tasks:

Town Center & Library Lot
1) Collect parking occupancy data for three consecutive weekdays from 9am to 5pm.

Develop detailed charts documenting the data by day and by hour. 2) Review the Library’s programming calendar and attendance at each event for one complete month. Incorporate parking needs of the Library programs and events in the assessment.
3) Assess current parking demand for the City and Library staff, City fleet, and deliveries. 4) Assess current parking demand for Mademoiselle Colette coffee shop employees, customers, and deliveries.
5) Complete a parking analysis to determine when and how often the lot gets full. 6) Review all signs and curb/pavement markings.

7) Identify wide-ranging solutions to address the parking supply/demand imbalance at the Lot, including modified striping layout to add more spaces, restricted parking, designated parking for specific use, signage, adding parking spaces on Caltrain property, etc.

On-Street Parking
1) Review all signs, curb/pavement markings, and parking restrictions for each block within the study area (map attached). The proposed study area includes Fair Oaks Lane, Ashfield Road, Maple Avenue, Walnut Avenue and Watkins Avenue; all between El Camino Real and Dinkelspiel Station Lane. Develop detailed arial maps reflecting all existing conditions related to on-street parking.
2) Conduct a community meeting (Meeting # 1) to receive initial feedback from the residents and businesses within the study area. This feedback will be incorporated into the data collection and field observations.
3) Collect parking occupancy data for three consecutive weekdays, from 9am to 5pm.

Develop detailed charts documenting the data, by day and by hour for each block within the study area.
4) Analyze data; develop strategies and solutions to address on-street parking related concerns. Prepare maps and charts showing recommended solutions. 5) Present study findings to the community (Meeting # 2) and receive feedback. Revise recommendations as appropriate. Finalize and submit recommendations for improving on-street parking conditions.

Holbrook Palmer Park Parking Lot
1) Identify necessary improvements to provide safe and convenient walking path from the Lot to the Complex, including any improvements to the Watkins/Dinkelspiel crosswalk. The evaluation will include presence and condition of sidewalks, crosswalks, ADA-compliant wheelchair ramps, street-lighting level, etc.
2) Present the recommendations to the Town staff; finalize and submit the list of improvements.

Overall, the Parking Study will address numerous parking related matters including:
▪ Parking supply/demand imbalance at the Town Center Lot ▪ On-street parking conditions in the Town Center vicinity ▪ Signage/Striping Enhancements
▪ Parking Needs of Town and Library Staff, Town fleet, and deliveries ▪ Parking needs for Mademoiselle Colette coffee shop employees, customers, and deliveries ▪ Need for Parking Enforcement
TJKM’s effort will involve field observations, data collection and analysis, staff and community engagement, summaries on maps/charts/graphics, development of technical memo, a final report, etc. Our effort also includes necessary presentation slides and handouts for and attendance at Robert Ovadia

two community meetings (virtual) and one City Council meeting. We expect to utilize TJKM’s inhouse expertise of engineers, planners, and graphic designers as well as NDS for data collection.

Our fee proposal to accomplish the tasks outlined above is $42,800 plus $,4,400 for data collection.

The data collection and analysis effort for three consecutive weekdays is included. Each additional day will add $1,400 to NDS fees for data collection and $1,050 to TJKM fees for analysis and graphics. TJKM will process and pay NDS invoices and submit for reimbursement by the Town.

B. Traffic Study for Middlefield Road
This study will evaluate two intersections along Middlefield Road as outlined below and shown on the attached map.
1) Perform a traffic signal warrant analysis, and evaluation of a pedestrian hybrid beacon (HAWK), and a rectangular rapid flashing beacon (RRFB), to enhance the pedestrian safety at the following two intersections:
a. Middlefield Road and Watkins Avenue
b. Middlefield Road and Fair Oaks Lane/Palmer Lane
Proposed fee is $6,675 ($4,175 plus $2,500 for data collection). 2) If an intersection meets the traffic signal warrants, develop signal timing plans, reevaluate, and develop signal coordination for Middlefield corridor using Synchro for five intersections to be selected by the City.

Proposed fee is $20,000 ($4,000 per intersection).

Overall, this evaluation involves field observations, data collection, warrant analysis, signal timing plans, signal coordination and preparing draft and final reports. TJKM will prepare and submit a Technical Memorandum summarizing results of the analysis.

If these intersections qualify for a traffic signal, HAWK or RRFB, TJKM will prepare engineering designs, cost estimates, and construction coordination plans. A fee proposal will be provided based on the study outcome and recommended improvements.

C. Dinkelspiel Station Lane – One-way Operations
To encourage the visitors to the Town Center and Library to park at the Hollbrook Palmer Park parking lot, it is necessary to provide a safe and convenient walking path between the Park and the Town Center. This is increasingly important as some parents and children are expected to park at the Park’s parking lot and walk to/from the Town Center for a variety of events and activities at the Library. Currently, Dinkelspiel Station Lane between Watkins and Mapel does not have curb/gutter and sidewalks. It appears that the current right-of-way may not be adequate for the addition of a walking path. A one-way traffic control, similar to short and narrow bridges, may need to be explored.

As requested, the study will include the following:
1) Collect traffic volume data for Dinkelspiel Station Lane and nearby streets that may be impacted due to one-way traffic operations.

2) We will develop an existing-conditions traffic operations model to assess current traffic performance, including level of service (LOS) and roadway capacity—along Station Lane and nearby streets during the AM, School PM, and PM peak hours. 3) We will use the San Mateo County Travel Demand Model to develop traffic volumes on nearby streets for the proposed one-way operation. In addition, a level of service (LOS) analysis will be performed during the congested peak hour to evaluate the feasibility of the one-way configuration.
4) Assess feasibility of one-way operations; in eastbound and westbound directions; identify negative impacts on nearby streets; develop pros/cons, etc. 5) Identify infrastructure improvements necessary to create a safe walking path from Watkins to Maple (with one-way conversion).
6) Prepare conceptual drawings and ROM cost estimates.
7) (a) - Develop traffic simulation using VISSIM displaying likely movement of vehicles during different hours of a typical day (with one-way conversion). The simulation will include ten intersections to be selected by the City. Our fee for Task 7a is $100,000 ($10,000 each for 10 intersections).
(b) If Task 7a is not performed, a Synchro analysis will be necessary for tasks 1-6. The cost is $40,000 ($4,000 each for 10 intersections).

The proposed fee for one-way assessment, tasks 1-6 above is $22,560 ($17,060 plus $5,500 for data collection). Completion of tasks 1-6 requires inclusion of either Task 7a or Task 7b.

Study C will be conducted after the completion of the parking study (Study A) and only if a determination is made that a path can only be added if the Town considers one-way control of the street.

Throughout the duration of these studies, TJKM will prepare and submit regular project updates, study findings, draft/final reports, and any other work products as directed by the Town. Our team will also assist you with preparing work products for presentations at the City Council, Transportation, Bicycle and Pedestrian Committee, and any other formal bodies. For studies B and C, meeting attendance is not included in the proposed fee.

Table on page 5 summarizes various tasks and associated fees for the three studies.

Thank you for considering TJKM again for your transportation consulting needs. If you have any questions or concerns regarding our proposal, do not hesitate to contact me.

Sincerely,
TJKM Transportation Consultants
