Mayor Holland called the meeting to order at 4:01 p.m.

STUDY SESSION ITEMS
1. FY 2026/27 BUDGET KICK-OFF AND OVERVIEW
Assistant City Manager/Finance Director Barron presented the report to the Council and Committee. This report covered recapping the Year-End projections for the 25/26 Fiscal Year, reviewing major revenue sources, expenditure categories and 5-year forecasts for both.
Council had questions related to expenses, revenue projections, and the budget development process. Council gave direction regarding budget development, discussed CalPERS unfunded actuarial liability payments and projections and received clarification from staff.
2. DEPARTMENT OF POLICE INTERNAL AUDIT AND INSPECTION REPORTS Police Chief McCulley presented the results of the 2025 Internal Audit of the Atherton Police Department.
Council had several questions and focused on the discrepancy between False Alarm citations and payments collected for those citations, Automated License Plate Reader data and system integrity.
Staff were directed to return with a recommendation addressing this discrepancy for false alarms and monitoring alarms for residents not in compliance.
