Re: Letter Proposal to Provide Project Management, Construction Management, and Inspection Services for the Atherton Library Children’s Garden Project
Dear Mr. Ovadia,
Interwest Consulting Group (Interwest) is pleased to present this Task Order to the Town of Atherton. Upon our discussions, we understand that the City needs a highly qualified team for the project management, construction management, and inspection services for the Atherton Library Children’s Garden Project.
SCOPE OF SERVICES
Based upon our review of the 90% plans and provided documents, we propose to provide project management, construction management, and inspection services to include on-site, and any off-site project required work.
We anticipate the scope of services to include:
PROJECT MANAGEMENT
• Review project specifications, cost estimate, and project plans. • Assistance with bidding support to include required public bid postings, packaging the bid documents, and answering RFI’s.
• Evaluate bids for the most responsive and responsible bidder and prepare staff report for council award with all required documentation.
• Assistance with notice of completion and staff reports for council acceptance. • Oversee project schedule, completion of deliverables, and any coordination with the design team.
CONSTRUCTION MANAGEMENT/INSPECTION SERVICES
• Conduct pre-construction meeting and Bi-weekly on-site progress meetings. • Provide a designated on-site Inspector throughout construction. • Complete daily reports on construction activities.
• Review submittals and payment requests for accuracy and process pay apps through the town. • Respond to any RFI’s and process potential change orders. • Conduct punch list walkthrough.
• Provide final close-out project documentation.

FEE ESTIMATE
The supervision services described herein will be billed at the following rates based on a 60 working day schedule providing services on both the front end and back end of the project. Below we have provided a notto-exceed (NTE) amount and hours anticipated for this proposal. The associated fee rates for our services are pursuant to our 2025 rates included.
