Item No. 5
Town of Atherton
CITY COUNCIL STAFF REPORT – CONSENT AGENDA
TO: HONORABLE MAYOR AND CITY COUNCIL

GEORGE RODERICKS, CITY MANAGER
FROM: ROBERT OVADIA, PUBLIC WORKS DIRECTOR
DATE: MAY 20, 2026
SUBJECT: AMENDMENT TO THE TASK ORDER FOR CONSTRUCTION

MANAGEMENT AND INSPECTION SERVICES FOR THE
ATHERTON LIBRARY CHILDREN’S GARDEN PROJECT

RECOMMENDATION
It is recommended that the Council approve an amendment to the task-order with Interwest Consulting Group (Interwest) for construction management and inspection services associated with the Library Children’s Garden Project.

BACKGROUND
The San Mateo County Library JPA (SMCL) contracted with Miller Company Landscape Architects to prepare the plans, specifications and cost estimate for the Atherton Library children’s Garden Project. The project primarily consists of site clearing, installation of various custom garden elements such as log benches, low tree house, willow hut, and stump walk, as well as ramps, railings, stairs, unit paving and other surfacing materials, fences and other site furnishings.

In February 2025, the City Council authorized support for the project, including the contracting of Construction Management and Inspection services, to be reimbursed by the SMCL Library JPA.

A task-order in the amount of $58,240 was issued to Interwest to provide bidding support as well as construction management and inspection services for the project. The submitted proposal was based on an estimated construction period of 40 working days.

On November 19, 2025, the City Council approved a construction contract with Selway Construction, Inc., with 90 working days allotted for construction. Construction is approximately 50% complete and there have been minor extensions approved to the construction timeline associated with rain delays and construction contract change orders.

Interwest has requested an augmentation to their task order to cover the duration of the construction period and project closeout.

ANALYSIS
As noted above, Interwest provided a proposal for construction management and inspection services based on the preliminary construction plans and initial estimated 40 working day duration.

As the plans were finalized, the estimated construction time to complete the project was extended to 90 working days. Approximately 10 additional days have been granted due to change orders and rain delays. As project construction initiated and progressed, Interwest advised that an amendment to the task-order would be needed to cover the duration of the project.

Interwest provided a proposal (attached) in the amount of $50,760 to cover the additional construction management and inspection services required to complete the project. Staff is recommending approval of the amendment.

FISCAL IMPACT
The cost of the task-order amendment is $50,760, providing for a total cost for construction management and inspection services in the amount of $109,000. These costs are expected to be funded through SMCL library restricted funds.
