REIMAGINE DUMBARTON STUDY
Town of Atherton City Council Regular Meeting – May 20, 2026
Public Works Director Ovadia presented report on the Reimagine Dumbarton Study. Council asked clarifying questions regarding the purpose of the potential project.
Council raised concerns with the possibility of the potential for Bus Rapid Transit bus stops creating SB79 transit zonesthat would affect properties within Atherton. Council also indicated that they would be strongly in favor of this project if it were decoupled from SB79, but as long as it is they are only in favor of a bike/ped pathway with no buses.
Staff directed to draft a letter conveying strong support of the Dumbarton Corridor being used for bicycle and pedestrian use, with opposition to Bus Rapid Transit under the current SB 79 and a conditional willingness to evaluate bus service if SB 79 is amended to not apply to the Dumbarton Corridor. Council also requested that language be included requesting that the Legislature consider exempting all new transit projects like this from SB 79.
9. GILMORE HOUSING DEVELOPMENT SITE DISCUSSION
Town Planner Bendix presented the staff report via Zoom. Primarily focused on Housing Element goals in Program 3.8/4.6A at the current date, being behind it’s original schedule and that the Town appears to be on target with lower-income RHNA tier housing.
Planning Department also reported approval of one RM10 site at the Menlo Circus Club and 4 more applications that are currently pending.
Council directed staff to defer any action on developing housing at the Gilmore House site in light of this report until the Mid-Cycle Housing Element Check-in schedule for March 2028.
10. CONSIDERATION AND DIRECTION REGARDING FORMATION OF A CITY
CHARTER
City Manager Rodericks presented report regarding Charter City feedback from the community. Feedback from the community was that residents who attended outreach felt that becoming a Charter City would be pointless, with concerns about the charter negatively affecting tax increases and providing no protection from state housing laws.
Council made comments to a similar effect and directed staff not to pursue a charter city measure any further and to end outreach efforts.
