Re: Town of Atherton Active Transportation Plan – Phase 2: Public Engagement Summary (FINAL) Introduction
As part of the Town of Atherton Active Transportation Plan (ATP), Alta used in-person and online engagement strategies to gather community input during Phase 2 of the project, which took place from October 30 through November 30, 2025. Both in-person and online engagement strategies were publicized on the Town’s project website. This phase of engagement focused on collecting input on recommendations for bicycle and pedestrian infrastructure improvements. The following strategies were used in Phase 2:
• In-Person Engagement: Alta and Town staff facilitated one pop-up event and three neighborhood meetings for community members to provide input on the bicycle and pedestrian recommendations in-person. The pop-up event occurred during the Spooktacular celebration at the Atherton Town Center on October 30, 2025, from 3:00 PM to 5:00 PM. The three neighborhood meetings were hosted at the Atherton City Hall – each focused on receiving input on recommendations in a specific town area.
o Selby Lane/Stockbridge Avenue – held on Wednesday, November 12, 2025, from 6:00 PM to 7:00 PM o Atherton Avenue – held on Wednesday, November 12, 2025, from 7:15 PM to 8:00 PM o East of El Camino Real – held on Thursday, November 20, 2025, from 6:00 PM to 7:00 PM • Online Engagement: To complement in-person efforts, Alta developed an online survey for community members to provide input on the proposed improvements to the bicycle and pedestrian networks. At the end of the survey, participants were invited to complete an optional demographic survey.

This memo provides a summary of in-person engagement and a summary of online engagement. A list of all input provided during in-person engagement is provided in Appendix A. The materials provided during in-person engagement events is provided in Appendix B. A full list of text responses to the survey and all email comments submitted are provided in Appendix C.

A PDF version of the survey is shown in Appendix D.

Alta incorporated community feedback to refine the recommended bicycle and pedestrian network. The updated network reflects both industry best practices for facility design and the input received from the public. When community feedback was mixed or evenly split, Alta relied on findings from the existing conditions analysis, project feasibility considerations, and professional judgment to determine the most appropriate updates to the recommendations.

Community input will also be incorporated into the development of the project prioritization methodology. This methodology will combine public preferences with measurable criteria—such as collision history, level of traffic stress and demand, among others—to establish an objective, reproducible process for sequencing recommended improvements within the Active Transportation Plan.

Executive Summary
Across in-person and online engagement, 274 participants submitted 301 sticker dot votes, individual comments, or online surveys responses (Table 1). It is possible that there are multiple entries from a single individual if they participated in multiple events and/or submitted multiple types of input. For example, one person could have sent an email comment, attended a neighborhood meeting, and submitted an online survey. Key themes across comments submitted during inperson and online engagement include:
• Strong support for pedestrian network recommendations, including adding walkways along Encinal Avenue, Fair Oaks Lane, Watkins Avenue, Middlefield Road, Station Lane, Atherton Avenue, Selby Lane, and Alameda de las Pulgas.
• Strong support for intersection improvements, particularly those on the same corridor as the pedestrian network recommendations including Alameda de las Pulgas, Atherton Avenue, Watkins Avenue, Station Lane, El Camino Real, and Middlefield Road.
• There is overall more support for implementing pedestrian improvements than bicycle improvements. • Support for both bike lane and walkway improvements along Atherton Avenue. However, the cross-section is constrained and may not fit both; a hybrid approach could be considered, with a walkway and Class III bike route in one direction combined with a Class II in the opposing direction. • Support for prioritizing pedestrian and/or bicycle recommendations on corridors where youth travel to school, including Encinal Avenue and Middlefield Road.
• Among individual comments or online survey responses, a total of 108 comments indicate that people either dislike chicanes or are concerned about their application in Atherton. There is some support for limited implementation of speed humps as a traffic calming feature installed at a limited number of strategically considered locations. • Among individual comments or online survey responses, a total of 31 comments indicate that people do not support the implementation of bike lanes on Selby Lane.

Some of the key updates to the recommended bicycle and pedestrian network (with a focus on Selby Lane, Stockbridge Avenue, and Atherton Avenue) based upon public engagement include:
• Bike Lane (Class II) along Atherton Avenue. According to the engagement summary, there was support for a walkway and bike lanes. Both are not feasible. We determined that a Class II bike lane is feasible and would benefit people walking as well by adding extra space between cars and the existing gravel shoulder. An informal walkway exists along most of the street. Alternatively, a hybrid facility for Atherton Avenue could be considered, with a walkway and Class III bike route in one direction combined with a Class II in the opposing direction. • Walkway along Selby Lane: A walkway on one side of the street, with no bike lanes, was recommended along the East-West Corridor. Most residents voted strong opposition to bike lanes on Selby Lane. • Bicycle Routes: In some instances the implementation of signed bicycle routes, with speed humps considered on a case-by-case basis are recommended. Regarding other traffic calming mechanisms, many residents indicated strong opposition for chicanes.

Attachment 1
Phase 2 – Public Engagement Summary
Alta Planning + Design Town of Atherton | 3
• Signed Bike Route Stockbridge Avenue. There was roughly even support from the public regarding the alternatives for a signed bike route on Stockbridge Avenue. However, no pedestrian facility was shown on the Recommended Pedestrian Network exhibit, and there was no recorded interest. Additionally, particularly among participating residents, there is significant support for no change to the existing condition.

For more information related to the development of recommendations, please reference the Recommendations Methodology memo.

In-Person Engagement
During four (4) in-person engagement events, project staff engaged with 90 participants, who submitted 91 pieces of input via a large-format engagement board or through a submitted comment card (Table 2). The project team developed and used six (6) visual reference boards to engage with community members:

1. Town-wide map with Pedestrian and Intersection Recommendations (engagement board).

2. Town-wide map with the Recommended Bike Network (Alternative 1) (engagement board):
a. The Bike Network (Alternative 1) includes recommendations for additional Bike Routes and Bicycle Boulevards with traffic calming features across the town. This alternative does not foresee any impacts on parking or landscaping on the shoulders along various corridors, but will not provide separation between people bicycling and people driving.

3. Town-wide map with the Recommended Bike Network (Alternative 2) (engagement board):
a. The Bike Network (Alternative 2) recommends facilities that provide greater separation between people bicycling and people driving when compared to Bike Network (Alternative 1), but may involve impacts on the existing space for walking, parking, and landscaping along the shoulders. It may also impact the travel lane width along a number of corridors.

4. Bicycle facilities toolbox (visual reference).

5. Pedestrian facilities toolbox (visual reference).

6. Design Alternatives (engagement board): This board presents four visual representations (alternatives) for the public to vote on. Participants were asked to vote for their preferred alternative for each corridor: Selby Lane, Stockbridge Avenue, Atherton Avenue, “Other,” or another street in Atherton. Participants could also provide a comment on this board. The four alternatives are:
a. Existing Conditions: A shared travel lane with sharrow markings. b. Alternative 1: A shared travel lane with sharrow markings, a speed hump, and a chicane (examples of traffic calming features).
c. Alternative 2: A shared travel lane with sharrow markings, a chicane (example of a traffic calming feature), and a walkway on one side of the street.
d. Alternative 3: Dedicated travel lanes, bike lanes, and bioretention on the shoulder.

Additional engagement boards were developed and used to display the pedestrian and bicycle network recommendations zoomed in on the specific neighborhoods during neighborhood meetings.

General themes from the input received across the engagement events include:
• Selby Lane Improvements: Some participants would like to keep the existing conditions on Selby Lane (East-West), but others are in support of adding a walkway on the corridor. • Traffic Calming Improvements: Participants either dislike chicanes or perceive that they will not work well in Atherton.
• Oak Grove Avenue Improvements: Participants would like to see improved bicycle and pedestrian facilities on Oak Grove Avenue – either bike lanes or a shared-use path.
• Crossing Improvements: Participants are in support of improvements to facilitate road-crossing at Watkins Avenue and Station Lane.

Please note that all input provided during in-person engagement is provided in Appendix A, and all materials used during this phase of engagement are included in Appendix B.

Online Engagement
Between online survey and email submissions, 184 individuals submitted 210 pieces of input. Across the online engagement methods, feedback indicated that people like aspects of each design alternative or its application along specific corridors.

General themes of feedback included
• Atherton Avenue Improvements: There is strong support for implementing Alternative 3 along Atherton Avenue.

Most residents (65%) like that the alternative provides a dedicated space for people biking, though some respondents are concerned about pedestrians walking in the bike lane. • Pedestrian vs Bicycle Improvements: There is overall more support for implementing pedestrian improvements like walkways, when compared to implementing bicycle improvements. People enjoy walking on the existing informal paths along street shoulders and would be even more comfortable if the paths were more formalized. • Traffic Calming Improvements: Most people dislike chicanes but there is more support for implementing speed humps as a traffic calming feature. Some people provided conditions for their support, including that the speed humps should have an opening for bicyclists to pass through and they should be permanently installed at a select and limited number of locations.
• Parking Concerns: People are concerned about parking loss due to bioretention and/or formalizing walkways.

Please note that all input provided during online engagement is provided in Appendix C. A PDF version of the survey is shown in Appendix D.

Survey
Between October 30 and November 30, 2025, the Town of Atherton hosted an online survey on the Atherton Active Transportation Plan project website. Participants provided feedback on three (3) design alternatives for improvements to the existing bicycle and pedestrian networks. The three (3) alternatives, visualized as cross sections in Figure 1, included:

1. Alternative 1: A shared travel lane with sharrow markings, a speed hump, and a chicane (examples of traffic calming features).

2. Alternative 2: A shared travel lane with sharrow markings, a chicane (example of a traffic calming feature), and a walkway on one side of the street.

3. Alternative 3: Dedicated travel lanes, bike lanes, and bioretention on the shoulder.

Phase 2 – Public Engagement Summary
Alta Planning + Design Town of Atherton | 7
For each alternative, participants were asked:
• What they like or dislike
• How well each design alternative meets their needs
• On which streets they would like to see each alternative implemented • Additional feedback on each design alternative
All survey questions were optional – participants were not required to respond. As a result, participants could choose to respond to none, one, or all the questions – resulting in the total number of responses varying between questions. At the end of the design alternatives component of the survey, there were optional demographic questions.

A total of 292 survey responses were submitted. During the data analysis, survey responses were filtered to only include submissions where participants responded to at least one question. As a result, 185 surveys were analyzed. Among survey participants who shared where they live (n=170), 67% (114) were Atherton residents and 33% (33) live in either Menlo Park, Unincorporated San Mateo County, Redwood City, or somewhere else. In the survey analysis, non-Atherton residents are described as “interested parties.” Among 114 Atherton residents, 111 respondents shared what neighborhood they live in.

Half (56) of the respondents live between El Camino Real and Alameda de las Pulgas (50%), followed by between Middlefield Road and El Camino Real (20%), East of Middlefield Road (17%), and West of Alameda de las Pulgas (6%). Among survey respondents who shared their age, the largest percentage of respondents were between 50 and 64 (37%), followed by 18 and 34 (29%). All demographic question results are presented in Table 3 through Table 5.

Table 6 and Table 7 below provide a high-level summary of community sentiments regarding the design alternatives, followed by key themes among the text responses. In Table 6, percentages were calculated using the total number of participants, not the total number of responses. In the table, the total number of participants is shown as “n=X”, and the total number of responses is shown in the bottom “total” row. This method for calculating percentages keeps the percentages tied to the actual size of the population survey and how common each choice is among all participants, not just how often it was selected relative to the other options. This avoids inflated percentages caused by people choosing multiple options.

Key findings from this data include that the majority of Atherton residents do not want the design alternatives implemented on Selby Lane, Stockbridge Avenue, or Atherton Avenue. However, among the suggested streets and alternatives, Atherton residents show the most support for implementing Alternative 3 on Atherton Avenue (33%). Alternative 3 also received the most support among interested parties. The majority of interested party respondents (56%, 27 responses) would like to see Alternative 3 implemented on Selby Lane, Atherton Avenue, or another street in Atherton. This finding aligns with how respondents ranked each alternative, with regard to meeting their needs. When asked to share how well each alternative meets their needs on a scale of 0 (does not meet my needs) to 5 (fully meets my needs), Alternative 3 received the highest average score among both residents and interested parties.

The subsequent sections summarize all input on the design alternatives and provide more granular details about what people like and don’t like about each alternative. All text responses to the survey are presented in Appendix C.

Alternative 2
As shown in Table 12 , 139 survey respondents shared what they like about Alternative 2 (86 residents and 53 interested parties). The majority of Atherton residents (62%) and most interested parties (85%) like that Alternative 2 includes an accessible walkway that provides a dedicated space for people walking. Almost half of Atherton residents (49%) and the majority of interested parties (53%) also like that traffic calming features will reduce vehicle speeds.

As shown in Table 13, 159 survey respondents shared what they dislike about Alternative 2 (95 residents and 65 interested parties). The majority of Atherton residents dislike that the alternative may impact parking on the shoulder (52%). The majority of interested parties dislike that the alternative does not provide dedicated spaces for people biking (71%).

When asked how well Alternative 2 meets your needs on a scale of 0 (does not meet my needs) to 5 (meets my needs very well), the average score among Atherton residents is 1.96, and 2.35 among interested parties (Table 14). Among 152 survey respondents (104 residents and 48 interested parties), the majority of Atherton residents (63%) would not like to see Alternative 2 implemented on a selection of Atherton Streets (Selby Lane, Stockbridge Avenue, or Atherton Avenue). The largest percentage of interested parties would like to see Alternative 2 implemented on Atherton Avenue (35%). The primary concern is chicanes. Respondents dislike chicanes, and some respondents would like the alternative if the chicanes were removed.

• Alternative needs pedestrian facilities (n=6): Respondents said that this alternative needs a walkway, sidewalk, or generally a better space for pedestrians. Some specifically said that pedestrian facilities should be prioritized over bicycle facilities.
• Concerns about e-bikes (n=4): Respondents are concerned about sharing space in the bicycle lane with e-bikes, traditional bikes, and pedestrians because of the high speeds that e-bikes can travel. • Concerns about parking loss (n=3): Respondents are concerned about whether the alternative would impact parking, or if cars are supposed to park on the bioretention.

Email Comments
Between October 30 and November 30, 2025, individuals shared their input via email comment. A total of 25 comments were submitted by 19 individuals via the “Contact Us” tab on the project website or were sent to Atheron staff directly. Many but not all individuals self-identified as an Atherton resident. Emails were organized into one or more themes, as described below. All email comments submitted can be found in Appendix C.

1. Opposition to bike lanes and major changes on Selby Lane (n=10): Residents on Selby Lane strongly objected to adding dedicated bike lanes or significant redesigns, citing disruption to the neighborhood’s rural character. Many argue the changes are unnecessary and based on outdated assumptions about school commuting patterns. Many are also concerned about parking loss for residents and the need to maintain the existing neighborhood parking that is used during school pick-up and drop-off.

2. Requests for walkways or sidewalks (n=10): Individuals proposed adding simple, rustic walkways or sidewalks using materials like decomposed granite or small pebbles to improve pedestrian safety. These paths would allow walking off the street without major construction or tree removal. Individuals specifically mentioned wanting walkways or sidewalks on Station Lane, Middlefield Road, Fair Oaks Lane, and Laurel Street (right of way shared with the City of Menlo Park).

3. Requests for additional, or changes to existing traffic calming (n=8): Some individuals suggested installing additional speed humps and signage to slow traffic near schools and residential areas. Others noted that existing traffic calming features are ineffective or noisy, calling for better placement and design. Individuals specifically mentioned that the speed humps on Selby Lane are ineffective or noisy. Individuals also specifically requested speed humps on James Avenue and Selby Lane.

4. Perception of low bicycle usage (n=7): Individuals question whether Atherton has enough bicyclists to demonstrate the need for costly infrastructure changes. They specifically mentioned that there are few students who bicycle to the Adelante Selby Spanish Immersion School; therefore, they do not think there is sufficient justification for building bike lanes on Selby Lane.

5. Concerns about chicanes (n=6): Individuals perceive chicanes as dangerous and that they force cars and bikes to swerve, increasing the risk of a collision. They also shared that chicanes pose visibility issues at night and the lack of street lighting in Atherton amplifies these safety concerns.

6. Concerns about poor drainage and bioretention recommendations (n=4): Individuals raised concerns about poor drainage and argue that existing bioretention features in Atherton are poorly maintained and create safety risks.

They specifically mention issues with the bioretention features on Stockbridge Avenue, and flooding issues at Middlefield Road and Oak Grove Avenue.

7. Requests for school area safety improvements (n=4): Parents described dangerous conditions near schools, where narrow roads and speeding cars put children at risk. They call for sidewalks, bike lanes, and vegetation management to create safer routes for students. Parents specifically mentioned the conditions near Sacred Heart, Menlo School, Menlo-Atherton High School, Laurel Elementary School, and Encinal Elementary School.

Next Steps
Public engagement participants expressed support for aspects of each design alternative or its application on specific corridors. Alta will use this feedback from Phase 2 of public engagement to inform updates to the network recommendations and to identify priority improvements. Recommended updates to the bicycle and pedestrian network recommendations include:
• On Atherton Avenue, consider recommending a bicycle lane and/or pedestrian walkway. A hybrid facility could be considered, with a walkway and Class III bike route in one direction combined with a Class II in the opposing direction.
• Remove the recommendation for bike lanes on Selby Lane. • Remove chicanes from recommendation diagrams and text. On corridors with a low level of traffic stress, consider changing bicycle boulevard recommendations to bike route recommendations. Consider recommending a select number of speed humps along the Class III bike routes (to be determined on an as-needed basis based upon future analysis and not specified in this plan).

Following updates to the network recommendations, Alta will work to provide cost estimates and assign a prioritization score for each project recommendation and present to the Town of Atherton Transportation, Bicycle and Pedestrian Safety Committee.

71 Comment Card Leave things the way they are. 11/12/2025 72 Comment Card If the priority is safety, then my view is:

1. Sidewalks a high priority: I try to do a lot of walking in the neighborhood. I can tell you it's dangerous: Cars go by well in excess of the speed limits, with drivers looking at their phones, and the lanes are narrow so any slight veering of the car and they're coming right at you. The streets are also dirty, the sides are not level so it's dangerous and unpleasant to walk there for other reasons.

2. Furthermore, any plan needs to account for the literally dozens of construction-related cars and trucks parked on Atherton Ave in the daytime. The construction projects won't stop, there are many within a block or two of each other. All the parked vehicles make it impossible not to have to walk in the middle of the street.

3. Speed limit should be 25, and enforced — as it is now, cars and trucks barrel down the road well in excess of the posted limits. With Valparaiso at 25, Atherton Ave and Stockbridge should be the same or we're just encouraging their use as cross-town expressways, and Atherton has no stop signs.

4. Chicanes don't work. Cars dodge the ones on Junipero Se4. rra at various speeds, runs into them at night.

5. How do these options integrate with the roundabout — is that still going forward? In Support of a walkway — 1 side, on ADP & Atherton Ave 11/12/2025
73 Comment Card Good evening. My name is Jenny, & I have been a resident of Selby Lane since 1998, living close to Adelante Selby School. 1st, I would like to say, thank you for adding the 15mph when children are present signs near the school. However, I am here tonight to urge you not to move forward on any of the proposed changes to Selby Lane as part of the Atherton Active Transportation Plan.

This $2 million project is not a safety measure; it is a waste of taxpayer money.

It is a solution based on a problem from 2014. The school at the center of this plan has fundamentally changed. It is no longer a K-8 school; it is a K-5 commuter school. The school's Principal during this time, has stated that families are not biking across El Camino; the issue is Woodside Rd- where new bike lanes were just added.

This proposal completely ignores the daily reality of Selby Lane. Every school day, our street is lined with parents parking their cars, then walking their young children onto campus. Plus at least ten school employees park on the street all day because their lot is full. Then add the four school buses, mail trucks, delivery vehicles, worker trucks and neighborhood guests... and the reality is clear.

This proposal would spend $2 million to degrade the historic 'county lane' character of our neighborhood, sacrifice mature foliage, and threaten 200-year-old heritage trees. It will also make our driveways less safe.

Please do not add any chicanes to Selby Lane (as shown in several of the new option alternatives). It will cause many accidents especially @night since we do not have street lights.

This active transportation plan doesn't create a bike lane, It creates an obstacle course.

This proposal is the wrong solution, based on the wrong data, for the wrong street. We urge you to listen to the residents, and stop revising this misguided proposal. 11/12/2025

69 Online Survey What do you DISLIKE about ALTERNATIVE 1? (select all that apply) - Other - Text The chicane part seems pointless. It will just create less room for bikes and cars to share the road and could be hazardous for cyclists riding along the shoulder who all of a sudden need to swerve into traffic. The speed humps are great but the chicane seems dangerous - I foresee several blown out tires from people driving into them.

Speed bumps for bikers are a real drag, just another obstacle. 11/4/2025 11:58
116 Online Survey Do you have any other feedback or suggestions regarding ALTERNATIVE 1? I am concerned that the speed bumps and chicanes might be placed too close to each other. Also, the chicanes may be problematical around Selby Lane School given the large number of cars driving, cars parked, and children walking along and crossing Selby Lane during drop off and pick up. In general, I prefer the chicanes to speed bumps as a traffic calming measure.

Discourage heavy commuter traffic by using larger chicanes at alternate sides of the road to force brief one way traffic. Signs to yield to oncoming traffic would be needed. This would be more effective than speed humps and unmonitored stop signs.

Also, keep in mind that a speed bump no one feels in their SUV at 35mph is quite literally a pain when cycling.

I find your questions confusing. I view reducing vehicle speeds as a positive not a negative. Is the widened walking lane just one side of the street or both? My past experience with efforts to put walking paths along Selby Lane have been poor. The town didn't maintain the paths and after a few years they were essentially gone. Will Atherton dedicate funds to maintain walking paths? If not, it is a waste of money. 11/6/2025 15:42

I do not love alternative #2 but it is the best out of the 3 options for Encinal Ave. One of the major obstacles on that street for school times is the shared use of the same space for bikes and for walkers (with strollers often).

So while this has the bikers having to be in the bike lane (do NOT love for my 5, 8 and 10 year old that bike with me regularly), at least we are not jogging in and out of the bike lane to avoid pedestrians who have nowhere to go but in the bike lane.

1. Due to high traffic areas cycling should ride on side streets around high traffic areas 11/20/2025 10:34 442 Online Survey Do you have any other feedback or suggestions regarding ALTERNATIVE 3? I strongly prefer class 2 bike lanes over class 4 for many reasons. With class 4, with its limited width, it can't accommodate riders (and e-bikers) traveling at different speeds (from 5 mph to 20+ mph) 11/3/2025 18:25
443 Online Survey Do you have any other feedback or suggestions regarding ALTERNATIVE 3? This is the worst option. It makes it harder for residents and children to walk along Selby Lane. It destroys landscaping and eliminates parking for construction, student drop off, visitors, etc. Many/most bicycles I see on Selby Lane are motorized and don't need bike lanes. Just about all of the students bicycling to Selby Lane School go through the Nimitz entrance to the school.

447 Online Survey Do you have any other feedback or suggestions regarding ALTERNATIVE 3? Stockbridge is not suitable because it is narrower than Atherton Ave or Selby. The residents do not need all three streets to have any of these alternatives. Stockbridge is the least suitable. 11/7/2025 14:58
448 Online Survey Do you have any other feedback or suggestions regarding ALTERNATIVE 3? Maybe one side bike and one side walking. There is more walking traffic than bike traffic. Should give slight more weight to that. Surfaces should be smooth enough fir stroller or wheelchair. This option may be ok for Atherton ave which is wider. The parking situation at Alante school is a serious issue and any design must account for it

Ringwood has been an e-bike disaster that is unsafe for pedestrians since similar changes were made. This will encourage lots of e-bikes and make it less safe for pedestrians. 11/10/2025 9:24
455 Online Survey Do you have any other feedback or suggestions regarding ALTERNATIVE 3? Having pedestrians in the bike lane often pushes bikes into traffic 11/10/2025 9:27 456 Online Survey Do you have any other feedback or suggestions regarding ALTERNATIVE 3? I think we should discourage street parking except in selective / grouped spots. My priority is walking, biking than driving to be honest. My basic worry about alternative 3 is that ebikes are turning into motorcycles going at 28 mph and this approach would risk killing pedestrians. 11/10/2025 10:24
457 Online Survey Do you have any other feedback or suggestions regarding ALTERNATIVE 3? Residents are strongly opposed, and this design is guaranteed to cause new safety problems given the actual traffic and usage patterns, including daily school pickup. 11/10/2025 11:10
458 Online Survey Do you have any other feedback or suggestions regarding ALTERNATIVE 3? In this alternative, you don't need 2 bike lanes shared with pedestrians. A 2-way bike lane on one side is sufficient. The other side's bike lane can be used for pedestrians only. Sharing a walking lane with bikes is equally dangerous or uncomfortable. This way, cars get their lanes, bikes get their lane and pedestrians get their lane.

Sp one 2-way lane for bikes and one 2-way lane for pedestrians. 11/10/2025 11:30
459 Online Survey Do you have any other feedback or suggestions regarding ALTERNATIVE 3? Needs space for pedestrians! 11/10/2025 11:59 460 Online Survey Do you have any other feedback or suggestions regarding ALTERNATIVE 3? While this is definitely the best option of the 3, it isn't great having pedestrians share the bike lane. We've done this on Encinal and it is very dangerous for cyclists (particularly child cyclists who aren't great at looking over their shoulder) when they have to move into the vehicle lane to get around pedestrians. 11/10/2025 12:58

No improvement to safety 11/10/2025 22:03
469 Online Survey Do you have any other feedback or suggestions regarding ALTERNATIVE 3? Watkins Ave is very dangerous to walk or bike. It is heavy with car traffic because this is one of the few roads in Atherton that crosses the Caltrain train track. I'd love to see a walkway and bike lane added to Watkins Ave, especially between El Camino and the train track (before the walkway starts). 11/11/2025 0:33
470 Online Survey Do you have any other feedback or suggestions regarding ALTERNATIVE 3? encroachment …..homeowners try to minimize people (mostly construction crews) from parking on their property by placing boulders, hedges too close to roads…. 471 Online Survey Do you have any other feedback or suggestions regarding ALTERNATIVE 3? We know a Middle School student from Hillview who recently broke his arm while biking. Someone stepped into the bike lane without looking. In an ideal setting, bike lanes would not just be painted on the road but physically separated from the street and from the side walk - see many European countries. 11/11/2025 13:40
474 Online Survey Do you have any other feedback or suggestions regarding ALTERNATIVE 3? This alternative is dangerous for pedestrians! 11/12/2025 9:54
478 Online Survey Do you have any other feedback or suggestions regarding ALTERNATIVE 3? 1) I would start with the speed humps if the goal is to reduce traffic speed. 2) There seem to be more walkers than cyclists in these neighborhoods, plus it’s already understood (hopefully) that cars need to share the roads with cyclists, so next I would create a dedicated walking space and then have the bike markings on the road to show that bikes should stay on the street. I believe much of Atherton Ave is already like this.
3) If you do create separate bike lanes, please include signage that cyclists need to share the lane with pedestrians, and pedestrians should walk facing oncoming traffic, to minimize potential for cyclist/walker collisions.
4) forget the chicanes, they won’t slow drivers down - they’ll only force more erratic driving 11/12/2025 10:44
479 Online Survey Do you have any other feedback or suggestions regarding ALTERNATIVE 3? Bike Lanes on Selby is a bad idea. We have few bikes on the street. It would reduce driving space, has not plan when merges in West Selby Lane, school does not have students riding to school. 11/12/2025 12:18
480 Online Survey Do you have any other feedback or suggestions regarding ALTERNATIVE 3? This option seems useful on the section of Atherton Avenue where the bikeway is, e.g the 2 blocks between Austin and Elena.

481 Online Survey Do you have any other feedback or suggestions regarding ALTERNATIVE 3? No consideration is given to parking. Selby has a school. Parents need to drop off and pick up kids-how is this going to happen? What about parties/construction - houses being built and renovated - where are they going to park and do business?

485 Online Survey Do you have any other feedback or suggestions regarding ALTERNATIVE 3? None 11/16/2025 8:50 486 Online Survey Do you have any other feedback or suggestions regarding ALTERNATIVE 3? This is what you need. Dedicated space for bikes and pedestrians 11/16/2025 14:37 487 Online Survey Do you have any other feedback or suggestions regarding ALTERNATIVE 3? How can you implement this in the given space, even a long a wide road like Atherton Ave? The road isn't wide enough to maintain the lanes and add dedicated space for a bike lane, given the necessary truck traffic. We need to have reasonable arterial routes to move people through town, that's just a reality and insisting bikes coexist with arterial traffic makes no sense. Look at all the wasted money and effort put a bike line on El Camino - any sane cyclist knows to avoid them, particularly at night -thus they are completely empty. Atherton needs common sense so we don't repeat the obvious failures of neighboring towns. 11/17/2025 13:22

Hi RobertMy better email is:

[email protected]
though I do check this one as well from time to time.

I have walked through this survey and find myself having difficulties articulating what I would like to see/experience and specifically where I would like to see specific examples played out.

I would very much like to see a nice dg walkway to the railroad side of Dinkelspiel Station Lane, level with the road, that would allow for two-way vehicle traffic. Not sure what other options could fit on that road to slow traffic. People seem to keep it fairly reasonably slow on that stretch of the road between Maple and Watkins. The bigger problem is that 3-way stop sign at Maple/Dinkelspiel that almost every driver ignores. If I could somehow express this interest to you, and you could enter it into this survey, I would be in your debt.

Not sure if I will be in town for these public meeting dates so I thought I would communicate these thoughts directly with you.

Thanks for all that you do, Robert, to keep our community a safe and happy place to work and live.

Just to follow up on the need for even the Adelante Selby School Parents to park on Selby Lane: I took some pictures of a single afternoon last week. Parents were parked from the West Selby/Selby stop sign all the way to Serrano. See attached:

Also, why do the alternatives have chicanes on them? To me, alternative two would be more attractive without it. Or maybe make that a fourth alternative? 11/6/2025

Interesting, Robert. As Jim Janz may advise, he's no longer living in Atherton but has moved to Carmel and is renting his house.

I can't make out well enough the two alternatives' details so can you advise on each alternative what the proposal is for El Camino and what each of the terms means for the various roads.

Thanks,
Walt

I have received several emails asking what are chicanes. Note: You will hear my negative opinion of them in my answer.

You may have seen them on Junipero Serra Blvd (I attached a google screenshot although these are on the side and the middle). They are the annoying, unnecessary obstacles placed on the roadside to make one drive in an s-shaped pattern to slow down traffic. While the idea of slowing traffic is great, the idea of putting them on small lanes without street lights is a recipe for disaster. I believe it will cause many car accidents, especially at night, when it is already hard to see on our streets.

I also attached the drawing Atherton displayed here.

We have met 3 or 4 times and the people that live on Selby have always said we don't want bike lanes. We do not have many bikers but lots of people that bring their children to school and need places to park. If someone from the city would come to our street at 7:45 to 8:20 on a weekday they would see the need to leave the parking as it is. We all keep saying the same thing but the city is not listening to the home owners it appears. I am not sure what more we can do.

Hi George,
Hope you're well!
I'm unable to open the link to the transportation plan but would like to provide some quick thoughts that hopefully you can pass on to the appropriate committee. (I don't have time to try to get into the survey).

I'd like to see a safe non-muddy walking route created in the Menlo School/Sacred Heart/Circus Club neighborhood that allows pedestrians (and pedestrians with dogs) to take walks on wet winter days off the street without getting completely muddy. Due to landscaping many neighbors have already done, a good portion (maybe 1/3 to 1/2) of the route, on one side of the street or other already contain small pebbles and driveways that are easy and safe to walk on. What's needed is to work on all the in between spots that turn to mud in the winter.

Route: Starting at the backgate to Menlo School/Menlo College on MccBain, running up to Emilie, then north to Park Ln heading west (between Sacred Heart and the Circus Club), then continuing along the Circus Club perimeter North on Elena Ave, then East on Isabella to Britton/Alehandra ending back at Menlo College. (This is an approximately 2.5 mile loop Placement: Off the road, on the town's property that lies adjacent to people's property lines or the fencelines at the schools and the Circus Club.

Suggested: Material, compacted DG or small pebbles.

Execution: This doesn't need to be a massively expensive project nor done to exacting specifications. E.g. while 3 feet would be a nice width to target it's not necessary everywhere if it's not possible.

This doesn't need to mean moving telephone poles or cutting down trees or having a perfect grade to accomplish. Something rustic and simple would suffice.

I've attached a screen shot of the route I'm suggesting. I'd add Alejandra on here as mentioned above but couldn't get google to show this.

Thank you.

Alternative 3 shows a pedestrian walking in the designated bike lane. At the Transportation committee meeting I attended, The chief of police informed us that it's inappropriate for pedestrians to walk in a bike lane. He suggested that was a recipe for disaster as either bikes will run into walkers or they'll go around walkers into the street and get hit by cars. It's not safe for anyone so please don't represent alternatives that are in violation of police safety policies! 11/10/2025

Asher ---
I've now filled out two surveys.

I have two additional comments
1) Currently, unique to Atherton are directional sharrows. I like them. Too many places have "bike blvds" (whatever they are...) that are identified with signs. Unfortunately, the signs are hard to find (or missing) or are too close to an intersection where one needs to turn.

The directional sharrows are easy too see and can be placed well before the intersection where one might want to make a turn.
2) Austin Ave ---- Nominally, this a part of the so-call, Peninsula bike route. It could be made more bike friendly by eliminating the stop signs along Austin and placing at least one barrier to prevent cars from using Austin as a through-street; of course, make the barrier such that a bike can slip through. The example is Byrant St. in Palo Alto. 11/10/2025

Dear Robert,
Thank you for the efforts you are making to reach out to the community for input.

After more than a year, it's still an open and hot topic, and as the manager of our town's public works, it seems you get the privilege of managing it. I am hoping you can clarify for us as residents, exactly what the requirement is that we are trying to satisfy. We can see that there is a desire to connect Redwood City to Menlo Park with a bike path on residential streets in addition to El Camino and Alameda de las Pulgas, but what isn't working with our existing system? That has not been made clear.

We have very few bicyclists in Atherton. We have a lot of residents who walk with friends and dogs, often in the street, early in the day, late in the day, and a lot on weekends. We are told bike lanes aren't meant for walkers and most streets aren't wide enough to accommodate the proposals with bikes, walkers and the car and truck traffic. Atherton was designed and developed as an sort of old country town, with no sidewalks, no proper sewer drainage, and no night time lighting and yet there appears to be an effort to make it something other than what it has the capacity to be. And why is that?
It seems the proposals by the consultants are trying to address many different and conflicting issues simultaneously. They include: traffic speed, major pathways for bicycles, pedestrians / regular walkers, drainage along streets, serious flood issues at the intersections of El Camino at several intersections, parking, safety for parents and children parking by the school, car and truck traffic flows, bus stops & routes, and others. How realistic is this? The asphalt street edges are hazardous for walkers, the existing bio-retention zones on Stockbridge may provide drainage solutions, but they are significantly lower in elevation from the rest of their surrounding area which creates a terrible hazard for cars (getting stuck or damaged in the undercarriage), and they force walkers and bikers to walk around them into the lane of car traffic. If they are so important, why aren't they maintained to fundamental safety standards? I believe people want to be supportive to keeping their community safe for everyone and continue to keep it looking attractive. Adding speed bumps may be some people's remedy for slowing traffic for a section of the roadway as long as they don't live next to them, but no one talks about how loud it is when trucks with larger wheels still speed over them, and the documented and measurable increases in pollution by breaking and then accelerating the gas peddle. Adding a lot of boldly painted streets and signs is visually inconsistent with the aesthetics and landscaping of the quiet residential area people expected when moving here and more in keeping with a commercial zoned area. I hope people will give serious consideration to ALL the issues that impact ALL the residents and the love we have for our neighborhoods. I appeal for a simpler solution and taking proper care of what we have.

Thank you for your service. Happy Veterans Day!

Dear Atherton Council,
I would like my comments to be entered in the public record. After taking the survey, I was disheartened to see how biased it was presented. It seems the Council is moving plans forward with total disregard to what the citizens of Atherton desire.

Take a look at what has happened on the Alameda. The streets are hideously painted to accommodate bicycles and pedestrians while ignoring cars - it’s hard to know which lane to drive in. The chicanes are dangerous - they are hard to see and the tire marks on them speak for themselves. In the dark, the Alameda resembles an airplane landing strip - reflectors, bright paint and many confusing lanes.

Changing traffic patterns on Atherton streets, chicanes added, and painted directionals, would completely change the character of our town and most likely resemble the Alameda.

As I’ve said before, this isn’t Amsterdam - we have very few bicycle riders. Most people, who are on bikes, are “passing through”. Do we need to go to the expense for so few??? Has the Council ever performed a study to see how many actual numbers of bicyclists we are talking about? We’ve said all this in letters and emails. I hope our voices are heard. 11/12/2025

As tax-paying residents of Atherton, my wife and I are strongly opposed to dedicated bike lanes on Selby Lane. We are drivers, avid walkers, and residents (62 Selby Lane). Dedicated bike lanes will empower bikers to endanger walkers and residents driving across lanes to get to the street. Eliminating on-street parking will require the guests of residents to park blocks away from our home when we entertain and create safety issues and serious inconvenience to the children and parents dropping their children at the former Selby Lane School. Since the change to k through 6 at the former Selby Lane School, there are virtually no students who bike to school and the number of bikers using Selby has dropped dramatically. Why are we contemplating spending public money, expropriating public property and endangering pedestrians to benefit the relatively small number of bikers on Selby Lane? I have no issue with painting additional markings on the existing pavement, or adding additional speed bumps if necessary, but we are strongly opposed to anything beyond that.

So sorry there is no zoom link. I will miss tonight’s meeting. We are out of town If you remember you helped me get the one lonesome little speed bump on Selby Lane. I also saw you at the “pop up” And expressed my feelings about the new plans for Selby Lane. My comments are. It’s just fine the way it is. Let’s leave it alone.

So. I Hope to catch up Tomorrow with selby lane neighbors who are able to attend the meeting in person tonight.

I examined the alternatives but I do not understand the differences between the different classes of bike routes, so I cannot address the alternatives directly.

I am very troubled by the entire process because I think the people who are proposing all of this only see roads; they are not seeing the people who live on these roads. Selby Lane is not simply a means to access Adelante School. A lot of people live on Selby and their needs and wants are not being considered. Or perhaps it's all seen as nimbyism by the planners.

And I am detecting a bit of FOMO in the rush to provide bike lanes. Atherton is not Paris; it's not Palo Alto. We certainly want students to be safe; I just don't buy that Selby Lane is so unsafe that Selby Lane needs to be configured in a manner that is seriously detrimental to its residents.

So I am against any plan that takes away parking on Selby or that makes walking difficult or impossible.

Dear Council Members,
I would like the following suggestions added to the Public Record:

1. I would like a traffic light installed at Selby Lane and El Camino Real (ECR) If that is not possible, make it a RIGHT TURN ONLY and change the light to allow a u-turn at 5th Avenue

2. I would like all streets heading east to ECR - Selby, Stockbridge, Almendral, Tuscaloosa, be Right Turn Only at ECR. There is a turn out between Stockbridge and Almendral that enables cars to do a U-turn if they need to travel North - add more turn outs on ECR for u-turns to accommodate the Right Turn Only streets

3. Atherton Ave is a very dangerous intersection - cars turning left in both directions on ECR feel they will be colliding with the opposite cars making the turn. There isn't enough time for someone to cross the street. There should be NO TURN ON RED at Fair Oaks to ECR I think adding bicycle lanes and sidewalks in this area will further add to the problem. It is a 3-lane, extremely busy road - taking away one lane to accommodate bikes and pedestrians is not necessary - very few people ever walk or bike on EC.

Dear Council members, I am a 56 year resident of the Selby Lane area. I grew up on Stockbridge Avenue and have owned our home on Selby lane for 30 plus years. I attended Selby Lane school when it was a school kids from Atherton attended. I walked or rode my bike. Selby Lane is now a school that parents drive their children to as the children live too far away to walk or ride and because they are very young. Every morning many cars are parked in front of our home and many parents are walking their small children into school. These folks need a place to park. The plans that were sent out do not solve this issue. In fact they make it worse. Also speed HUMPs that have been placed are ineffective and noisy. We should have several at the mouth of Selby by El Camino and several by the school entrance. Also please name them bumps. I am disturbed by the lack of attention to the facts and to the wasted resources to make plans in the absence of solving a problem. The school should have more on grounds parking and a system like other schools where parents can drive up and deliver their small children safely. The current solutions are not compatible with anything that needs to be solved. See below pictures I have taken of the parked cars several mornings. Also see a picture of a walking lane by sacred heart that is effective and one on Elena. Thank you. Cathy Duane 11/12/2025

Dear Town Council Members, et al,
Attached please find a letter I sent out almost one year ago regarding the proposed bike lane on Selby Lane. It lists a number of Selby Lane residents who were then and continue to be opposed to any such major changes to our beautiful and peaceful lane.

It seems that we are approaching some full spectrum knowledge of the genesis of this Master Plan. We have lived in our home on Selby Lane for 40 years (Mario longer than I-35 years.) We never learned of this plan until less than a year ago. From the outside, it seems to us that this plan was developed without the full knowledge of the Atherton residents who appear to have been responsible for paying for all of the staff and the consultants who put this together.

We hope that going forward, the Town Council, the City Manager and the Staff will be fully transparent when deciding what to do and how to spend our dollars-and will seek our opinions at the outset rather than at the tail end.

Respectfully,
Danelle (and Mario) Rosati

Dear Town Council,
As a long-time Atherton residents we wish to voice our objections to the main tenets of the Traffic and Circulation Plans under consideration.

Atherton does need any of these new and expensive modifications to our streets.

Menlo Park appears to have spent more on paint for its streets than the entire Atherton Town budget! The recent changes to Menlo Park streets, particularly the Alameda and Santa Cruz, have created hazardous conditions, more congestion, and very confusing lanes and lane changes.

Woodside Road is now more hazardous as there is no room to turn into the Menlo Country Club. I have personally witnessed near accidents there. The barriers on the East Bound lanes prevent the easy flow of right turns on the Alameda. As a result traffic is now backed up all the way to 280 in the evenings - and drivers are forced to cut through Atherton neighborhoods via Stockbridge and other streets.

There are relatively few pedestrians in Atherton, certainly on El Camino. There are very few bicyclists in Atherton, especially on El Camino. The are many cars! There are many cars on El Camino.

Reducing throughput on our major streets with elaborate urban planning barriers and hazardous "features" which jut out into the roadways is not in any way desirable.

The streets of Atherton are just fine the way they are - except for the obviously needed resurfacing. The Town should focus its expenditures on fixing that problem and not nonsensical new designs which imped traffic flows for the vast majority of residents and force re-routing through quiet neighborhood streets.

Thank you,
Perry and Lynne Olson

My name is Karen Kline and I live at 89 Selby Lane and I do not want Selby Lane altered in any way. It seems that Atherton is considering adding bike lanes because of outside sources. I do not believe that Atherton residence want these bike lanes and I certainly do not want to change our lovely street into a busy throughway.

Dear Town Council,
I have paid property taxes on my Atherton home for 40 years. My wife and I raised four children here, and hope to live here the rest of our lives in Atherton. I have serious objections to the Traffic and Circulation Plans under consideration.

For Pete's sake, 99% of the residents want our streets just like when we raised our children and INVESTED in our homes and PAID property taxes year after year, decade after decade.

We want a rural, unspoiled look to our town.

I will personally work very, very hard to defeat man-made obstructions that we do not want in front of our bushes, our homes, our trees etc.

Atherton does need any of these new and expensive modifications to our streets.

What I have observed in our area:

1. I now stay away from Santa Cruz Avenue. What a mess.

2. I am forced to drive on the Alameda and it takes an entire new level of focus to handle the new hazards which are creating confusion.

3. Woodside Road features new barriers preventing proper turn space into adjacent streets.

4. El Camino is being throttled down to become a slow road for hours in the morning and late afternoon How many bike riders are there in Atherton? I can guarantee you that there are less than when I grew up in Atherton at age 1, 5, 10, or age 15. The number of bike riders in Atherton is a small number.

How many pedestrians are there in Atherton? A very low number.

Please leave the streets alone, except for the asphalt repairs that are warranted. Which brings up a logical point: "Send out a survey and ask Atherton residents if they would rather have their tax dollars spent on man-made traffic obstructions, OR catching up on the asphalt repairs needed on certain streets." The results of the survey would Resurfacing, resurfacing, resurfacing. Focus on the need, and keep the man-made obstructions out of our rural, small-town feel.

a few more thoughts to share -
I don't remember discussion about walkways on Middlefield north/west of Marsh - but that is also important for kids traveling to Encinal.

Having a smooth surface like the permeable concrete would be great.

I am not so worried about pedestrians in Lindenwood -
I think they are safe - but I do worry about bikes
especially the new electric bikes.

I think shared use bike marks on the road are good for
Edge / Oak Grove to Middlefield -
but don't recommend extra traffic calming features
since the roads are curvy and narrow.

This area is used by MA students.

I think shared use bike marks on the road are also good for Fredrick / south branch of Greenoaks / James to Middlefield.

This area is used by commuters.

I do think speed humps on James would be good here
since cars tend to go fast.

I don't like Chicanes because they cause cars and bikes to swerve which I think is more dangerous.

I see no need for any bike marks on the north branch of Greenoaks. thank you for collecting notes!

Dear Mr. Kohn,
I appreciated attending the Atherton traffic/bicycle/pedestrian presentation in Atherton City Council chambers on Thursday November 20 led by Robert Ovadia, Director of Public Works. Traffic safety around the Menlo-Atherton High School and Laurel Elementary School were the only items which were not adequately addressed in the plan at the meeting. I'm writing to express my concerns.

1. M-A High School--this is the largest and most populous school in our town and requires additional safety and traffic planning a. The intersection at Middlefield Rd and Oak Grove remains crowded with bikers, pedestrians transiting to school and those being dropped off and/or waiting for the bus after school. When the intersection is flooded after rain, it makes it even harder for these students to navigate safely b. Students casually wait in the intersection around Middlefield Rd and Oak Grove and come very close to oncoming cars. There is insufficient waiting area at the bus stop across the street on Middlefield Rd; I suggest that the existing bike racks near the intersection be moved further onto campus and provide students a designated and safe waiting area on the school campus while waiting for the buses.
c. Many students and parents inappropriately park (some park all day) on residential streets near the school (especially De Bell Dr) which worsens traffic congestion and makes walking on DeBell Dr less safe as pedestrians must walk in the middle of the road and be at risk of being hit by cut through traffic--some of which travels very fast along this curvy, residential street. d. There is also a large amount of trash (glass, plastic, cans, papers, wrappers, etc) along the streets near the school which can contribute to accidents or flat bicycle tires, etc. Additional trash cans on campus and better care is needed to keep the roadway clear of debris. e. With the recent prohibition of e-bike in the MP school district, I suspect that even more students will be using traditional bicycles to get to school

2. Laurel Elementary School- many parents and children walk or bike to school daily, and it is dangerous for all involved. a. I personally know as I daily walk my children (in fear) to Laurel School travelling along Oak Grove Rd and then on Edge Rd. b. There is no designated sidewalk or bike lane on Oak Grove or Edge Road which is extremely dangerous for children. Edge Road is very narrow, and children and parents walk in the street and are 11/22/2025

nearly hit by oncoming traffic daily. It is a daily game of chicken. c. The vegetation on Oak Grove and Edge Rod is allowed to creep to the edge of the road (and along with telephone poles, etc) make it necessary (and nearly suicidal) to walk partly in the street against oncoming traffic moving quickly
d. Many people speed down Oak Grove as a cut through from US 101 (while talking or using the cell phone), and we've already had near misses. It's extremely dangerous and nerve wracking for parents.

I appreciate all of you collectively addressing safety for students, bikes, general pedestrians and cars in our town. I hope the new plans can help mitigate the danger and bring safer solutions for all of us.

With gratitude,

23 311 Trees block the view of stop signs. Vehicles often go right through intersection because they do Not see the signs.

This is in Atherton and Menlo Park. The two cities need to work together to provide a safe passage for school crossings since there are NO sidewalks. There is a dip in road on Encinal. This does Help to slow down cars, though.

On Encinal, Atherton side there is a Yellow warning sign that is blocked from view. It is a pedestrian walking sign. Thank you for looking into this.

Yes please add sidewalks on Laurel St for the kids. I saw it’s on the Menlo Park transportation master plan, but that could take decades. 11/23/2025

Hi Asher,
We wanted to share a few thoughts on the proposed active transportation plan for Atherton. In general, we are supportive of the more transformative proposals, including Alternative 2 of the Bicycle Recommendations.

However, on our stretch of Fair Oaks Ln near the Civic Center (between the tracks and ECR), we are supportive of a walkway along the south side of Fair Oaks Ln (along the side of the Civic Center) provided that the "No Parking" status (signs) of Fair Oaks Ln around the Civic Center is (are) maintained. Given the narrow width of Fair Oaks Ln, and accounting for the addition of a separated walkway, a bicycle boulevard and potentially chicanes, we think it would be a mistake to also allow parking on the street. Also consider that Fair Oaks Ln is the main thoroughfare for the Atherton Police Department to the Police Station; so it would be best to keep the street de-cluttered to allow for APD's ingress and egress.

In addition, for the intersection of Ashfield Rd and Fair Oaks Ln, we would like to see if you could add some sort of visibility measures (e.g., mirror) for that corner.

We appreciate your attention to our opinions on this matter.

Thanks,

I had been meaning to email since the town meeting almost a month ago, but so many things get busy at this time of year.

I want to thank you for at least soliciting input.

My issue with a lot of these projects is that the goals seem either unclear or conflicting. Atherton is not going to grow in population appreciably over the coming decades, but there is ever more traffic as our neighbors (Menlo Park and Redwood City) dramatically over-build relative to the infrastructure. The state has forced these unsustainable plans, so while we hope for some sanity, we have to plan for what is likely.

People need to move around town. Traffic studies by the state confirm that relative to 2019, vehicle miles are still down significantly on highways in the area, yet there is traffic all the time and travel times have swelled all along the peninsula. This data suggests Caltrans has mismanaged things.

Thinking much more locally, I can feel this same issues creeping in here. Atherton doesn't have a systematic problem with traffic accidents that I'm aware of. The statistics don't bear that out. There was one recent fatality, but that was rider error according to reports and official comments and nothing proposed at the meetings or online would have prevented human error. Sometimes a tragic 12/23/2025

accident is just that.

We need to figure out a better way of handling this recent increase of speed bumps as well. In general, I have never felt that speeding in town was a problem. I live near Watkins Ave and walk there frequently. I see more near-miss accidents since the speed bumps when in then I ever have before. I also witness more "irritated driving" in town when I am cycling. Some of this is down to bad behavior on the part of "cyclists" or more properly "unlicensed e-motorcyclists", and some is down to road and traffic design making everything so slow that people are just more frustrated in aggregate trying to go about their daily lives.

I am also frequent cyclist and I choose my routes carefully so that I'm not interfering with traffic. A lot of the plans I've seen seem predicated on trying to get cars and bikes to share close proximity safely. While this is not impossible, the speeds and traffic dynamics of El Camino cannot be discounted. People need to get around and there is no magical transit project that is ever going to reduce traffic on El Camino - we need to be realistic. The bike lanes in Santa Clara county, particularly in Palo Alto and Mountain View are a good example of a well intentioned project making everything a mess for both cyclists and drivers. The lanes are barely used, and the few times I have seen cyclists in there, I've witnessed near-missed at some of the overpasses because cyclists are hidden from drivers behind these reflective barriers. There seems to have been no accounting for the fact that older drivers simply cannot see when there is a huge amount of bright light coming back at them.

Added to which, the average cyclist seems to make no effort to be seen. Many bikes lack not just lights, but reflectors. An unlighted cyclist popping out at night from behind an illuminated reflective barrier in 40mph zone is a recipe for a fatal accident. I hope I'm wrong, but I sense this possibility every time I'm in the area and it strikes me as irresponsible infrastructure.

I urge the project to make the minimal, most cost-efficient changes to El Camino.

We should recognize that avoid berms and speedbumps is dangerous for cyclists - it creates unpredictable movement. Even painted striping can be pain for cyclists - try riding along some of this and feel the chatter in your rear! Does a painted green lane actually make anyone safer? I can't imagine how. We've had excellent shoulders for years and it's only since we've gone hogwild with green pain that I've witnessed so many more confused drivers. Frankly, as a cyclist, I feel less safe in 2025 than I did in 2015. There is just too much visual noise on the road and I see worse driving.

I urge that we pick streets for bikes and streets for cars and separate concerns - like the old bike boulevard system in Palo Alto, but perhaps without all the excessive twists and turns.

I hope some of this feedback will make it into the final plan. I want to continue to like where I live, but I have to admit that these traffic changes and speed bumps in my neighborhood (and throughout town) have been particularly galling, probably because I don't drive a giant SUV. I know it should seem like a small issue in the larger view of society, but if we want to have faith in government, we have to see local projects working and start to rebuild trust from the bottom up.

Sincerely,
Mike Solomon
