Item No. 4
Town of Atherton
CITY COUNCIL STAFF REPORT – CONSENT AGENDA
TO: HONORABLE MAYOR AND CITY COUNCIL

GEORGE RODERICKS, CITY MANAGER
FROM: WILLIAM BURSE, PUBLIC WORKS MAINTENANCE MANAGER
VIA: ROBERT OVADIA, PUBLIC WORKS DIRECTOR
DATE: JUNE 17, 2026
SUBJECT: AWARD OF CONTRACT FOR THE STREETLIGHT POLE

PAINTING PROJECT

RECOMMENDATION
It is recommended that the Council award a construction contract for Streetlight Pole Painting to the lowest responsive bidder, Craft Works Painting, of San Mateo, for $80,645.62 for the painting of 100 streetlight poles and authorize change orders up to 10%; direct the City Attorney to prepare the contract; and authorize the City Manager to execute the contract on behalf of the Town.

BACKGROUND
The Town currently maintains approximately 245 streetlight poles. Over time, exposure to weather, sunlight, and normal aging has caused many of the existing poles to become faded, discolored, and rusted, impacting both their appearance and long-term condition. The FY 2025-26 Capital improvement Program Budget included an allocation of $100,000 to initiate a project to repaint streetlight poles throughout the Town.

The Town Since January 2026, the Town has been researching options and outreaching to contractors for the repainting of streetlight poles. Outreach included email and direct solicitation and site visits with various contractors to solicit informal bids for the project. Due to concerns regarding pricing and available budget, the solicitation included a request for pricing for the preparation and painting of 245 poles and 100 poles, which would allow for a phased approach.

ANALYSIS
Following outreach and site visits with four (4) contractors, the Public Works Maintenance Manager received informal bids from two companies for streetlight painting as follows:

CONTRACTOR LOCATION BID
Craft Works Painting (100 poles) San Mateo $80,645.62
Craft Works Painting (245 poles) San Mateo $166,802.56
Bernabe Vasquez Painting (100 poles) Menlo Park $119,500.00 Bernabe Vasquez Painting (245 poles) Menlo Park no response California Custom Painting San Ramon no response
Falker Construction Vallejo no response
As indicated above, to remain within the approved budget while addressing the most visibly deteriorated poles, staff is recommending a phased approach to the project. This phased strategy will allow the Town to improve the appearance of key corridors and neighborhoods while preserving funding flexibility for future phases. Staff will continue to evaluate the remaining poles and develop recommendations for subsequent repainting efforts as funding becomes available.

Staff also recommend that the Council authorize a 10% contingency for unforeseen costs.

FISCAL IMPACT
The FY 2025/26 Capital Improvement Program (CIP) budget included an allocation of $100,000 for streetlight painting. Sufficient funds are available for the recommended award in the amount of $80,645.62 and the additional 10% contingency.
