Task 1.4. Quality Assurance/Quality Control
Mark Thomas will conform to our Quality Management Manual (QMM) while performing QA/QC for the project. All deliverables, as appropriate, will go through an independent QA/QC review before delivery to The Town.
TASK 2. REVIEW/COLLECT EXISTING CONDITIONS,
DOCUMENTATION AND INFORMATION
Task 2.1. Data Collection and Review
Mark Thomas will request, collect, assemble, and review all pertinent and available project information, including, but not limited to, prior reports, environmental documents, environmental technical reports, CAD files and drawings, and other relevant correspondence.
Mark Thomas will send “A Letters” on Town letterhead to utility companies with facilities in the project area project, requesting updated copies of their existing facility maps. Mark Thomas will prepare updated existing base utility mapping.
Encroachment permit applications will be prepared on Town letterhead for submittal to Caltrans and San Mateo County for field work that will include visual observations of the project area.
Task 2.2. Right of Way Survey
Mark Thomas will perform a field survey to locate the necessary monumentation to establish the Right of Way lines of El Camino and Selby Lane in Atherton. Our research indicates that Parcel Maps (PM), Records of Survey (RS) & Tract Maps (TM) are publicly available from the San Mateo County Surveyors office will be sufficient to complete this survey.
It is our understanding that no other monument ties to other maps will be necessary to complete this project other than those publicly available. Should a material discrepancy be found or evidence of a dispute with adjoiners be discovered, Mark Thomas will stop work under the current scope and discuss options with the Town to move forward.
Once the locations of the Right of Way lines are established based on the field evidence collected, Mark Thomas will plot this boundary in a CAD file that will serve as the basis for design. Mark Thomas assumes current title reports will be required to show the locations of easements. Mark Thomas has included the acquisition of 4 preliminary title reports at a cost of $750 per report. Only easements shown in the title reports will be mapped. It is assumed that boundary evidence necessary to define the boundary will be readily available. This Boundary Survey scope is limited to one (1) days of fieldwork.
It is assumed no right of way or easement acquisitions will be required for the project.
Task 2.3. Topographic Survey
Mark Thomas will utilize the basemapping and topographic survey provided by the Town. It is assumed that the Town will provide a stamped and signed survey, including a control diagram for our project use. Mark Thomas will use the basemap provided by the Town as the basis for the intersection design.
El Camino/Selby Lane Intersection Improvements (56096)
Town of Atheron
Mark Thomas will perform a field survey to verify the control and topographic data provided. This will consist of one (1) day of field survey for a 2-person crew. Field survey will consist of minimal measurements to pertinent field features to verify location.
Mark Thomas assumes that accessible above ground features have been located and documented using conventional ground survey techniques. These ground visible features include, but are not limited to sidewalks, curb and gutter, driveways, curb ramps, fences, private utilities, storm and sewer facilities, trees, street lighting, signing, striping, and markings within the project limits. It is also assumed that storm and sewer has been dipped to determine invert elevations and pipe diameters within the streets around the site.
DELIVERABLES
• Field survey
− CADD file with topographic data drafted for use by engineering team • CADD file depicting retraced ROW
TASK 3. FINALIZE CONCEPTUAL DESIGN DOCUMENTS
Task 3.1. Finalize Conceptual Design Documents (Geometric Approval Drawings) Working with the Town and our Design Team, we will review and refine develop potential intersection configurations for the Selby and ECR Intersection. We will explore different combinations of geometric configurations (sidewalk, crosswalk, median refuge, curb ramp) and both intersection traffic control devices. We will provide a qualitative assessment of the feasibility and appropriateness of the various combinations of inputs. Conceptual designs will be presented as technical geometric approval drawings (GADs).
Based on the feedback in response to the presented conceptual design alternatives, we will refine up to two alternatives. For each alternative, we will conduct an operational and safety assessment and summarize results (e.g. LOS summary, queueing reports, conflict analysis, etc.) in a graphic or table for Town review. The results of this analysis will be used to inform a selection of a preferred alternative and inform the Caltrans ISOAP Report to the extent feasible.
We will also prepare a rough order of magnitude cost estimate for each alternative to understand relative costs between alternatives.
Ahead of beginning the DEER process, the preferred alternative will be selected and featured as the single alternative for the DEER application.

Task 5.1.6. Intersection Safety and Operational Assessment Process (ISOAP) Parametrix, as part of the Mark Thomas team, shall coordinate with the Caltrans District 4 Division of Traffic Safety and complete a required ISOAP analysis. The ISOAP will be undertaken as an early action item; it will include traffic analysis and will inform the PS&E development tasks. Parametrix will prepare the supporting technical analyses and documentation materials required by Caltrans. We will evaluate the proposed intersection improvements and respond to feedback received from the Town and Caltrans District 4 staff.
The ISOAP consists of two stages. This project will be required to complete Stage 1 Screening but may be exempted from Stage 2 Detailed Assessment. The two stages are described below:
• Stage 1 Screening applies to this project because the Town proposes to change the existing intersection traffic control from minor approach STOP control to a signal or pedestrian hybrid beacon (PHB). Stage 1 is to be completed at the current Project Initiation Document (PID) stage and uses an assessment methodology focusing on multimodal safety, e.g., Safety Performance for Intersection Control Evaluation (SPICE) or Safe System Intersection Methodology.
• Stage 2 Detailed Assessment may be undertaken if there is more than one strategy identified out of Stage 1 Screening, e.g., full traffic signal, PHB and roundabout. Stage 2 is to be completed at the Project Approval and Environmental Document (PA&ED) phase and requires quantification of the project’s benefit / cost ratio. Our proposed budget limits our effort to mesoscopic traffic model software, i.e., Synchro / SimTraffic. • Stage 2 may be deleted if Caltrans accepts the findings of the Stage 1 Screening process to proceed with a traffic signal or PHB without further analysis of a roundabout or other intersection reconfiguration.
The Stage 1 assessment includes
- Identification of desired project outcomes.
- Assessment of nonmotorized travel including crash records and conformance with SSA principles of modal separation.
- Assessment of Town and freight access
- Assessment of available right of way
- Estimated multimodal safety and delay under proposed traffic control proposals. - Summary of the overall intersection measures of effectiveness (MOE), e.g., daily person hours of delay (DPHD), volume/capacity ratio, queuing, or another measure as directed by the District Traffic Operations Engineer. - Completed Stage 1 ISOAP form and supporting documentation.
The Stage 2 (optional task) assessment includes
- Identification of whether there is more than one feasible improvement strategy (signal, PHB, roundabout, or access change)
- Completion of a detailed safety analysis using Highway Safety Manual methodologies and supplemented by SPICE and SSA
El Camino/Selby Lane Intersection Improvements (56096)
Town of Atheron
- Operational analysis using mesoscopic traffic models, e.g., Synchro software. - Plan sketch diagrams of viable improvement strategies - Calculations of improvement costs and right of way impacts - Calculations of the benefit to cost ratio (B/C) based on HSIP or other benefit calculation methodologies. - Completed Stage 2 ISOAP form and supporting documentation.
Parametrix will provide the analysis to Caltrans District ISOAP Coordinator, District Traffic Ops Engineer, and District Traffic Safety Engineer and respond to their feedback to update the draft products to a final assessment.
Parametrix has budgeted updated 12-hour multimodal traffic counts across two days at the study intersection.
DELIVERABLES
• ISOAP Stage 1 and Stage 2 (optional task) forms with sketches, cost estimates, and operational analysis (model worksheets).
• Coordination with Public Outreach process.
ASSUMPTIONS
One draft and one final submittal of the ISOAP Stage 1 and Stage 2 forms resulting from up to two rounds of Caltrans District 4 review.
Budgeted effort assumes traffic signal or PHB as a near-term improvement with operational modeling limited to Synchro / SimTtraffic modeling. Detailed analysis using microsimulation (e.g., VISSIM), long range travel demand forecasting, and detailed roundabout modeling are subject to additional cost.
Task 5.1.7. Traffic Operations Analysis Report (TOAR)
Once up to two alternatives have been identified, Parametrix will analyze each alternative for existing conditions, the opening year and the design year (20 years after the opening year), to help identify the preferred alternative and meeting the requires for Caltrans approval and the need to demonstrate project benefits through the life of the project.
Once the preferred alternative has been identified and the Caltrans DEER process has been begun, Parametrix will utilize the traffic data from the ISOAP process and prepare a Traffic Operation Analysis Report (TOAR) satisfying typical Caltrans District 4 requirements. The operational analysis will consider existing conditions, opening year conditions, and the dear year conditions. A draft TOAR will be submitted to District 4 for review and comments. After receipt of comments on the Draft TOAR, a response to comments matrix will be prepared and a Final TOAR will be produced for Caltrans Approval.

Task 5.2. Caltrans Permitting
Task 5.2.1. Pre-Permit Screening and Meeting
We anticipate this Project will be subject to a Design Engineering Evaluation Report (DEER) process. This is the applicable Caltrans process assuming the following bullets are all met with the project:
• Project has approved environmental document (Categorical Exemption/Categorical Exclusion, Negative Declaration, EIR, EIS etc.) or project is categorically exempted/excluded by CEQA and/or NEPA and has completed studies or public outreach.
• Project only has a Single-Build Alternative
• Project does not require CTC action
• Project doesn’t involve any ROW conveyances from the Department to the local agencies (e.g. dedications, relinquishments, modifications to State ROW limits, etc.) • Project doesn’t require FHWA approval for Relinquishments or NPRCs involving a modification to the access control
• Project doesn’t involve construction of new structures or bridge widenings After the conceptual design is finalized (Task 3), the Design Team will schedule and attend a meeting with Caltrans to verify the project is subject to a DEER process. At this meeting, we will present our approach to deliver the technical studies identified in Task 5.2 – 5.8, and clarify any scope of work and process related items necessary to secure Caltrans approval for the project improvements.
Task 5.2.2. Design Engineering Evaluation Report
The Design Team will prepare the draft DEER document using the template provided by Caltrans on their website here: https://dot.ca.gov/-/media/dot-media/programs/traffic-operations/documents/encroachment-permits/epqmap-attachment-4-a11y.pdf It is expected that this will require the following supplemental studies to be included with our DEER:
• Vicinity and Location Map
• Geometric Approval Drawing – Task 3
• Right-of-Way Data Sheet (assumes no right-of-way acquisition) – Task 5.1.2 • Initial Site Assessment – Task 5.1.1.1
• Storm Water Data Report – Task 5.1.4
• Environmental Document – Task 6
In addition to the above required attachments, the following attachments may also be applicable:
• Geotechnical Report (including the Log of Test Borings, or LOTB) – Task 5.1.1.2 • Design Standard Decision Document
El Camino/Selby Lane Intersection Improvements (56096)
Town of Atheron
◦ While possible that this may be required, we do not see any potential design features that would require this document, and anticipate designing the project to be in compliance with all applicable Caltrans Design Standards, thus eliminating the need for this document/process • Complete Street Checklist
• Transportation Management Plan (TMP) – Task 5.1.5
• Traffic Impact Report – Task 5.1.7
• Intersection Safety and Operational Assessment Process (ISOAP) – Task 5.1.6 • Cost Estimate – Task 5.3

TASK 6. ENVIRONMENTAL DOCUMENTATION
Task 6.1. Environmental Clearance
Mark Thomas will prepare a combined CEQA Categorical Exemption/NEPA Categorical Exclusion (CE/CE) using the most recently available form from the Caltrans Standard Environmental Reference (SER). We anticipate that the project, due to the limited nature of improvements which are assumed to be within the existing right-of-way, will qualify for a Class 1 exemption under CEQA Guidelines Section 15301, Existing Facilities. This section covers alterations to “existing highways and streets, sidewalks, gutters, bicycle and pedestrian trails, and similar facilities (this includes road grading for the purpose of public safety), and other alterations”. We anticipate the project will qualify for a NEPA CE under Section 177.117 of the CFR, subsection (c)(22), which covers project within the existing right-of-way. Because of the type and location of improvements, and the proposed DEER process, we anticipate that no detailed technical reports will be required, and that “no effect” memoranda will be prepared for biological and cultural resources. A CHRIS and Sacred Lands search will be completed to support the cultural resources memorandum. Mark Thomas will prepare a draft CE checklist and attachments and will respond to up to three rounds of comments before finalizing. We will also provide a Notice of Exemption and summary form for Caltrans to file with the State Clearinghouse.
